Negotiating Adaptation: Norm Selection and Hybridization in International Climate Negotiations

Adaptation to the adverse impacts of climate change is a rapidly developing area of policy and the subject of active negotiation at the international level under the UN Framework Convention on Climate Change (UNFCCC). This article applies theories of norm evolution to the adaptation negotiations. It proposes that the history of these negotiations can best be understood as a contest between two proposed framings that can be roughly characterized as “adaptation as development” and “adaptation as restitution.” These two framings have some similar and some contradictory implications for policy. The article shows that the major areas of consensus and controversy around adaptation in the UNFCCC negotiations map closely to these areas of similarity and contradiction, respectively. Though the “adaptation as restitution” norm is relatively disadvantaged on many measures of norm-fitness suggested by previous authors, it nevertheless appears to help explain the development of adaptation institutions both within and outside the UNFCCC. A hybridized norm that can be described roughly as “like development but different” is coming to characterize international adaptation institutions.

Abstract On the ground that climate change poses a great threat to societies and economies, it became evident for policy makers that attention should be given to the problem of adaptation, i.e. adaptation measures should be undertaken to minimize the adverse impacts of climate change. As the debate on the adverse impacts of climate change advanced at international level, states are taking actions at national, regional and local levels. Along with the increase awareness regarding importance of adaptation, regulations designed to prepare states to strengthen their resilience to climate change, has been developed in climate change treaties. Paris Agreement seems to be the first global agreement which addresses adaptation as one of its key goals and links it with mitigation efforts. The purpose of this article is to discuss the most important regulations and programmes within the regime established by the Framework Convention and the Paris Agreement concerning adaptation to climate change.

International climate negotiations occur against the backdrop of increasing collective risk: the likelihood of catastrophic economic loss due to climate change will continue to increase unless and until global mitigation efforts are sufficient to prevent it. We introduce a novel alternating-offers bargaining model that incorporates this characteristic feature of climate change. We test the model using an incentivized experiment. We manipulate two important distributional equity principles: capacity to pay for mitigation of climate change and vulnerability to its potentially catastrophic effects. Our results show that less vulnerable parties do not exploit the greater vulnerability of their bargaining partners. They are, rather, more generous. Conversely, parties with greater capacity are less generous in their offers. Both collective risk itself and its importance in light of the recent Intergovernmental Panel on Climate Change report make it all the more urgent to better understand this crucial strategic feature of climate change bargaining.

As we wrote the first draft of this chapter (during early summer 2007), the potential dangers of ‘global warming’ had moved up the news agenda to a point where most major politicians were starting to take the problem seriously. Our opening quotation comes from a book published in early 2006, which seemed to coincide with the growth of this wider concern with global warming. Lovelock was not alone in trying to raise awareness of the problem; around the same time another book on climate change by the zoologist and palaeontologist Tim Flannery also attracted global attention to this issue, as did the lecture tours (and Oscar-winning film) of Al Gore—the former US presidential candidate and campaigner on the dangers of climate change. Indeed, in his role as a climate campaigner Gore won a share in the 2007 Nobel Peace Prize. It is possible that future historians will see the period 2005–2007 as the start of a crucial wider engagement with these problems. Things may not be as bad as James Lovelock suggests—in his book he deliberately emphasized the most worrying scenarios coming from computer models, and other evidence, in an attempt to draw attention to the critical nature of the problem. However, all these worst case scenarios were drawn from within the range of results that most climate scientists believed could plausibly happen—not extreme cases with little current evidence to support them. That one of the major environmental scientists of the second half of the twentieth century could write such prose as science—rather than science fiction—is clearly a case for concern about future climate change. It also raises another important question, relating to the history of human influence on our planet: when in our history did we start to have major environmental impacts on Earth as a whole? This is clearly an important issue from a historical perspective, but the answers may also have implications for some of our attempts to rectify the damage. Our discussion of this question comes with various caveats. Many of the arguments we consider in this chapter are still the subject of academic disagreement.

