AbstractThe Moscow theater hostage crisis was a spectacular media event, which sparked a wide domestic and international debate concerning the appropriateness of the Russian response. This article attempts to reconstruct and assess the events that took place in terms of negotiability of the incident, and seeks to provide an analytical perspective on the possible alternatives that were available to the Russian authorities throughout the crisis. Part I provides a brief overview of the events that unfolded. This section of the article also places Chechen motivations behind the incident into perspective with regard to past Chechen operations and to their overall strategy. Part II focuses on the details of the attack itself, particularly the Russian response. Special attention is devoted to analyzing the successes and failures of both the negotiations and the tactical assault. The conclusion discusses the implications of the Moscow theater incident for the future, including its potential impact on the likelihood of success of crisis negotiation strategies and the future tactics of the Chechen rebels.

AbstractThis paper analyses how China’s investments in Germany have developed over time and the potential impact of the COVID-19 pandemic in this regard, based on four different datasets, including our own survey in mid-2020. Our analysis shows that Germany is currently one of the most attractive investment destinations for Chinese investors. Chinese state-owned enterprises have played an important role as investors in Germany — particularly in large-scale projects. The COVID-19 pandemic has had some negative but rather temporary effects on Chinese investments in Germany. Germany is expected to stay attractive to Chinese investors who seek to gain access to advanced technologies and know-how in the future.

Reza Shah Pahlavi laid the foundations of the Iranian nuclear quest in the 1950s by getting nuclear assistance under reciprocal arrangements in the US-sponsored Atom for Peace program. Iran is a signatory of the NonProliferation Treaty (NPT) since 1970, and by their perspective, all protocols under NPT have fully complied. The 1979 revolution in Iran proved a watershed in relations with the USA due to the hostage crisis and increased hostility, which resulted in economic sanctions and isolation. However, Iran covertly pursued its nuclear program, which remained the subject of international debate until the nuclear deal of 2015 aimed at limiting Irans nuclear capability for the lifting of sanctions and breaking isolation. On 16 January 2016, in response to Irans compliance with the provisions of the nuclear deal, all nuclear-related sanctions were lifted. President Trump since taking over office has repeatedly criticized the agreement and decertified it unilaterally. This article analyses implications on regional and global strategic management.

O estágio atual de degradação da Amazônia fez emergir, em âmbito internacional, um debate sobre seu futuro e sobre as ações que contribuem para a destruição ou para a conservação da floresta. Diversos grupos travam uma luta simbólica neste debate, através da qual buscam legitimação para seus projetos e para suas formas de utilização dos recursos. Neste trabalho, buscou-se construir um quadro analítico em que fossem contempladas as diversas matrizes discursivas empregadas na discussão acerca dos rumos da Amazônia brasileira, levando em consideração as propostas de diferentes atores e elaborações teóricas sobre os conceitos de desenvolvimento, preservação e sustentabilidade. Foram identificadas, desta forma, quatro matrizes discursivas: o discurso desenvolvimentista, o discurso da mercantilização da natureza, o discurso preservacionista e o discurso socioambiental. Palavras-chave: Amazônia; sustentabilidade; conflito ambiental; políticas públicas. Abstract: The current Amazon’s degradation state resulted in the emergence of an international debate on its future and on the actions that contribute to forest’s destruction or conservation. Several groups find themselves in a symbolic struggle around this debate, through which they reach for legitimacy for their projects and the different uses of resource. In this paper we tried to build an analytical approach in which the various discursive matrices utilized in the discussion on the future of the Brazilian Amazon were contemplated. This has been done considering the proposals of different agents and theoretic elaborations on the concepts of development, preservation and sustainability. In this way, four discursive matrices were identified – the developmentalist discourse, the nature’s mercantilist discourse, the preservationalist discourse and the socio-environmentalist discourse – that, in different political conjectures act with more or less influence over the elaborated policies for each region, with direct effects over its ecosystems and inhabitants. This paper assesses how the broadcasting and advertising trade press performed in their role as technology forecaster, using the introduction of the VCR and its potential impact on broadcasting as a case study. An examination of the forecasts made within the broadcasting and advertising trade press during the early stages of the VCR's development and diffusion indicates that the advertising trade press proved much more active and much more accurate in forecasting the future of the VCR. The results also indicate the importance of integrating technological and social factors for constructing accurate forecasts.

This chapter introduces XML-based e-commerce standards that have emerged within the past decade. The chapter describes the history of e-commerce standards, and then presents representative horizontal and vertical e-commerce standards by detailing their functionality, and how their development has been shaped by various stakeholders. The chapter also describes the potential for these standards to transform B2B practice by providing three industry examples. The chapter finishes by suggesting directions for future research by describing factors that could influence the future of these standards. Due to the central role these standards are likely to play in future e-commerce activity, most firms will at some point need to become aware of their capabilities, their application, and potential impact. This chapter is intended to provide an overview of the situation as it is understood today, and presents likely scenarios for how these standards may progress.

AbstractToday's students have come to expect library services that are quite different from their predecessors and law librarians must evolve to meet their needs. As law libraries in the United States face the realities of declining enrolment and decreasing budgets, it is imperative that we find new and creative ways to build positive relationships with our students while also preparing them for the realities of practicing law in an environment driven by rapid technological change. Three law librarians from the United States, Brian Detweiler, Kimberly Mattioli, and Mike Martinez, Jr., discuss their successes and failures in reaching out to their student populations, creating and evaluating various student-centred instructional programmes, and in establishing a strategic plan to meet the needs of millennial law students.

The impact of potential aviation gas turbine fuels available in the near to midterm, is reviewed with particular reference to the small aviation gas turbine engine. The future course of gas turbine combustion R&D, and the probable need for compromise in fuels and engine technology, is also discussed. Operating experience to date on Pratt & Whitney Aircraft of Canada PT6 engines, with fuels not currently considered of aviation quality, is reported.
