Assessments of the Effectiveness of an Earthquake Emergency Plan Implementation with Hesitant Analytic Hierarchy Process

Numerous earthquakes occur throughout the world, and thus, earthquake emergency plan is a significant issue that concerns everyone in the affected areas. However, the absence of an effective, scientific assessments system may lead to a lack of awareness about the effectiveness and comprehensiveness of earthquake emergency plan implementation. This delays the construction of emergency plan and leads to low operational efficiency. In order to improve this situation, this paper aims to efficiently assess the earthquake emergency plan implementation to accelerate the replenishment and the amendment of the earthquake emergency plan. Firstly, we review the existing researches on the earthquake emergency system and some guidelines and plans of earthquake emergency. Secondly, we carefully conduct 30 indicators to assess the effectiveness of earthquake emergency plan implementation in terms of operational mechanism, emergency response, and emergency safeguards. Thirdly, according to the characteristic information obtained from the effectiveness assessments of earthquake emergency plan implementation, and based on the advantages of hesitant fuzzy elements for expressing information, we develop a method for the effectiveness assessments of earthquake emergency plan implementation using hesitant analytic hierarchy process (HAHP). Furthermore, we apply the method to assess the Wenchuan, Yushu and Lushan earthquakes, and also compare our method with the analytic hierarchy process. Based on our analysis, we conclude that the HAHP is highly suitable for assessments of earthquake emergency plan implementation’s effectiveness.

Abstract Background Cities around the world face a great challenge in establishing a long-term strategy for the development of energy alternatives. Previous research tried to identify renewable energy across many different cities. Because each city has unique characteristics in terms of geographic and environmental conditions, population, economic development, and social and political environment, the most sustainable energy source for one city might be the least sustainable for another. Methods This research develops and implements a systematic approach to assess renewable energy and identify the energy alternatives for a city using the analytic hierarchy process. The methodology integrates experts’ input and data analytics and helps decision-makers form long-term strategies for renewable energy development. Results The decision support system is applied to three cities, Chengdu in China, Eskisehir in Turkey, and Chicago in the United States of America. Results show that improving energy efficiency and development of solar and wind energy are the most preferred energy alternatives whereas nuclear and hydroelectric are the least preferred energy alternatives for these three cities. Conclusions The results of this study are in line with decades of research and development in energy alternatives and show a clear direction for the future development of energy alternatives around the world. There are differences in the rankings of energy alternatives for different cities, indicating that it is necessary to apply the decision support system developed in this study to help form customized energy strategies for cities with unique characteristics.

Fuzzy Analytic Hierarchy Process (FAHP) is a well-known method which is currently used by many researchers all around the world. However, the problem lies where the steps are lengthy and consumes time. This paper does the purpose to share a method where Decision Makers (DM) can reduce error or any mistakes while manual compute. A MATLAB programming is develop and field of sustainable supply chain is use as experiment purpose. There is one out of four criteria need to be selected by using FAHP. The criteria are cost, quality, delivery time and supplier distance. Both methods are done simultaneously and the answers were recorded. The percentage accuracy shows 100% for every step showing there is no error and the answers are the same if MATLAB is applied. Final answers for both shows that quality is the highest criterion to be selected based on the weightage.

As the world confronts the 4th industrial revolution era, there is a growing interest in coding education around the world to cultivate creative and convergent students who possess computational thinking and problem-solving skills. In order for coding education to be successful, the following questions are considered: 1.What should be taught first? 2. How should it be taught? This study aims to determine the priority of leaning topics in elementary school coding education. To do so, a focus group interview was conducted with four experts in the field of coding education, and 12 learning topics were identified. Based on the interview results, a questionnaire was administered to coding instructors. The Analytic Hierarchy Process (AHP) was applied to derive priorities among the learning topics. The results showed that ‘procedural problem solving’ was found as the most important unit that the elementary school coding education needs to deal with. As for the learning topics, ‘problem definition and breakdown’, ‘block coding’, ‘implementation of algorithm’, ‘understanding of algorithm’ and ‘necessity for learning coding’ were found to be the top 5 priorities. Based on these results, this study presents four suggestions to consider for coding education to be carried out more effectively.

