As a result of the Czech government decision of 3 July 2013, the Government Council for National Minorities was expanded to the representatives of Belarusian and Vietnamese minorities. This article discusses the aspects of the Czech minority-related legislation within the context of this decision. The article also focuses on the formation of these two minorities during history and on their current position in the Czech society.

The aim of this paper is to characterize the problems of immigration and subsequent integration of foreigners in the Czech Republic. The starting point is a brief historical perspective on the development of migration policies of the Czech Republic and the development of immigration in recent years. The aspects discussed in particular are education and health care, as the main factors affecting the integration of immigrants. The analysis suggests a pivotal role of the state in the activities focused on the integration of foreigners, an important role is played by non-profit organizations. In the end of the paper attention is focused on the Czech public attitude to immigration. Active immigration policy in the Czech Republic began in 2003. Currently, integration is understood as an essential part of the immigration policy of the Government of the Czech Republic. Integration of foreigners into the Czech society is directly linked to the process of immigration and is crucial for the smooth immigrant participation in the local labor market and life in the country. The main problem is the lack of knowledge of the Czech language by adult immigrants and especially their children, lack of knowledge of the Czech language, which significantly complicates the possibility of integration into the Czech society. Access to health care is another critical area of integration. Not all areas of integration are managed entirely ideally. This paper tries to highlight specific partial deficiencies. Further development is possible only after an analysis of the basic factors of integration.

At the end of World War I, in many European countries women won the active and passive right to vote. Poland was one of the first countries, where women were allowed to participate in political life. Already at the time of establishing the Legislative Sejm (1919) the first women-MPs took their seats in Parliament. Similarly, the situation presented itself in the case of the Senate. During its first session (1922) women participated in the works of the upper chamber. The purpose of this paper is to present the participation of women in the legislative work of the Senate in various terms of office. The participation of women in the legislative work of Parliament was characterized by their involvement in issues concerning education or social services, while avoiding participation in the legislative work or that dealing with political matters. The situation presented itself differently as regards women’s involvement in the work of the Senate. A good example here was the activity of Dorota Kałuszyńska, who – during the work on the so called April Constitution of 1935 – not only participated in it very actively, but also ruthlessly attacked the then ruling camp. Another very interesting episode related to activities of women in the Senate was an informal covenant during the work on the bill to limit the sale, administration and consumption of alcoholic beverages. Belonging to different political groups: the said D. Kłuszyńska as a representative of the Polish Socialist Party, Helena Kisielewska from the Bloc of National Minorities and Hanna Hubicka of BBWR [the Nonpartisan Bloc for Cooperation with the Government] unanimously criticized the regulations in force, which – in their opinion – did not fulfill their role when it came to anti-alcohol protection. The participation of women as far as their number was concerned was indeed small, but the Senate (like Parliament) of the Second Republic functioned in the period when women had just begun their activity on the legislative forum. Undoubtedly, it was a very interesting period, in which women had the benefit in the form of gaining their parliamentary experience. For example, it gave rise to subsequent activities of Dorota Kłuszyńska, who actively participated in the legislative works of the Sejm in the years 1947–1952, dealing with social issues or family.

This assessment of societal readiness and resilience to water-related situations in the Czech Republic focuses on an interdisciplinary approach in the Czech Republic for solving this problem. The goal of the article is to evaluate and characterize the preparedness for handling water-related crises. The analysis is carried out via a SWOT analysis, which is a universal analytical method used to understand and interpret strengths and weaknesses and to identify opportunities and threats. For the calculation of the weight factor of the SWOT analysis, an assessment was determined based on the multicriteria analysis. The pair comparison method was used to determine the relative importance of the parameters of the strengths and weaknesses, opportunities and threats. The Fuller Triangle method was chosen for the system used to make the comparisons of the individual criteria. The uniqueness of the study consists of the issue of water management, which is thus reflected from a non-traditional perspective, being a contemporary model—the paradigm of the view on the preparedness of the planning documentation as one of the characteristics of societal resilience for water-related crises. The result of the research is the fact that a positive approach prevails in the researched area from the perspective of preparedness for water-related crises. For the creation of the conditions, the factors arising from the internal environment currently prevail slightly over those arising from the external environment.

