The Contemporary Situation in the Grodno Region in a Sociolinguistic PerspectiveReview Katarzyna Konczewska, Polacy i język polski na Grodzieńszczyźnie [Poles and the Polish Language in the Grodno Region], Kraków: Instytut Języka Polskiego Polskiej Akademii Nauk, 2021, 192 pp.This article is a review of Katarzyna Konczewska’s study entitled Polacy i język polski na Grodzieńszczyźnie [Poles and the Polish Language in the Grodno Region]. The study discusses the history and geographical extent of the area under consideration as well as the sociolinguistic situation and the functional distribution of the Polish language in the region. The author also presents a list of features of North Borderland Polish in the collected texts, published sources – the novels of Eliza Orzeszkowa (Nad Niemnem [On the Niemen], Cham [The Peasant], Dziurdziowie [The Dziurdzia Family]), the prose of Aleksander Jurewicz, and books published in Polish in Belarus – and analyses the language of Polish tombstone inscriptions. It is worth noting that the publication includes a number of tables, full colour charts, maps and photos. Polacy i język polski na Grodzieńszczyźnie. Autorka omawia w niej historię, zasięg geograficzny badanego obszaru, sytuację socjolingwistyczną oraz dystrybucję funkcjonalną języka polskiego. Przedstawia także wykaz cech polszczyzny północnokresowej w zgromadzonych tekstach, źródłach publikowanych – w powieściach Elizy Orzeszkowej (Nad Niemnem, Cham, Dziurdziowie), w prozie Aleksandra Jurewicza, białoruskich polskojęzycznych publikacjach książkowych. Analizuje też język polskich inskrypcji nagrobnych. Na uwagę zasługuje szata graficzna publikacji – tabele, kolorowe wykresy, mapy i zdjęcia. Książka jest ważnym uzupełnieniem literatury na temat funkcjonowania języka polskiego na Białorusi.

National-language policy in the 1920s and early 1930s had a major impact on the ratio of the socio-communicative system components of the BSSR in the period under review. The article reveals the functional distribution of idioms, determines the legal status and public functions of the Polish language as one of the components of the social and communicative system. The use of the method of sociolinguistic interpretation of written sources made it possible to define that the functional distribution of the official languages of the BSSR (Belarusian, Jewish, Russian and Polish) mainly reflects the numerical proportions of the population of the BSSR by nationality. The actual status of the languages corresponded to their legal status which allowed the languages of the main nationalities, including the Polish language, to function in the most important spheres of communication.

The contemporary architectural production in the Alps of Piedmont has to be studied taking into consideration the contrasting phenomena of depopulation and tourism that have involved the mountain areas of the region during last century. In the fifties and sixties the percentage of abandonment of the high valleys reaches even 80-90%. Entire communities move to industrial urban centers in the cities on the plain. On the other side we witness to a strong polarization of the winter stations that become real “banlieues blanches” for the free time of the citizens and where the architecture of alpine modernism, with various forms, shapes. The paradox nowadays is that the rarefaction of abandoned and depopulated territories is necessary to force to start and choose new innovative paths. We witness a contemporary situation with different shades: on one side the well-established touristic territories that need projects to promote the redevelopment and diversification, on the other side the marginal places where are rising new visions are practices of reactivation of the territory in which architecture is fundamental. The topic of quality of the construction of the physical space intersects with the regeneration of places on a cultural basis, new agriculture and green economy, innovative development of the patrimony, sustainable tourism, with inclusive and participative paths of nature, by giving new meanings to places and building new economies and identities.

The article explores the semantic and pragmatic evolution of the lexical unit "badylarz" (‘vegetable gardener’). The author challenges the generally accepted opinions about its history, making use of data from dictionaries, digital libraries and corpora of the Polish language. It is commonly believed that the word came into existence during the PRL era and belonged to the typical elements of the discourse of communist propaganda. An analysis of the collected data showed that the word "badylarz" existed as far back as the second half of the 19th century. Originally, it was a neutral lexeme, but in the interwar period it became one of the offensive names of class enemies, often used in left-wing newspapers. After the war, negative connotations of the word were disseminated through literature and popular culture. Nowadays, "badylarz" functions as the lexical exponent of cultural memory of communist times.

The article is devoted to the formation of a linguistic interpretation of the interaction of language and culture of the Polish-Ukrainian border territories. The material for the analysis includes nomic systems of Ukrainian and Polish languages, which are considered as a cultural product of interpersonal and interethnic communication and an element of the language system, as well as invariant scientific theory created in the works of Polish onomastics (according to key theoretical concepts, tradition of analysis, and continuity in linguistic knowledge). The analysis performed in the article allows us to single out the linguistic indicators of the interaction of language and culture typical for the subject field of sociolinguistics. These are connections and concepts: language-territory, language-social strata, language-gender, language-ethnicity, social functions of the Polish language, and non-standardized spelling systems. Linguistic indicators reveal the peculiar mechanisms of the border in the historical memory and collective consciousness, marking the role of languages in these areas as a factor of space and cultural marker and bringing us closer to understanding the social relations of native speakers in the fifteenth-nineteenth centuries.

This chapter examines the idea of separating distinct governmental functions into at least three branches (horizontal separation) as a means to safeguard individual liberty. The three branches of government have different functions: the legislature legislates, the executive branch executes the laws, and the judiciary administers justice. This corresponds to the functional distribution of essential governmental tasks and competences. The chapter explores how governments based on separated (or at least divided) powers work, in a perpetual balancing exercise as a result of the operation of checks and balances. Finally, it discusses independent agencies that are now routinely added to the old constitutional mix of powers and the problem of outsourcing public powers to private actors.

This is the first of two chapters to examine states that have bucked the regional trend. North Korea stands out as the only state in East Asia that continues to employ mass atrocities as a matter of state policy. This chapter explains why the forces that promoted peace in other parts of the region (state consolidation and responsibility, the developmental trading state, habits of multilateralism, and power politics) failed to achieve the same effects in these two countries. It then looks at the contemporary situation to ascertain the prospects for reform and the likelihood of future reductions in the incidence of mass atrocities. It finds that the state relies on mass coercion to maintain itself in power and that there is little prospect of imminent reform, whilst state collapse remains a viable possibility that could precipitate mass atrocities on a massive scale.
