Monitoring and Understanding Changes in Heat Waves, Cold Waves, Floods, and Droughts in the United States: State of Knowledge

Weather and climate extremes have been varying and changing on many different time scales. In recent decades, heat waves have generally become more frequent across the United States, while cold waves have been decreasing. While this is in keeping with expectations in a warming climate, it turns out that decadal variations in the number of U.S. heat and cold waves do not correlate well with the observed U.S. warming during the last century. Annual peak flow data reveal that river flooding trends on the century scale do not show uniform changes across the country. While flood magnitudes in the Southwest have been decreasing, flood magnitudes in the Northeast and north-central United States have been increasing. Confounding the analysis of trends in river flooding is multiyear and even multidecadal variability likely caused by both large-scale atmospheric circulation changes and basin-scale “memory” in the form of soil moisture. Droughts also have long-term trends as well as multiyear and decadal variability. Instrumental data indicate that the Dust Bowl of the 1930s and the drought in the 1950s were the most significant twentieth-century droughts in the United States, while tree ring data indicate that the megadroughts over the twelfth century exceeded anything in the twentieth century in both spatial extent and duration. The state of knowledge of the factors that cause heat waves, cold waves, floods, and drought to change is fairly good with heat waves being the best understood.

This chapter assesses the role of planning in the design of governance strategies. Enthusiasm for large-scale planning—also known as overall, comprehensive, long-term, economic, or social planning—boomed and collapsed in twentieth century. At the start of that century, progressive reformers seized on planning as the remedy for the United States' social and economic woes. By the end of the twentieth century, enthusiasm for large-scale planning had collapsed. Plans could be made, but they were unlikely to be obeyed, and even if they were obeyed, they were unlikely to work as predicted. The chapter then explains that leaders should make plans while being realistic about the limits of planning. It is necessary to exercise foresight, set priorities, and design policies that seem likely to accomplish those priorities. Simply by doing this, leaders encourage coordination among individuals and businesses, through conversation about goals and tactics. Neither is imperfect knowledge a total barrier to planning. There is no “law” of unintended consequences: it is not inevitable that government actions will produce entirely unexpected results. The more appropriate stance is modesty about what is known and what can be achieved. Plans that launch big schemes on brittle assumptions are more likely to fail. Plans that proceed more tentatively, that allow room for testing, learning, and adjustment, are less likely to collapse in the face of unexpected results.

This introductory chapter outlines why the American response to the destruction of the Ottoman Armenians offers such critical insights into the US rise to world power, its evolving relationship with Britain, and the development of ideas on humanitarian intervention and global order at the turn of the twentieth century. It introduces the Armenian question, setting it within the larger Eastern question, and explains why the Ottoman Empire became a target for outside intervention by the European great powers in the nineteenth century. It explains why the United States, which had traditionally avoided political entanglement in the Near East even while its missionaries established an exceptional role there, began to take a greater interest in the region as its emergence as a great power coincided with the first large-scale Armenian massacres.

<p>Cultures of Light is set within a period that stretches from the late nineteenth to the mid-twentieth century in the United States, an era in which nearly every aspect of American life was impacted to a lesser or greater degree by the introduction, distribution and integration of electric power and light. By no means attempting to comprehensively examine the impact and effects of this expansive transformation, this thesis has a narrow but meaningful target, defined by key intersections of electric lighting and American culture. Primarily concerned with the investigation of culturally bound ideas and practices as mediated through electric light and its applications, my thesis is focused on particular instances of this interplay. These include its role in supporting nationalizing narratives and agendas through large-scale demonstrations at world’s fairs and exhibitions, in the search for and expression of modernism and its variations in the United States. Similarly electricity and electric light throughout the better part of the twentieth century was scaled to the level of the individual through a number of mechanisms and narratives. Most prominently the electric light industry employed gendered discourses, practices and beliefs in their efforts to grow the market, calling upon the assistance of a host of cultural influencers, from movie stars to architects to interior designers, instigating a renegotiation of established approaches to the design of architecture and the visual environment. Connecting common themes and persistent concerns across these seemingly disparate subject areas through the examination of cultural beliefs, practices, rituals and traditions, Cultures of Light seeks to illustrate the deep and lasting significance of electric light within American society in the twentieth century.</p>

