AbstractThis article focuses on paradiplomatic management in Aceh, Indonesia, and Catalonia, Spain, as a comparative study. The two different regions have at least two similar characteristics: both are recognised by central government as widely autonomous provinces compared to other provinces, and both obtained the wider autonomy in the same period, 2006; they also have same problems with revolutionary groups that attempt to withdraw from central government. This qualitative research aims to examine paradiplomatic management in both local governments. The main objective is to identify similarities and differences in paradiplomatic patterns and to scrutinise paradiplomatic activism pertaining to the instrument of political movements in both regions. The findings confirm that patterns of paradiplomacy management are typically similar, and influenced by the dynamic of local political movements, and that paradiplomatic activism is an instrument in political movements. It is argued that paradiplomatic management by secessionist regions performs the same pattern both in federal and unitary systems, and is reflected in the changes of regional laws on paradiplomatic affairs.

         This article aims to reveal the hermeneutical meaning behind the flags Liwa and Rayah. The two flags by Hizbu Tahrir Indonesia (HTI) are seen as the flag of the Prophet. However, this view was denied by other Islamic groups because the flags of Liwa and Rayah were the flags used by Taqiyyudin An-Nabhani when declaring the government of Khilfah Islamiyah. Flags Liwa and Rayah black and white, which Black called Rayah and white called Liwa'. The two flags read Laa illaaha illaa Allah Muhammad Rasul Allah. In making interpretations, the author uses Paul Ricoeur's hermeneutical theory. The interpretation debate is heating up when Hizbu Tahrir wants to replace the Pancasila ideology into the ideology of the Caliphate. The difference in interpretation, point of view and context of hadith is the main problem why researchers want to reinterpret. The hermeneutic approach according to researchers is appropriate if it is used for the method of interpreting hadith texts and religious symbols. This research includes qualitative research. Qualitative research is a type of library research that collects data from books, books, and journals. The results of this study are symbols in the HTI flag that have ideological and political movements. In this study, the flag symbol turned out to be a symbol of identity which led to the Islamic political movement. the movements and practices carried out by HTI are nothing but the change of the democratic system and the ideology of the Pancasila into the ideology of the Islamic Shari'a with the Khilafah Islamiyah system Abstrak           Artikel ini bertujuan untuk mengungkap makna hermeneutis di balik bendera Liwa dan Rayah. Kedua bendera tersebut oleh Hizbut Tahrir Indonesia dipandang sebagai bendera rasulullah. Namun pandangan tersebut dibantah oleh kelompok Islam lainya karena bendera liwa dan rayah adalah bendera yang digunakan oleh Taqiyyudin An-Nabhani ketika mendeklarasikan sistem pemerintahan Khilfah Islamiyah. Bendera liwa dan rayah berwarna  hitam dan putih, yang Hitam dinamakan Rayah dan putih dinamakan Liwa’.  Kedua bendera tersebut bertulisan Laa illaaha illaa Allah Muhammad Rasul Allah. Dalam melakukan interpretasi, penulis menggunakan teori hermeneutika Paul Ricoeur.. Perbedaan penafsiran, sudut pandang dan konteks hadis menjadi masalah utama kenapa peneliti ingin menafsirkan kembali. Pendekatan hermeneutika menurut peneliti sesuai jika digunakan untuk metode menafsirakan teks hadis dan simbol-simbol keagamaan. Penelitian ini termasuk penelitian kualitatif. Penelitian kualitatif  jenis penelitian pustaka yang mengumpulkan data-data dari kitab, buku, dan jurnal. Adapun hasil dari penelitian ini adalah simbol dalam bendera HTI mempunyai makna ideologi dan gerakan politik. Dalam penelitian ini, simbol bendera tersebut ternyata sebagai lambang  identitas yang berujung pada gerakan politik Islam. gerakan dan praktek yang dilakukan oleh HTI tidak lain adalah mengangganti sistem demokrasi dan ideologi Pancasila menjadi ideologi syari’at Islam dengan sistem pemerintahan Khilafah Islamiyah

Talk about the Iraqi diplomacy towards the Arab world after 2003, I mean talk about the pivotal and important stage in the history of modern Iraq, as this stage, represented an important turning point in Iraq's history of diplomacy towards the Arab yolk, this stage has been associated with an important event \ in the history of the Arab nation, namely the occupation of Iraq and change its political system. And characterized the Iraqi diplomacy during the period that followed in 2003, a large led to a lot of the obvious failures in completing the required level of the new Iraqi diplomatic tasks, because of problems that were dictated quotas base broad form, especially in the political sphere, one of the conditions weakened external political action, as well as about conflict in the constitutional powers between the central government and local governments, and the Iraqi diplomatic suffered during the last term of conflicting political visions that represent different views of the Iraqi political forces to participate in power over many of the key variables that Iraqi foreign political control and determine the quality of international relations. However, the Iraqi diplomacy was not without achievements during the last term and they seem to be enhanced during the next phase, especially in light of the emergence of new political forces that new political movement based on the conviction is pushing for change, and therefore it is expected that the Iraqi diplomatic based in the coming period on a set of the basic principles that will support its foreign policy, and perhaps the most prominent of those principles

