“The Anatomy of Allied Occupation: Contesting the Resumption of Japanese Antarctic Whaling, 1945–1952”

This article scrutinizes the controversy surrounding the resumption of Japanese Antarctic whaling from 1946, focusing on the negotiations and concessions that underline the nature of the Allied Occupation as an international undertaking. Britain, Norway, Australia, and New Zealand objected to Japanese pelagic whaling, chiefly on the grounds of its past record of wasteful and inefficient operations. Their opposition forced the Natural Resources Section of General Headquarters, Supreme Commander for the Allied Powers, to increase the number of Allied inspectors on board the two Japanese whaling factories from one to two, and to respond carefully to the criticisms they made of the conduct of Japanese whaling. U.S. sensitivity to international censure caused the Occupation to encourage the factory vessels to prioritize oil yields over meat and blubber for domestic consumption. Moreover, General Douglas MacArthur, the U.S. Occupation commander, summarily rejected a proposal to increase the number of Japanese fleets from two to three in 1947. With its preponderance of power, the United States successfully promoted Japanese Antarctic whaling, but a tendency to focus only on outcomes obscures the lengthy and difficult processes that enabled Japanese whaling expeditions to take place on an annual basis from late 1946.

Abstract:While Africans are generally satisfied that a person of African descent was reelected to the White House following a campaign in which vicious and racist attacks were made against him, the U.S. Africa policy under President Barack Obama will continue to be guided by the strategic interests of the United States, which are not necessarily compatible with the popular aspirations for democracy, peace, and prosperity in Africa. Obama’s policy in the Great Lakes region provides an excellent illustration of this point. Since Rwanda and Uganda are Washington’s allies in the “war against terror” in Darfur and Somalia, respectively, the Obama administration has done little to stop Kigali and Kampala from destabilizing the Democratic Republic of the Congo (DRC) and looting its natural resources, either directly or through proxies. Rwanda and Uganda have even been included in an international oversight mechanism that is supposed to guide governance and security sector reforms in the DRC, but whose real objective is to facilitate Western access to the enormous natural wealth of the Congo and the Great Lakes region.

With climate-driven increases in wildfires in the western U.S., it is imperative to understand how the risk to homes is also changing nationwide. Here, we quantify the number of homes threatened, suppression costs, and ignition sources for 1.6 million wildfires in the United States (U.S.; 1992–2015). Human-caused wildfires accounted for 97% of the residential homes threatened (within 1 km of a wildfire) and nearly a third of suppression costs. This study illustrates how the wildland-urban interface (WUI), which accounts for only a small portion of U.S. land area (10%), acts as a major source of fires, almost exclusively human-started. Cumulatively (1992–2015), just over one million homes were within human-caused wildfire perimeters in the WUI, where communities are built within flammable vegetation. An additional 58.8 million homes were within one kilometer across the 24-year record. On an annual basis in the WUI (1999–2014), an average of 2.5 million homes (2.2–2.8 million, 95% confidence interval) were threatened by human-started wildfires (within the perimeter and up to 1-km away). The number of residential homes in the WUI grew by 32 million from 1990–2015. The convergence of warmer, drier conditions and greater development into flammable landscapes is leaving many communities vulnerable to human-caused wildfires. These areas are a high priority for policy and management efforts that aim to reduce human ignitions and promote resilience to future fires, particularly as the number of residential homes in the WUI grew across this record and are expected to continue to grow in coming years.

The $65 million to be raised is earmarked for general corporate expenses. Emerson has subsidiaries in 27 countries, including the three candidate countries. In this case, students act as Emerson's CFO and must evaluate the U.S., Swiss, and New Zealand economies to determine in which currency to secure the needed debt issues.

This paper explains the purpose of the Outstanding International Books (OIB) Committee of the United States Board on Books for Young People (USBBY), the available resources on the USBBY OIB site (http://www.usbby.org/list_oibl.html), and highlights selected titles from the 2015 list. Celebrating its tenth anniversary, the OIB Lists have represented some of the most outstanding international books published, providing a range of titles appropriate for children from birth to 18 years of age. Titles were first published in another country and language before being distributed in English throughout the U.S. Some of the countries where these books originated include Australia, France, India, Italy, Mexico, the Netherlands, New Zealand, Sweden, and the United Kingdom. The paper includes an annotated bibliography of the 2015 OIB Book list for librarians who wish to have a selection aid when purchasing books for their school libraries.

