Engendering the Peace Process: Women’s Role in Peace-building and Conflict Resolution

In 31 October, 2000, the United Nations Security Council adopted and signed SC Resolution 1325 on Women Peace and Security. Resolution 1325 recognizes that civilian, particularly women and children are the worst affected by conflict. Resolution 1325 call for women participation in conflict prevention and resolution initiative, the integration of gender perspective in peace building, peace keeping mission and the protection of women in regions of conflict. The resolution reaffirms the important role of women in the prevention and resolution of conflicts, peace negotiations, peace-building, peace keeping, humanitarian response and in post-conflict reconstruction; stressing the importance of equal participation in peace and security. In Africa, women participation in policy making, peace building and conflict resolution is still faced with setbacks despite the passing of the SCR 1325 two decades ago. Findings from this study has shown that, women have been subjected to domination by men as a result of persisting cultural stereotypes, abuse of religious and traditional practices, patriarchal societal structures in which economic, political and social power are dominated by men while women played the role of followers of male decision-makers.  The study identifies such challenges for a change or reforms them.  The paper reviewed  many of the extant studies on the role and potentials of women in peace building and conflict resolution. Analyzing those challenges inhibiting the participation of women in peace process. The paper adopted the qualitative approach whereby data collected from secondary sources were reviewed, explained and analyzed within the purview of the study. The paper conclude, the views that bringing women into the peace process, as participation of women makes it sustainable and reduces possibility of inadequate outcome or failure of the entire process,  may be an illusion. Unless the women are economically and politically empowered, as one of the outstanding equality of peace-makers or negotiators is the amount of political and economic influence they possessed. Only elite centric gender blind composition of negotiation and peace process team cannot ensure sustainable peace process as there could be no peace with one side so disadvantaged.

Neste artigo, buscamos entender as implicações das relações de gênero para a resolução de conflitos armados e as possíveis contribuições resultantes da inclusão de mulheres nos processos de paz. À luz das teorias feministas das Relações Internacionais, propomos a hipótese de que não se pode compreender amplamente as dinâmicas de um conflito armado sem considerar a influência das relações de gênero para a sua eclosão e continuidade e, por conseguinte, não se pode implementar medidas de resolução que sejam plenamente eficientes. Mais do que isso, sugerimos que as mulheres sejam parte ativa dos esforços de construção da paz  para que esse processo  se torne mais representativo e possa responder também às fontes de insegurança feminina.Palavras-chave: Resolução de conflitos; Construção da paz; Mulheres.ABSTRACTIn this article, we seek to understand the implications of gender relations for the resolution of armed conflicts and the possible contributions resulting from the inclusion of women in peace processes. In the light of feminist theories of International Relations, we propose the hypothesis that one cannot fully understand the dynamics of armed conflict without considering the influence of gender relations for its outbreak and continuity and, therefore, resolution measures that are fully efficient cannot be implemented. Although sociology is a modern discipline, sociologists in Bosnia and Herzegovina must consider distant past and present to tackle the questions of identity, nationality, ethnicity, language and religion. Sociological prominence had gained its focus in post-war Bosnia and Herzegovina because of conflict resolution, peace building and overall social transformations and emerging challenges and issues. Such transformation of post-war Bosnian society coupled with a socio-political and economic crisis had opened the door for sociological and anthropological studies and research. Post-war society that eventually aims at a just peace, as Bosnia and Herzegovina where genocide had taken place, cannot without addressing sociological dimensions of war, justice, law and morality. Sociology as a discipline, within the institutional context, has also undergone significant changes and transformations. Using a survey approach, this paper aims to analyze why sociology is significant discipline in Bosnia and Herzegovina. Indeed, it is significant to analyze sociological and institutional transformations and their influence on the creation of new social models related to identity, nationality, religion, language, ethnicity, conflict resolution, war and justice.

