Site selection of waste-to-energy (WtE) plant is critically important in the whole life cycle. Some research has been launched in the WtE plant site selection, but there is still a serious problem called Not In My Back Yard (NIMBY) effect that needs to be solved. To solve the problem, an improved multigroup VIKOR method is proposed to choose the optimal site and compromised sites. In the proposed method, the public satisfaction is fully considered where the public is invited as an evaluation group far more than creating general indicators to represent the public acceptance. First of all, an elaborate criteria system is built to evaluate site options comprehensively and the weights of criteria are identified by Analytic Hierarchy Process (AHP) method. Then, the interval 2-tuple linguistic information is adopted to assess the ratings for the established criteria. The interval 2-tuple linguistic ordered weighted averaging (ITL-OWA) operator is utilized to aggregate the opinions of evaluation committee while the opinions of the public are aggregated using weighted average operator. Finally, a case from south China which shows the computational procedure and the effectiveness of the proposed method is proved. Last but not least, a sensitivity analysis is conducted by comparing the results with different weights of evaluation group assessments.

We present the induced intuitionistic fuzzy ordered weighted averaging-weighted average (I-IFOWAWA) operator. It is a new aggregation operator that uses the intuitionistic fuzzy weighted average (IFWA) and the induced intuitionistic fuzzy ordered weighted averaging (I-IFOWA) operator in the same formulation. We study some of its main properties and we have seen that it has a lot of particular cases such as the IFWA and the intuitionistic fuzzy ordered weighted averaging (IFOWA) operator. We also study its applicability in a decision-making problem concerning strategic selection of investments. We see that depending on the particular type of I-IFOWAWA operator used, the results may lead to different decisions.

In order to deal with the urgent public security incidents timely, to meet the requirements of the shortest emergency time, to consume the least emergency resources and rescue points, its necessary to achieve a compromised site selection scheme that reflects a decision makers preference on time and cost, in the decision about a citys layout of fire station is to probe into the site selection of safe emergency station under the emergency restrictions. This research used an improved heuristics to explore the solving of combination model about multi-rescue points under the limitation of time and resource, provided the emergency restrictions and a cost model about establishment of the safety emergency facilities, and proved the correctness of the model solution method theoretically. In a limited emergency time, this paper analyzed and obtained selection method on emergency service facility points. Through a numerical example illustrated that specific application of the calculation method, this method is suitable for the planning and construction of the public facilities, such as fire control, hospital first-aid stations.

<p><strong>Abstract.</strong> In these last recent years farmers in the sector of Maraba in South Province of Rwanda had face challenges to keep producing good quality coffee and to be the 1st place in competition of cup of Excellence. We conducted this research in order to show how the use of Geographic Information Systems (GIS) and Spatial Data Infrastructure (SDI) models as the research method for growing and producing good quality coffee in taking into consideration environmental factors like: Elevation and temperature, Rainfall and water supply, Soil, Aspect and slopes.</p><p>The findings in this research about the selection of zones of coffee plantation and relation relationship to coffee quality will be published on Geo-Portal where maps and metadata created or collected will be available to the public and particularly to Maraba sector community.</p><p>The results of this research will be presented to Maraba sector community in a workshop so that they can gain knowledge of the land and the good quality of Maraba coffee.</p>

Fish consumption is on the increase due to the increase in growth of the global population. Therefore, taking advantage of new methods such as marine aquaculture can be a reliable source for the production of fish in the world. It is necessary to allocate suitable sites from environmental, economic, and social points of view in the decision-making process. In this study, in order to specify suitable areas for marine aquaculture by the Ordered Weighted Averaging (OWA) methodology in the Caspian Sea (Iran), efforts were made to incorporate the concept of risk into the GIS-based analysis. By using the OWA-based method, a model was provided which can generate marine aquaculture maps with various pessimistic or optimistic strategies. Eighteen modeling criteria (14 factors and 4 constraints) were considered to determine the appropriate areas for marine aquaculture. This was done in 6 scenarios using multi-criteria evaluation (MCE) and ordered weighted average (OWA) methodologies. The results of the sensitivity analysis showed that most of the parameters affecting the marine aquaculture location in the region were as follows: Social-Economic, Water Quality, and Physical–Environmental parameters. In addition, based on Cramer’s V coefficient values for each parameter, bathymetry and distance from the coastline with the most effective and maximum temperature had the least impact on site selection of marine aquaculture. Finally, the final aggregated suitability image (FASI) of weighted linear combination (WLC) scenario was compared with existing sites for cage culture on the southern part of the Caspian Sea and the ROC (Relative Operating Characteristics) value turned out to be equal to 0.69. Although the existing sites (9 farms) were almost compatible with the results of the study, their locations can be transferred to more favorable areas with less risk and the mapping risk level can be controlled and low- or high-risk sites for marine aquaculture could be determined by using the OWA method.