Abstract Multicentury preindustrial control simulations from six of the Intergovernmental Panel on Climate Change Fourth Assessment Report (IPCC AR4) models are used to examine the relationship between low-frequency precipitation variations in the Great Plains (GP) region of the United States and global sea surface temperatures (SSTs). This study builds on previous work performed with atmospheric models forced by observed SSTs during the twentieth century and extends it to a coupled model context and longer time series. The climate models used in this study reproduce the precipitation climatology over the United States reasonably well, with maximum precipitation occurring in early summer, as observed. The modeled precipitation time series exhibit negative “decadal” anomalies, identified using a 5-yr running mean, of amplitude comparable to that of the twentieth-century droughts. It is found that low-frequency anomalies over the GP are part of a large-scale pattern of precipitation variations, characterized by anomalies of the same sign as in the GP region over Europe and southern South America and anomalies of opposite sign over northern South America, India, and Australia. The large-scale pattern of the precipitation anomalies is associated with global-scale atmospheric circulation changes; during wet periods in the GP, geopotential heights are raised in the tropics and high latitudes and lowered in the midlatitudes in most models, with the midlatitude jets displaced toward the equator in both hemispheres. Statistically significant correlations are found between the decadal precipitation anomalies in the GP region and tropical Pacific SSTs in all the models. The influence of other oceans (Indian and tropical and North Atlantic), which previous studies have identified as potentially important, appears to be model dependent.

The period from the end of the Civil War through the early 1920s is characterized by massive immigration, especially after the end of the depression of the 1890s, hostile reaction to large-scale immigration, and increasing centralized control of immigration by the state. The latter two trends were embedded in growing racial and nationality consciousness and the general trend toward the growth of the state and centralized bureaucracy. The results were efforts to tighten and systematize border controls and entrance procedures, exclusions of growing numbers of immigrants from Asia, beginning with most Chinese immigrants in 1882, and quota laws in the 1920s to severely restrict the entrance of southern, eastern, and central Europeans. The vast numbers of immigrants entering the country during this period of American modernization were central to the United States becoming the leading capitalist economy in the twentieth century.

Quality control of data collected in the United States by the Cancer End Results Program utilizing punchcards prepared by participating registries in accordance with a Uniform Punchcard Code is discussed. Existing arrangements decentralize responsibility for editing and related data processing to the local registries with centralization of tabulating and statistical services in the End Results Section, National Cancer Institute. The most recent deck of punchcards represented over 600,000 cancer patients; approximately 50,000 newly diagnosed cases are added annually.Mechanical editing and inspection of punchcards and field audits are the principal tools for quality control. Mechanical editing of the punchcards includes testing for blank entries and detection of in-admissable or inconsistent codes. Highly improbable codes are subjected to special scrutiny. Field audits include the drawing of a 1-10 percent random sample of punchcards submitted by a registry; the charts are .then reabstracted and recoded by a NCI staff member and differences between the punchcard and the results of independent review are noted.

This book is a new account of utopian writing. It examines how eight writers—Henry David Thoreau, W. E. B. Du Bois, Osip and Nadezhda Mandel'shtam, Anna Akhmatova, Wallace Stevens, Ezra Pound, and J. H. Prynne—construct utopias of one within and against modernity's two large-scale attempts to harmonize individual and collective interests: liberalism and communism. The book begins in the United States between the buildup to the Civil War and the end of Jim Crow; continues in the Soviet Union between Stalinism and the late Soviet period; and concludes in England and the United States between World War I and the end of the Cold War. In this way it captures how writers from disparate geopolitical contexts resist state and normative power to construct perfect worlds—for themselves alone. The book contributes to debates about literature and politics, presenting innovative arguments about aesthetic difficulty, personal autonomy, and complicity and dissent. It models a new approach to transnational and comparative scholarship, combining original research in English and Russian to illuminate more than a century and a half of literary and political history.