Abstract Multicultural citizenship, a set of group-differentiated rights for minority cultural groups, is now a common feature of most domestic legal systems in Europe. The conventional view, widely reflected in practice, suggests that ‘strong’ rights of this sort should be restricted to so-called ‘historical’ minorities. However, the increasingly long-standing presence of distinct cultural groups of immigrant origin raises the question of whether, and to what extent, the latter should also be granted stronger forms of multicultural citizenship. This article addresses this question by reference to the Council of Europe’s Framework Convention for the Protection of National Minorities, a central pillar of the international minority rights regime in Europe. The article analyses the application of the treaty to immigrant-origin groups in the Czech Republic and the United Kingdom, showing that the scope of protection afforded to such groups is stronger than previously assumed, though less far-reaching as compared to their ‘historical’ counterparts.

Research background: The government of the Czech Republic has agreed to an increase in the minimum monthly wage as of the beginning of 2017 to 11,000 CZK, which represents a year-over-year increase of over 11 %. The government is thus fulfilling its objective set out in February 2014 and stipulated in the Government Statement of Purpose, i.e. to approximate the minimum wage to 40 % of average wages. Purpose of the article: The purpose of the article is to assess the adequacy of the Government Minimum Wage Valorization Policy, in particular from two points of view. Firstly, in view of selected macroeconomic indicators in the Czech Republic — the development of consumer prices, average gross wages, economic growth and workforce productivity. Secondly, in comparison with other EU member states which have introduced the institution of a minimum wage. Methods: In order to assess the adequacy of government policy to improve the social protection of the rights of the working population, a background research was conducted into the literature of important studies on the effects of minimum wages on unemployment, while the development of average gross wages in the CR, the minimum monthly wages in the CR and the Kaitz index were also analyzed. Furthermore, an evaluation of selected macroeconomic indicators in the Czech Republic was performed by means of time lines and the percentage representation of employees in the individual gross wage bands according to sex and type of economic activity. Last, but not least, a comparison was made of minimum wages, real gross domestic product per capita and workforce productivity in Euros and in purchasing power standards between the Czech Republic and countries which have enacted the institution of minimum wages. Findings and Value added: The minimum wage in the Czech Republic is the fifth lowest in the EU. In the long term, it is earned by approximately 3% of employees, which is less than the rate common in other EU countries. Currently, the amount of the minimum wage is below the threshold of income poverty. In comparison with the GDP per capita in PPS and real labour productivity per person employed in other EU countries, the position of the Czech Republic is significantly better, although other EU countries offer higher minimum wages. The decision of the current government to significantly increase the minimum wage as of 2017 is correct.

The article presents the results of an analysis of the spatial distribution of the construction of new dwellings in the Czech Republic in the period after 1989. This period represents a major turnaround in the Czech society and the associated transformation of the Czech economy from a centrally planned economy toward a free market. These changes were also significantly reflected in theconstructionof new dwellings. The article analyses the spatio-temporal evolution of the constructionof new dwellingsat the level of the Czech Republic and its partial spatial structures. The results indicate significant differences in the regional distribution of the construction of new dwellingsin the Czech Republic.

This paper aims to introduce the current trends in anti-Semitism in the Czech Republic in 2004-2014. This period maps the changes that appeared since the end of Second Palestinian intifada to the year 2014 which is the last year with available set of data of anti-Semitism in Czech society. The article shall examine whether there is a direct link between the contemporary important events in the Middle East and the changing number of anti-Semitic incidents in the Czech Republic. The attention shall also be given to the issue which groups of Czech society are mostly associated with anti-Semitism and what is their main motivation to participate in the anti-Semitic campaign.

The paper Potential of open data in the Czech Republic deals with the current situation of open data government and autonomous institutions in the Czech Republic in comparison with other European Union countries (Great Britain, France, Belgium, Austria, Estonia, ...) and defines the possibilities of open data economic development of the Czech Republic. Methodology of the paper includes a search resources dealing with the issue of open data in the Czech Republic and the European Union, comparing the obtained data, the analysis of obtained data and draft of recommendations for further development. The first part is an evaluation of the current situation and the situation compared with other EU countries. Further conditions for further development and evaluation of the potential of open data for the Czech Republic. The final section of the paper deals with evaluation of possibilities open application data management processes of companies in the Czech Republic in terms of strategic and innovation management. The result is an overview of the potential use of open data in the context of economic development and an estimate of the trend in applications open at the government level.