On June 3, 2017, a “Congress on Iceland’s Democracy” met in Berkeley—an outgrowth of a previous effort in Iceland to “crowd source” a new constitution. The citizens of Iceland had led their parliament to create a new and extraordinarily representative convention consisting of citizens more-or-less chosen randomly from all walks of life. The convention functioned completely in the open and excluded all politicians. The result, approved overwhelmingly in a 2012 national referendum, would truly have been a “constitution of the people.” Despite the approval by huge majorities, in 2013, it failed in parliament as a result of fierce lobbying by vested interests against the provision that Iceland’s natural resources would be constitutionally mandated to benefit the public, rather than continuing to be held by private owners. Regardless of its prospects for success, Icelandic efforts should be of great interest to all constitutional scholars, and to those scholars and practitioners who seek a more open and inclusive way to formulate policy, including constitutions—the fundamental law of a state. Intended to stimulate further debate, this essay pursues some initial reflections on the U.S. Constitution specifically, and of constitutions in general. It also examines the role of elites, especially in constitutional formulation, and here pays special attention to the United States.

Abstract. During the last decades, several studies have been conducted on the effectiveness of sexual abuse prevention programs implemented in different countries. In this article, we present a review of 70 studies (1981–2017) evaluating prevention programs, conducted mostly in the United States and Canada, although with a considerable presence also in other countries, such as New Zealand and the United Kingdom. The results of these studies, in general, are very promising and encourage us to continue this type of intervention, almost unanimously confirming its effectiveness. Prevention programs encourage children and adolescents to report the abuse experienced and they may help to reduce the trauma of sexual abuse if there are victims among the participants. We also found that some evaluations have not considered the possible negative effects of this type of programs in the event that they are applied inappropriately. Finally, we present some methodological considerations as critical analysis to this type of evaluations.

An American Language is a political history of the Spanish language in the United States. The nation has always been multilingual and the Spanish language in particular has remained as an important political issue into the present. After the U.S.-Mexican War, the Spanish language became a language of politics as Spanish speakers in the U.S. Southwest used it to build territorial and state governments. In the twentieth century, Spanish became a political language where speakers and those opposed to its use clashed over what Spanish's presence in the United States meant. This book recovers this story by using evidence that includes Spanish language newspapers, letters, state and territorial session laws, and federal archives to profile the struggle and resilience of Spanish speakers who advocated for their language rights as U.S. citizens. Comparing Spanish as a language of politics and as a political language across the Southwest and noncontiguous territories provides an opportunity to measure shifts in allegiance to the nation and exposes differing forms of nationalism. Language concessions and continued use of Spanish is a measure of power. Official language recognition by federal or state officials validates Spanish speakers' claims to US citizenship. The long history of policies relating to language in the United States provides a way to measure how U.S. visions of itself have shifted due to continuous migration from Latin America. Spanish-speaking U.S. citizens are crucial arbiters of Spanish language politics and their successes have broader implications on national policy and our understanding of Americans.

This section, updated regularly on the blog Palestine Square, covers popular conversations related to the Palestinians and the Arab-Israeli conflict during the quarter 16 November 2017 to 15 February 2018: #JerusalemIstheCapitalofPalestine went viral after U.S. president Donald Trump recognized Jerusalem as the capital of Israel and announced his intention to move the U.S. embassy there from Tel Aviv. The arrest of Palestinian teenager Ahed Tamimi for slapping an Israeli soldier also prompted a viral campaign under the hashtag #FreeAhed. A smaller campaign protested the exclusion of Palestinian human rights from the agenda of the annual Creating Change conference organized by the US-based National LGBTQ Task Force in Washington. And, UNRWA publicized its emergency funding appeal, following the decision of the United States to slash funding to the organization, with the hashtag #DignityIsPriceless.

Between 1820 and 1827 approximately 1,800 U.S. citizens immigrated to northern Mexico as part of that country’s empresario program, in which the federal government granted foreigners land if they promised to develop and secure the region. Historians have long argued that these settlers, traditionally seen as the vanguard of Manifest Destiny, were attracted to Mexico for its cheap land and rich natural resources. Such interpretations have lent a tone of inevitability to events like the Texas Revolution. This article argues that the early members of these groups were attracted to Mexico for chiefly political reasons. At a time when the United States appeared to be turning away from its commitment to a weak federal government, Mexico was establishing itself on a constitution that insured local sovereignty and autonomy. Thus, the Texas Revolution was far from the result of two irreconcilable peoples and cultures. Moreover, the role that these settlers played in the United States’ acquisition of not just Texas, but ultimately half of Mexico’s national territory, was more paradoxical than inevitable.