<p align="center"><strong>Abstrak</strong></p><p>Isu-isu terkait budaya, ekonomi, dan nilai seringkali menghasilkan konflik. Tak terkecuali dengan isu perebutan wilayah. Salahsatu perang terbesar yang terkait dengan isu sengketa wilayah adalah perang Iran-Irak 1988. Perang Iran-Irak 1988 membawa sejarah besar dari kedua negara yang saling berhubungan dengan isu perebutan wilayah, perebutan pengaruh ideologi, dan isu ekonomi. Perang yang berlangsung cukup lama ini membuat Iran dan Irak menyadari akan kerugian jangka panjang yang dialami. Pada akhirnya, kedua negara sepakat untuk berdamai dalam sebuah proses yang melibatkan pihak ketiga. Perserikatan Bangsa-Bangsa mengambil peran sebagai pihak ketiga yang membantu penyelesaian perang antara Iran dan Irak. Resolusi no.598 yang disusun oleh Perserikatan Bangsa-Bangsa mengarisbawahi akan pentingnya gencatan senjata dengan banyaknya kerugian dan korban jiwa yang muncul. Penelitian ini berargumen bahwa upaya Perserikatan Bangsa-Bangsa menyusun resolusi no.598 dalam menyelesaikan perang Iran-Irak adalah penerapan dari mekanisme compliance bargaining pada proses resolusi konflik.</p><p><strong>Kata kunci:</strong> compliance bargaining, resolusi konflik, rezim, gencatan senjata</p><p> </p><p align="center"><strong>Abstract</strong></p><p>Conflictual issues can be about economy, culture and values, or even a border dispute. The class cannot be avoided because of several issues triggering the conflict and also several interests. One of the bigger wars that can be was the Iran-Iraq War at 1980-1988. This war brought the long history between both of those countries, which were related with border disputes, ideological influences, and economic war. Those of both countries is thinking that if the war is still being run, it is not giving any good advantage. The damage was so big. So, it required a process to bring the two states involved war into one meeting to talk about peace or end the war. The process is called a peace process. In this case, the peace process arranged by the involvement of third party. The United Nations take a role as the third party in Iran-Iraq War by formed a Resolution no 598. In the resolution the council expressed its concern that, despite its calls for ceasefire, the conflict between Iran and Iraq continued with heavy loss of life and material destruction. The Iran-Iraq war was ended through the resolution no 598 that was produced by the United Nations. Furthermore, this paper argue that the way of the United Nations ended the Iran-Iraq war through Resolution no 598 is implementing the theory of compliance bargaining in conflict resolution.</p><p><strong>Keywords</strong>: compliance bargaining, conflict resolution, regime, ceasefire</p>

<p>The potential role of women in conflict and post-conflict environments has been the subject of much debate in the field of peace and conflict studies. In 2000 the United Nations Security Council passed Resolution 1325, which called for a greater involvement of women and acknowledgement of gender issues in conflict and post-conflict environments, and this has led to further discussion about what this might mean and how it might be implemented. Despite this women are continually under-represented in nearly all peace processes and there is no universally agreed upon way to ensure this situation does not come about. The barriers women face range from cultural to logistical and economic, and surmounting them can be hard to achieve.  One case where women have been involved at all levels in the peace process with substantial success is the Pacific island of Bougainville, where a conflict over mining issues and secession from Papua New Guinea was waged from 1988-1997. Women were active in attempts to bring all parties to negotiations during the conflict and have also been heavily involved in the continuing reconciliation and healing processes. For cultural reasons Bougainvillean women were well placed to perform the role of peace-builders but that is not to say that they did not face challenges and barriers to their involvement. This thesis examines the involvement of women in both the immediate peace negotiations and the longer-term aspects of the peace process in Bougainville in order explain how and why they enjoyed these successes and what lessons can be learnt from this case in regards to the potential roles of women in other post-conflict environments. Four factors will be identified as key to women's involvement in the peace process: the history of Bougainville up to and including the conflict; the grassroots mobilisation and organisation of women; the traditional cultural roles of women in Bougainville; and the identification of women with motherhood and its associated traits.  These factors indicate that the involvement of women in peace processes is highly context-specific and although there are policies which can be pursued to encourage their participation the potential barriers to this are imposing.</p>

The authors have led cross cultural collaboration in their organizations for twenty two and thirty years respectively. They have also been in a cross cultural partnership for the last decade. In this chapter they share the practices, attitudes and insights earned over years of cross cultural collaboration with an emphasis on professional reflective practice, or evaluation of impact, and tools and skills from the interdisciplinary field of negotiation, conflict resolution and peace building. Based on their experience, particularly author Erbe's work with those from an estimated eighty countries, they advocate these practices for all cross cultural collaboration and leadership in modern organizations. Rather than introduce relevant literature and research separately from pragmatic tools, the chapter integrates scholarship to help explain skills and empower readers to immediately begin practicing what is advocated here.
