Youth participation in public policies such as the employment policy process has gained prominence in academic and policy literature. Despite this, research on youth participation in the employment policy process has received little attention in Ghana. This paper draws on documentary analysis to unlock the challenging pathways of youth participation in Ghana’s youth employment and entrepreneurial development agency. The paper finds that a web of challenges such as insufficient access to information, over-politicization of GYEEDA, poor level of coordination of stakeholders, and prevalence of diversity and social exclusion are embedded in obstructing the youth participation in GYEEDA. The study recommends that policymakers such as the government and other stakeholders should provide adequate measures to ensure that beneficiaries such as the youths are engaged in the design, formulation, and execution of the youth employment policy process in Ghana.

The purpose of this course is to introduce a new framework linking the humanities to public policy analysis as pursued in the government and the academy. Current efforts to link the particular contributions from the humanities to problems of public policy choice are often narrow either in terms of their perspective on the humanities or in terms of their selection of the possible means of influencing policy choice. Sometimes a single text from one of the humanities disciplines is selected to apply to a particular issue. At other times, arguments about the ethical dimensions of a single policy issue often are pursued with a single — or sometimes, no — point of access to the policy process in mind.

In spite of – or maybe precisely because of – its inherent vagueness, ambiguity and multidimensionality, CSR has increasingly come into vogue with the EU institutions, national governments and numerous European companies. This article identifies four types of CSR approaches: (1) CSR between business and society (e.g. the US approach); (2) CSR in business (e.g. HRM within firms); (3) CSR between business and government (e.g. the European Commission's approach) and (4) CSR between employment policy and business (e.g. the Danish approach). Denmark, which provides the case study of the article, typifies an approach to CSR in which the government and social partners have played an active role in promoting CSR and where initiatives have focused narrowly on employers’ responsibilities for the recruitment, training, development and dismissal of labour. The Danish case thus allows for a discussion of the role of public authorities and social partners in CSR, a discussion often neglected in mainstream CSR literature. The main question addressed in the article is how links can be created between policy instruments and business interests in order to reduce workplace exclusion and promote the labour market integration of the unemployed and inactive. We propose a framework that transcends the dichotomy between voluntarism and coercion that characterises much of the CSR discussion by suggesting different, but complementary, roles of public authorities and social partners in CSR.

The low quality of public services in Indonesia has long been a problem that people have always complained about. This is characterized by the complex and expensive price of services, as well as the difficulty of gaining access to public services. The need and demands for quality public services become the hope of the community is urgent to be met by the government. This is in line with the current globalization trend which is characterized by the rapid advancement of science and technology so that the world becomes limitless. Nowadays, people easily get access to information both through print and electronic media, so that people are more aware and aware of their rights in obtaining services. Bureaucratic leaders at various levels, must have the same understanding and awareness to realize shared vision through accuracy and ability to make changes, and continue to develop innovation and creativity and involve all components of bureaucracy in developing bureaucratic capacity to be able to improve the performance of public services. That to provide the best service to the community, it must meet the principles of public service implementation in accordance with the basic principles that become the basis of reference in organizing, reference work, and work assessment for each public service organizing institution

<p>Focusing on one ‘community of practice’ – climate change – this research examines the extent to which traditional concepts of library services in scientific and technical libraries (and consequently models of library development) in the Pacific region are aligned to the identified information needs and dominant modes of information seeking and information sharing behaviour of stakeholders. A quantitative survey research methodology was utilized to collect primary data from a census of the identified ‘community of practice’ in order to determine dominant behaviours, perceptions and attitudes amongst respondents towards information seeking and information sharing. The prominence of informal networks for communication and information exchange and the value still ascribed to face-to-face encounters and the development of personal relationships was a dominant theme as was the reliance on internet technologies to acquire and share information. Libraries, at both the regional and national level, were viewed as less useful than alternative pathways for both information seeking and information sharing. A detailed literature review of capacity building initiatives in libraries in the region over the preceding two decades confirms that capacity across the region remains low and the perception and status of libraries within the government sector in the region is poor. Acknowledging the rapid shifts in the information landscape towards electronic access to information and the proliferation of web 2.0 pathways for communication and information, it is argued that if capacity in library and information management in the region is to be strengthened there needs to be a re-evaluation of the role of the library not only in relation to the need for alignment with the goals and objectives of the host organisation but also in light of attitudes towards information and information seeking and information sharing behaviour. Consultations within the climate change community during 2011 have highlighted the clear need to improve access to information and data both nationally and regionally in the Pacific and the value of establishing a region-wide portal mechanism for collating and disseminating climate-related information. Within this context Pacific libraries within the government sector and at the regional level must redefine their role and the services that they offer if they are to be valued and seen as useful and relevant to stakeholders.</p>