In September 2011, a delicate cargo of 24 Nihoa Millerbirds was carefully loaded by conservationists onto a ship for a three-day voyage to Laysan Island in the remote Northwest Hawaiian Islands. The goal of this effort was to establish a second population of this endangered species, an “insurance population” in the face of the mounting pressures of climate change and potential new biotic arrivals. But the millerbird, or ulūlu in Hawaiian, is just one of the many avian species to become the subject of this kind of “assisted colonisation.” In Hawai'i, and around the world, recent years have seen a broad range of efforts to safeguard species by finding them homes in new places. Thinking through the ulūlu project, this article explores the challenges and possibilities of assisted colonisation in this colonised land. What does it mean to move birds in the context of the long, and ongoing, history of dispossession of the Kānaka Maoli, the Native Hawaiian people? How are distinct but entangled process of colonisation, of unworlding, at work in the lives of both people and birds? Ultimately, this article explores how these diverse colonisations might be understood and told responsibly in an era of escalating loss and extinction.

AbstractThe contradiction between the astonishing dynamic of China's domestic climate policy agenda and its seemingly tenacious position in international climate negotiations presents a puzzle that, on closer inspection, reveals much about a nation at the crossroads, undecided which way to turn. The alterations in China's political interests connected to the issue of climate change are clearly evident in the domestic policy changes China introduced during previous years. However, China's leadership thus far has remained hesitant to translate this new set of interests fully into a coherent position in the international arena. China's mounting difficulties in reconciling its rapidly changing role on the international stage with its altered domestic situation, as well as its traditional foreign policy interests and principles, undermine its ability to pursue a consistent and effective strategy in international climate negotiations. China's reluctance to redefine its role in the international arena has led to a number of inconsistencies that particularly plagued its position during the Copenhagen conference, adding to the overall non-constructive dynamic of the proceedings that ultimately left China, as everyone else, with empty hands. The Copenhagen negotiations demonstrated that China's leadership will have to address these inconsistencies resolutely if it wants to realize the benefits that international climate cooperation offers.

This paper analyses the international climate negotiations from the so-called 2007 Bali Roadmap over the 2009 breakdown in negotiations at the UN climate summit COP15 to the following COP meetings with a focus on central issues and tendencies. e analysis is structured by applying the concepts of content and process as empirical and heuristic tools. is is used as the point of departure to analyse the road to Paris, where COP21 will be held in 2015 with the stated goal of reaching a global agreement corresponding to the previous goal of COP15, only now covering the period from 2020 onwards. e paper concludes that the recent COPs can be characterised by three overlapping discussions: How parties interpret and seek to imple- ment the principle of common but di erentiated responsibility, the principle of equity, as well as the question of real e ects of actions to mitigate climate change.

Resprouting following fire is an effective and well utilized strategy for tropical montane heath species which have had a long evolutionary history of intermittent fire disturbance. Research conducted in both burnt and unburnt heath suggests that species richness is related to fire, however actual species presence is dependent upon local burning regimes. Taxa that persist in fire-adapted environments may survive through mechanisms including seed storage in the soil seed bank, resprouting from basal, axillary or epicormic buds, roots/rhizomes or terminal aerial buds and/or through migration of seed. We investigated the montane endemic Melaleuca uxorum’s response to fire to understand local adaptation and persistence to fire in fire prone heath and to understand potential impacts of climate change on montane heath ecosystems. We found that the species resprouts at the stem base, along stems from epicormic buds and from axillary buds. The species forms small colonies which appear to be a mixture of sexual and asexual (clonal) reproduction. We predict that the effects of climate change will conspire against tropical montane heath below 1000 m, and those communities away from maritime influences will be under threat of increasingly reduced population numbers and extent as the dry season cloud base is expected to rise in elevation with anticipated rising temperatures. Furthermore, as evaporation rates increase, such communities are anticipated to lose their local specialized flora and to be replaced by more common unspecialized, widespread species.