We are presenting a tool known as SWOT analysis through the Analytic Hierarchy Process (AHP) that can help players to grow stronger and find potential opportunities. SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis is a widely used technique for analyzing external and internal components and find out an efficient method to support for the decisions. The proposed technique is acquired by performing Analytic Hierarchy Process (AHP). In conclusion, the SWOT and AHP integration may provide great assistance to cricket board in determining the best players that play an important role in winning the cricket match.

Teachers are expected to engage in the praxis of educational reform, and one of the resurgent interests in the field of education is the conduct of action researches. In the Philippines and in many parts of the world, teachers are encouraged to perpetuate a culture of conducting action researches to improve the teaching and learning process. Considering the scant literature towards evaluation criteria for quality action researches, this exploratory-sequential mixed method study aims to determine the qualities that research experts perceive to be useful in evaluating action researches. Using Analytic Hierarchy Process, which is a multiple decision-making algorithm, research experts asserted that among the identified evaluation criteria, quality action researches should underscore its contribution to theory and practice, and require actionability and reflexivity among researchers and participants. The findings of this study may be of considerable interest and use to teachers, research authorities, and organizations who would like to ensure that teachers produce quality action research to improve educational practices.

Aim. In the sports training of the best competitors around the world, there are many ways to organize the direct preparation for a start. This training stage usually determines success. Despite such awareness, there is no knowledge as to which training system model can be considered the best in preparation for the most important sports event. Selection of the most effective variant of a champion’s sports training system in direct preparation for the Olympic Games in the 50 km race-walk. Basic procedures. In our research, we based on the assumptions of the multi-criteria Analytic Hierarchy Process (AHP), which was developed by T.L. Saaty. The goal of the work progressed steadily: the main criteria (training measures, renewal, volume, Substantive structure training, base) were determined and subcriteria were allocated to them. A multi-level structure of the problem was built in the form of a hierarchical tree with respect to the main objective. A special interview with questionnaire was developed utilizing Saaty’s 9-level fundamental comparison scale. These interviews were conducted with 14 coaches of the best athletes in Poland and the world in the 50 km race-walk. It’s the purpose of the study was to defi ne the main criteria and subcriteria within the structure of hierarchical dominance (preferences, weights). The article gives the priority (weight) for all criteria and subcriteria as the geometric average of all the trainers’ answers. The subsequent step in fi nding the best way to prepare the athletes for the 50 km race-walk was to develop training models and choose the best alternative. The computer programms Super Decisions and Expert ChoiceTM were used to perform calculations. Results. Among the 5 established criteria, training measures were the highest (Ptr. meas.=0.389) for all experts (coaches). Analysis shows that training in the DPS is the most important criterion. The next two measures (Substantive structure training and base) were given equal priorities (Pmat. str.= PB=0.180). Less important was the volume (Pvol.=0.146), and the least important – renewal (Pren.=0.104). The sum of the priorities is always 1 (100%). The highest global priority was achieved by the PE subcriterion (19.61%). Among the 4 decision alternatives (training models), the best turned out to be the model by the younger-generation Polish coaches. Conclusion. The AHP is an adequate tool that demonstrates the fi ndings well, therefore it may be suitable in choosing the most appropriate training alternative in the direct preparation for a start in the 50 km race-walk.

 The upcoming ISAHP conference, ISAHP 2018, will take place in Hong Kong, July 13-15, 2018 in the Grand Hyatt Hong Kong and will be chaired by Dr Luis Vargas and Dr Jennifer Shang.The themes of this conference will be: AHP/ANP in Technology, Entrepreneurship and Corporate Social Responsibility and they focus on three areas that have changed the world in recent years.  However, rather than consider them as being independent, we need to think of them as interlocked because their future depends on each other.  Thus, it is befitting that the AHP/ANP focuses on them at this point in time, for the ANP helps us study interdependent systems.
