The practice has proven that relying solely on large-scale transportation facilities cannot fundamentally alleviate urban transportation problems. Since the motor vehicle drivers are the main participants of transportation, they should improve their knowledge of transportation. Moreover, the drivers should equally cope with transportation problems. This paper establishes an evaluation index system for traffic literacy of urban drivers. In addition, it proposes a method of information contribution sensitivity to optimise the index system. The main results and achievement of this paper include the following: (1) A traffic literacy evaluation index system including 13 evaluation indexes such as traffic rules and general knowledge of machinery has been constructed. (2) Based on the calculation results of the sensitivity of the information contribution, the first 10 indexes that satisfy the cumulative information contribution rate’s value of greater than 90% are retained and 3 indexes with lower contribution rates are eliminated. This study provides a theoretical framework and basic methods to evaluate the traffic literacy of urban drivers.

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.

Finland is the first country that formulates the design policy, and these successful experience and lessons are deserved to be focused and studied. This paper has a research on the Finnish policy index with the factor analysis approach and Delphi Method, and sorts out the opinions of policy planners, building the index system of design policy which is used to evaluate the effectiveness and result of Finnish design policy, and then studies the exterior policy environment where design innovation drives the development of country, and provides important reference for the system summary, the effectiveness, problem and tendency of the Finnish design policy.

Based on four categories of indexes including intensity indexes, system indexes, supporting indexes and characteristic indexes, this paper combines with actual characteristics of Chinese ports, discusses about and builds a green and low-carbon port evaluation index system, and puts forward a set of simple and practical evaluation methods and standards. With case study of Guangzhou Port, this paper also conducts empirical evaluation of current development level in 2013 and planning level in 2020 respectively, and verifies scientific validity of the index system.

The chemical industry is the focus of circular economy construction, and the construction of evaluation index system of circular economy is an important work. In this paper, a circular economy evaluation index system that may be used for quantized evaluation for the chemical industry is established based on the previous research results, where the weight value of the index system is obtained by the AHP method. The rationality of the evaluation index system is verified through the case studies.

Scientific and practical crane evaluation index system is expected to obtain by screening of indices in this paper. The initial comprehensive evaluation indices are selected by stratification. Then the quantitative indices are screened by entropy method and Pearson correlation coefficient method, and the qualitative indices are screened by Delphi method and Spearman correlation coefficient method. The little effect indices on the evaluation result are deleted and the redundant information between the indices are got rid of. The index system simplified is comprehensiveness and representative, which is convenient to compare and evaluate cranes.

On the basis of theoretical study and empirical investigation, taking the features of emergency logistic plans into comprehensive consideration and combining general plan evaluation index system, the evaluation index of the emergency logistic plan can be defined as time effectiveness, costs, security, feasibility and rationality. Since information about the criteria of the emergency logistics plan is incomplete, the method of multi-criteria decision making, based on the similarity of intuitionistic language with subjective and objective preference taking into consideration, is adopted to select and evaluate the emergency logistic plan. Through empirical investigation, the index system and evaluation methods are verified for their effectiveness and practicality.

In order to evaluation the operation of micro-grid comprehensively, this paper builds an index system based on our current definitions and technical characteristics of the micro-grid. There are 20 base evaluation indexes and uses analytic hierarchy process (AHP) to explain the index system from both technical and economic aspects. Through using the index system to some real region, it has been proved reliably that the index system could reflect the advantages and disadvantages of micro-grid operation intuitively. The proposed indexes have been included State Grid Company of micro-grid technical standards.

By making use of analytic network process, based on characteristics of cloud services, referring to common QoS properties in cloud service evaluation, 11 cloud service evaluation indexes are established in this paper and each index is quantified.

Due to the high risk of construction sites, it is necessary to make safety risk evaluation. With the synthetic consideration of the complexity and uncertainty of construction sites, a comprehensive evaluation index system with two levels has been based on the emphases and difficulties of the current safety work in construction industry; the index system includes civilized construction site, management of machinery, equipment, materials, occupation health protection, and the subpackage management, such as 6 one-level evaluation indexes, inspection system of safety risk, safety awareness education, and prevention and control of occupation disease, such as 33 two-level evaluation indexes. The research takes “No. A residential building and other 8 projects” as the empirical analysis object, with the weights of the first indexes and second indexes being calculated by the analytic hierarchy process (AHP) and the information entropy, and applies the unascertained measure to comprehensively evaluate the safety risk of the construction project. The overall score of the project is 6.4475, the evaluation result is good, which is consistent with the actual situation, and the feasibility and effectiveness of the evaluation index system and evaluation model are verified, which provides a reference for safety risk management in the construction stage of construction projects.

How to measure the level of intellectual property protection has been the focus of academic and practical circles, however, rigorous empirical evidence remains scant. The influencing factors of intellectual property protection are summarized and analyzed, and the evaluation index system of intellectual property protection at the provincial level is constructed with judicial, administrative, pluralistic, and environmental protections as the first-class indicators. The feasibility and reliability of the index system are tested empirically by using the 2019 data of intellectual property protection in certain provinces and cities in China. The index system can objectively reflect the level of intellectual property protection in provincial regions. The research has certain enlightenment to strengthen the performance appraisal of intellectual property protection and improve the level of intellectual property protection in the region and even in the country.
