The effective implementation of cultivated land protection policies (CLPP) has important practical significance for improving China’s food security and ecological security. The central government, local governments, and farmers have mutually restricted and influencing interest relations. At the same time, the codes of behavior of multistakeholders also affect the implementation of CLPP in the social system. Therefore, this article discusses the behavioral tendencies and game relationships of relevant stakeholders in the implementation of CLPP from the perspective of evolutionary games and portrays a cognitive decision-making process closer to reality. Finally, numerical simulation reveals the key variables that affect the stability strategy. Results show the following: (1) As the main body of system supply, the central government should reconstruct the political achievement evaluation system and improve the status of the effective implementation of cultivated protection policies in the political achievement evaluation of local governments. (2) The central government should increase incentives for local governments to implement CLPP and increase penalties for violations to improve the effectiveness of policy implementation. (3) To optimize the actual implementation of CLPP, increasing awareness of farmers’ rights protection, reducing rights protection costs of farmers, and increasing the constraints on the flexible implementation of CLPP are necessary.

Cultivated land protection is the top priority of the national economy in China and the livelihood of people. Cultivated land protection policies (CLPP) play an important role in the protection of cultivated land. However, the process of dissemination of CLPP on social networks of farmers has problems, such as distortion of policy content, single dissemination channels, low level of farmers’ knowledge, and low dissemination efficiency. For revealing the characteristics of the dissemination of CLPP in the farmers’ social networks (FSN), this study combines the Suspected–Exposed–Infected–Recovered–Suspected (SEIRS) epidemic model to construct a model of CLPP dissemination suitable for FSN. In addition, a numerical simulation of the dissemination process of CLPP is conducted on the FSN, and the influence of the structural characteristics of the FSN and different model parameters on the dissemination of CLPP is analyzed. Results show that (1) the dissemination rate between farmers in FSN has a significant impact on the scale and speed of CLPP. A greater initial dissemination rate corresponds to faster speed and larger scale of CLPP dissemination. (2) A greater node degree in FSN means stronger dissemination ability for CLPP. Therefore, identifying structural holes (opinion leaders) in FSN can effectively promote the dissemination of CLPP. (3) The SEIRS model can dynamically describe the evolution law of CLPP dissemination process over time through the four states of farmer nodes of suspected, exposed, infected, and recovered. Numerical simulation results show that the immune degradation rate is proportional to CLPP. However, the direct immunization rate is inversely proportional. The increase in immune degradation rate can reduce the number of recovered farmers and improve the efficiency of CLPP dissemination. On the basis of the abovementioned conclusions, this study draws policy recommendations to increase the scale and speed of CLPP dissemination in China.

The protection of cultivated land plays an important role in ensuring food security, maintaining social stability, and promoting economic development. The protection of cultivated land involves a range of stakeholders (e.g., governments at different levels, farmers, and land-use organizations) and entails intertwined risk factors (e.g., to economic, environmental, social, and political factors). Therefore, it is crucial to identify and assess key stakeholders and associated risks to better align land protection policies. However, previous studies of risk are fragmented, and there has been little research targeting the complex interactions among risk factors in the protection of cultivated land. Taking Xiliuhe Town as an example, this study analyzes complex and intertwined risk factors from a network perspective in an in-depth case study in a major grain-producing area. The results show that: (1) the risk-factor network of cultivated land protection is relatively sparse, with a total of 142 nodes and 253 links; (2) local governments and land flow-out farmers are the core stakeholders, with strong power and connectivity in the network; (3) taking into account key stakeholders and associated risk factors, a framework for mitigating risks is developed, and a network simulation is performed. Using the simulation results, the effectiveness of the risk-mitigation strategies is assessed and validated. These results shed new light on cultivated land protection and sustainable agricultural development in emerging countries.

Exploring the elements that affect farmers’ willingness to protect cultivated land is the key to improving the ecological compensation mechanism for cultivated land protection. The purpose of this study was to analyze regional differences in ecological compensation for cultivated land protection, and to explore the influence of different external environments on farmers’ willingness to engage in cultivated land protection. Based on the Profitable Spatial Boundary Analysis theory (PSBA), GIS spatial analysis technology was used to analyze regional space differences and assess ecological compensation for urban and rural cultivated land protection at the micro scale. The results show that the willingness of farmers to participate in cultivated land protection is affected by the external environment and the ecological compensation offered. The trend of the comprehensive benefit of cultivated land protection ecological compensation (B) is “Λ” from the first layer to the third layer. The B value of the urban–rural junction area is the highest value. This shows that the external environment is favorable for ecological compensation in this area, which has a positive effect on farmers’ willingness to protect cultivated land. B < 0 in the first and third layer, which has a depressant effect on farmers’ willingness to protect cultivated land. The study results contribute to the understanding of the impact of regional differences in the external environmental on ecological compensation and farmers’ willingness to engage in cultivated land protection.

An important part of Beijing's strategy to reduce the welfare gap between urban and rural parts of China has been the promotion of urbanisation. Replacing peasant agriculture with commercial operations of scale is an integral part of this endeavour. This article analyses the implementation of policies meant to transform the structure of Chinese agriculture. It argues that the central government is using a set of very flexible policies, project-based implementation and adaption to local conditions to guide and support an existing dynamic of structural transformation in agriculture. Local governments, in turn, appreciate the flexibility, the political predictability, the potential revenue improvements and the cognitive framework inherent in these programmes. The article is primarily based on interviews with leading cadres at the township and county levels in the provinces of Shandong, Sichuan and Guizhou between 2008 and 2010.

An understanding of the environmental value-action gap between public servants at the central and local governments is essential for the effective implementation of environmental policies, which is limited in the extant literature. This study has adopted the norm activation model to explore the pro-environmental behaviors of public servants at the central and local governments in Taiwan. A total of 7567 valid questionnaires were collected, and significant differences were evident between public servants at the central (n = 3400) and local (n = 4167) governments in personal norms, awareness of consequences, ascription of responsibility, and pro-environmental behaviors. Findings revealed that personal norms were the key factors predicting pro-environmental behaviors of public servants at both the central and local governments. Results also indicated that the awareness of consequences by public servants at the central government had a direct effect on their pro-environmental behaviors, which in turn had a significant effect on their ascription of responsibility. In contrast, awareness of consequences by public servants at the local government had no significant direct effect on their pro-environmental behaviors and had only a weak positive effect on their ascription of responsibility.