The aim of this research is to evaluate implementation of Accrual based accounting of local government in Kota Semarang and Kota Bandar Lampung. The research finds that Government Act (PP) No. 71 Year 2010 as amendment of Section 36 ayat (1) Regulation No 17-2003 and Pasal 70 section (2) Regulation No.1-2004 has instructed government to apply Accrual accounting by the year 2008. However, the regulation for implementing this Accrual based accounting has just established since 2010 in PP 71-2010. The establishment of this governmental act, all governments both local and central, must apply Accrual based accounting by the year of  2015. The years from 2010 until 2014 can be identified as the transition from cash based accounting to Accrual based accounting. In December 2013, Central government has set Regulation of Internal Affairs Ministry (Permendagri) No. 64 in 2013 which can be identified as the regulation for controlling the implementation of PP 71 in 2010 at local governments. Local government of Kota Semarang is the only region in Indonesia which has applied Accrual based accounting since 2008. In 2013, government of Bandar Lampung start implementing this financial policy informally, but actually they still use PP 24-2005. This research was conducted using qualitative research methods with library research technique. The result of implementation accrual accounting in two public governments is appropriated to conceptual framework.

At first PBB-P2 was levied by the central government. The transfer of UN-P2 in Southeast Minahasa district begins on January 1, 2014 and is expected to increase the Local Revenue (PAD) and at the same time improve the structure of Regional Revenue and Expenditure Budget (APBD), improve public services, accountability and transparency in the management of PBB-P2. The purpose of this study was to analyze how the collection and recording of PBB-P2 at the Government of South Minahasa District. The purpose of this research is to know and analyze the collection and recording of PBB-P2 in South Minahasa. The type of research used is descriptive qualitative research. The result of the research shows that the PBB-P2 collection in Southeast Minahasa Regency still has obstacles, namely Taxpayer Notification Name (SPPT) which isn’t in accordance with the name of tax object, the existence of double SPPT, the SPPT but the location of the tax object is unknown, the lack of awareness in making the payment of PBB -P2 by taxpayers domiciled outside the region but has a tax object in the region. Recording of PBB-P2 revenue is still the difference between budget realization of PBB-P2. It is recommended that the Regional Finance Board of Southeast Minahasa hold socialization to local governments and local communities regarding the implementation of PBB-P2 collections, so that taxpayers have a concern in the case of PBB-P2 payments on time and active in reporting the object/subject of tax when there are problems encountered.Keywords : Collection, accounting records, PBB-P2

The purpose of this study was to determine the government's role in overseeing the conservation of coral reefs. This research is a qualitative research. Data collection techniques used were observation, interviews and documentation. The results showed that the government's role in overseeing the conservation of coral reefs in the Wakatobi has been accomplished. Factors that support is a strong commitment from local governments, communities, the central government and the institutions of society concerned with the preservation of coral reef resources. Factors that inhibit the lack of labor inspectors, inadequate infrastructure and inadequate budgets to carry out surveillance operations reef conservation. Tujuan penelitian ini adalah untuk mengetahui peranan pemerintah daerah dalam mengawasi kelestarian terumbu karang. Jenis penelitian ini adalah penelitian kualitatif. Teknik pengumpulan data yang digunakan berupa observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa peranan pemerintah daerah dalam mengawasi kelestarian terumbu karang di Kabupaten Wakatobi telah terlaksana. Faktor yang mendukung yaitu adanya komitmen yang kuat dari pemerintah daerah, masyarakat, pemerintah pusat serta lembaga-lembaga masyarakat yang peduli terhadap pelestarian sumberdaya terumbu karang. Faktor yang menghambat yaitu kurangnya tenaga pengawas, sarana prasarana yang kurang memadai dan anggaran yang belum mencukupi untuk menjalankan operasi pengawasan pelestarian terumbu karang.

This document makes a comparative study of two educational reforms in México, the basic education (RIEB) of 2011 and the educational model 2016, which will become active in 2018, when its new plan and curriculum will implement. The objective is to analyze the similarities and differences of these educational standards, both at the structure level and in relation to their main characteristics. For this, 25 criteria and parameters of analysis will be defined, starting from a procedure of sequential character study. This qualitative research is complemented by bibliographic sources concerning on quality education in Mexico, within the reform process that has experienced the sector since the early 90´s.The results reflect that of 25 criteria developed for this research, these normative differ in 6.