This policy research paper analyses employability factors contributing to youth unemployment and also provides working recommendations for further dialogue and engagement on youth employability in the EA countries. The data and policy analyses are based on the theory of 4-Es as propounded by International Labour Organization and Youth Employment Network literature. The field research survey, focus group discussion, combined observational and consultations with key informants were major research methods used in collecting secondary and primary data and other information. Data analysis used non-parametric methods, mainly frequency, and cross tabulations. The study found that the governments and private sectors have not created adequate, remunerative and sustainable job opportunities to match with increasing labour force within the country through effective utilization of natural resources available and improvement of production technology within the region. Diversification of the economy is limited. The government fiscal policies and other systems have not been effective in reducing unemployment for both youths with ought and with disability. The paper recommends optimal employment creation conditions. The proposed implementation strategies include creation of pro-economic growth job opportunities; diversification of the economy; creation of the environment conducive for fiscal policies adjustment; increasing participation of youth with disabilities in the job planning process and strengthening the institutional capacities.

This article is a response to a speech addressed to the Economic and Social Research Council which was made, in February this year, by the UK Secretary of State for Education and Employment, David Blunkett. The speech was entitled ‘Influence or Irrelevance: can social science improve government?’ . Blunkett's programme for engaging social science in the policy process is far from unique and many of the arguments have been heard before. However, the curiosity of the speech lies in the fact that the conception of social science which Blunkett advocates mirrors the approach New Labour itself has to politics and government. This raises some rather interesting difficulties for social scientists. How do we engage in a debate about the role of social scientific research in the policy process when our own conception of the discipline may be radically at odds with that of the government? Furthermore, New Labour's particular conception of the relationship between social and policy-making means that we not only have to contest their notion of what it is we do, but also challenge their conception of the policy process. We cannot ignore this engagement, even if we wanted to. The challenge is to address it and to do so, moreover, in terms which Blunkett might understand. This article is an attempt to start this process.

Abstract The transnational urgency of tackling youth employment problems has prompted state interventions, which have strongly geared youth policies toward employability. Applying a cognitive and interpretative approach, this article compares youth employment policies in four contexts—France, Canada, Quebec and Argentina—to highlight frames of reference and social norms involved in public action. The results reveal, first, commonalities and differences in public-policy approaches, in terms of goals, targeted populations, solutions, services and tools. Second, beyond policies’ formal characteristics, semantic analysis highlights the major national references and policy directions in the realm of youth employment. Third, the frames of reference show social norms shaping state solidarity and young people’s role in the labour market. The results stem from a documentary analysis of some 100 youth employment policies and programs, as well as interpretative analysis of interviews (N = 20) with experts and coordinators of some of the main policies in each context.

The corporatization of the government has resulted in the change of the government structure and it has a negative impact on the fiscal budgeting. This change has also resulted in the equalization and generalization of the public-sector finance to private-sector finance. The impact is the disappearance of sources of funds and the adoption of the four-legged horse budget apocalypse and the categorical funding. This adoption has resulted in economic marginalization, social exclusion, massive corruption, and non-sustainability. A sustainable fiscal budget design requires the application of theory on practice and a holistic approach through the organizational structure and the timeframe of each jurisdiction, based on factual evidence and scientific analysis.