Site selection is one of the most important issues of the construction of a rational and efficient public bike system. In connection with the limitations of traditional methods of site selection, this thesis puts forward a site selection method based on GIS. The application of GIS technology provides site selection with a new idea and method, makes up for the shortcomings of traditional research methods and lets decision-making about site selection possess scientific and intuitive image, data and information.

Real estate brokerage services have developed from individual stores into a chain-store system, and the location of those stores plays a key role in their operation. The purpose of this study is to define and quantify the factors that affect the selection of a site for real estate brokerage services. Mutual relationships between the factors and sub-factors for site selection and their relative weights are also discussed to provide a complete set of decision evaluation models, then how to reduce the gaps to achieve the aspiration level. This research uses a new hybrid Multiple Criteria Decision Making (MCDM) model, combining the Decision Making Trial and Evaluation Laboratory (DEMATEL), DEMATEL-based Analytic Network Process (DANP), and VIšekriterijumsko KOmpromisno Rangiranje (VIKOR) methods to solve these problems. The DEMATEL technique is used to build an influential network relations map, and DANP is expected to obtain the influential weights using the basic concept of Analytic Network Process (ANP), to solve the dependence and feedback problems in the real world. Then, the VIKOR method is used to integrate the performance gaps from criteria to dimensions and overall. As the result shows, there is an interactive and auto-feedback relationship among the four dimensions. Among the 11 evaluation criteria, the income and consumption level is the most important consideration for selection of the site. The number and density of population ranks second in this regard. This study uses VIKOR method for selection of the best site, among three potential sites. Site A is closest to the aspiration level. Site A is better in this regard than the other two sites. The study develops and provides a decision-making system for the site selection in the real estate brokerage services.

ABSTRACT Religious traditions in Indonesia are known to be very moderate and tolerant abroad is a reflection of the character of a great noble nation. Between religion, tradition and culture are able to perform compounds so as to create a genuine religious harmony. Because of this reality Indonesia is regarded as the largest Muslim majority country in the world that almost without conflict, in the midst of reality Muslim countries in the Middle East that impressed the dispute into the daily menu. However, the reality of Indonesia as a moderate nation is injured by the act of a group that is fond of terrorism and radicalism by riding Islamic religious teachings. Thus, this reversed religion is assumed as a source of cruelty.   It is through that phenomenon researcher, feel the need to examine the strategy of disseminating moderate Islam by Nahdlatul Ulama. The selection of this Islamic organization according to the authors due to its success in moderating Islam in Indonesia. In this study, the study using a qualitative approach or method as well as adopting the theory of Van Dijk discourse analysis as a scalpel to peel the discourse of moderate Islam published by PWNU East Java through the website. As for this research, the findings are important, among others are: 1) moderate Islamic discourse campaigned by Nahdlatul Ulama East Java is categorized into three segments, namely social, religious and nationality. 2) the text structure that builds moderate Islamic discourse NU East Java in Van Dijk perspective constructed in three domains, namely text, social cognition and social context. 3) the principles of Public Relationship implemented by NU through cyber (online media), among others; News publications and expert opinions, production of image and video-based information, and updating official NU information to the public about their attitudes and views on the phenomena that occur by promoting the values of Islamic moderatism. SUMUT Bank is one of the Banks in Indonesia with the name of the company PT. Regional Development Bank of North Sumatra. The North Sumatra Bank has branches in each region in North Sumatra both in the district and in the sub-district, and each of these branches is led by a branch leader or branch head. The head of this branch is responsible for the reversal of the Bank being led. The best and most accomplished branch heads deserve more and more awards. The selection of the best branch heads is selected transparently and structured in the hope that it can be a motivation for all branch heads to be able to further improve the quality and service of the Bank they lead. Making the best branch head selection done manually will take a long time and tends to be less transparent and structured. One solution so that the implementation of the selection can be carried out easily and quickly, it requires a Decision Support System that can provide consistency of assessment. In this study the method used is the VIKOR method (Visekriterijumsko Kompromisno Rangiranje). This method makes cracking on alternatives based on criteria that have been determined with an ideal compromise solution or the best solution, so that this system can later be beneficial for the SUMUT Bank to get the title in determining the best branch head.Keywords: Decision Support System, North Sumatra Bank, Branch Head, Vikor