In the last few decades, the practice of paradiplomacy in Indonesia has increased across the country. The paradiplomacy policy was commonly conducted by local governments in Indonesia since the collapse of the centralized-New Order regime followed by political reformation in various sectors. Decentralization is the main issue that demand local government to be more active and to manage the region properly. The opportunity to boost international partners is very open under the new norm that pave the way to the practice of paradiplomacy including in the frontier areas in Indonesia. This research focuses on the thwo important areas in the frontier Indonesia namely, Riau Island, West Kalimantan and Maluku. Nevertheless, in fact, the so-called “ceremonial” paradiplomacy blatantly practiced amid of the tighten and very bureaucratic barrier including obstacles on the budget implementation. This is qualitative research with discourse analysis which so important to understand paradiplomacy practices notably in the frontier areas in Indonesia that in some extent are vulnerable to the separatism issues in the central government in Jakarta.

This research aims to find out, describe and analyze the performance of Training Hall (BLK) in the city of Palangka Raya. The method used in this study is qualitative, research conducted liquid research descriptive where the Training Hall (BLK) of Palangka Raya City is chosen as the location of research. Data collection techniques used through interviews, observation, and documentation of the job seeker's Penjaringan process until the implementation of the training Hall ever. Based on the results of the research and performance discussion of Training Hall (BLK) in the city of Palangka Raya is still less maximum because of the lack of the infrastructure of coaches, equipment ever, the building is registered obsolete, the interest of people who are still lacking The vocational training Hall of Palangka Raya City, as well as the maintenance costs of the equipment ever so that the training hall is not maximal in its implementation. From the research, the advice that can be given is on the trust of local governments and the central government to provide cost assistance to the Trust Training center in the city Palangka Raya in order to be run optimally Where to give improvement of facilities and infrastructure and infrastructure of the trainer who is able to maximize the management of the training hall for the design and the results of quality human resources and produktive.

This paper results from a neo-functionalist constructivist theory as the one allowing us to understand that dialogue processes and social participation build culture with a dynamic and civic vision, as opposed to organic and much more conservative visions. The main objective is to create a panel of analysis of plays from the point of view of drama (sense) and post-drama (nonsense), introducing cross-cutting concepts such as identity, interculturality and participation. The second objective, and as a way to validate these panels, is to analyze in a comparative way the similarities and differences of two types of post-theater manifestations in Spanish, Europe and Andean theater, particularly in Ecuador. This descriptive and qualitative research applies the analytical-synthetic method to approach the study of seven plays of dramatic and postdramatic nature. As a result, the usefulness of these panels developed to carry out this type of study on the elements of order and chaos, as well as to understand internal and external participation, is validated. As a general conclusion, it is observed that the current Ecuadorian plays respond to a post-drama culture that uses elements of the unitary dramatic stage and differential factors of Andean character. El presente trabajo parte de la teoría constructivista neo-funcionalista como aquella que permite entender que los procesos de diálogo y participación social son los que construyen cultura, asumiendo una visión dinámica y cívica de la misma, en contraposición a las visiones orgánicas y mucho más conservadoras. El objetivo principal es el de crear un panel de análisis de obras teatrales desde el punto de vista del drama (sentido) y del posdrama (sinsentido), introduciendo de forma transversal conceptos tales como identidad, interculturalidad y participación. El objetivo secundario, y como forma de validación de los paneles, es el de analizar de forma comparada las similitudes y diferencias de dos tipos de manifestaciones del posteatro en lengua española, Europa y el teatro andino, particularmente en Ecuador. La investigación, con un marcado carácter descriptivo y con una visión cualitativa, ha utilizado el método analítico-sintético para abordar un total de siete obras con un modelo de análisis dramático y posdramático. Como resultado, se ve validada la utilidad de dichos paneles desarrollados para realizar este tipo de estudio sobre los elementos del orden y el caos, a la vez que para comprender la participación interna y externa. Como conclusión general, se observa que las obras ecuatorianas actuales responden a una cultura del posdrama que hace uso de elementos de la etapa dramática unitaria y de factores diferenciales de carácter indígena.

This study aims to analyze the profile (profiling) of corruptors in Indonesia. This research was conducted because it saw the problem of corruption in Indonesia as endless. Many government officials from the central government to local governments have been caught by the Komisi Pemberantasan Korupsi (KPK) in carrying out various types of corruption. Losses experienced by the country reached trillions of rupiah. Therefore, efforts to fight, eradicate and prevent corruption in Indonesia can be done through profiling analysis. This research is a qualitative research with descriptive method. The object of this research is the entire biodata of corruption convicts on the official website of the KPK (https://acch.kpk.go.id/id/jejak-kasus) during 2005 to 2016. The results of the study show that corruptors in Indonesia are 89% Male and state losses reached Rp1,159,101,252,520,-; 43.6% have S1 education and cause state losses of up to Rp180,936,238,257,-; 49% occupy the position of top/executive and cause state losses amounting to Rp 859,333,150,609,-; 72% are in government agencies; and organizations that are often victims of corruption 81.2% are government agencies.
