AbstrakArtikel ini membahas tentang permasalahan-permasalahan yang terjadi pada dua mitra binaan yang berhubungan dengan kearsipan dan pencatatan surat masuk dan surat keluar dan memberikan solusi dalam bentuk kegiatan pengabdian kepada masyarakat. Mitra yang dipilih adalah instansi yang berada di Kota Padang, yaitu Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dan Dinas Perindustrian Kota Padang. Tujuan pengabdian kepada masyarakat adalah memberikan pemahaman tentang pentingnya kegiatan mengarsip yang benar dan merancang aplikasi secara elektronik untuk pencatatan surat masuk dan surat keluar pada kedua dinas. Hasil yang diperoleh dengan adanya kegiatan pengabdian kepada masyarakat adalah terjadinya perubahan mindset tentang pentingnya pengarsipan yang baik dan benar serta peserta pelatihan memahami dan menguasai aplikasi dengan merancang pencatatan surat masuk dan surat keluar pada instansi masing-masing sesuai kebutuhan dalam mengarsipkan dan memudahkan penemuan kembali surat apabila suatu saat dibutuhkan.Kata Kunci: Pelatihan, Arsip Elektronik, Microsoft Access, Surat Masuk, Surat KeluarAbstractThis article discusses the problems that occur in the two partners who are associated with archives and recording incoming and outgoing mail and providing solutions in the form of community service activities. Partners selected are agencies located in Padang city, namely the Investment and Integrated Service Agency as well as the Industrial Agency. The purpose of community service is to provide an understanding of the importance of proper archiving activities and to design electronic applications for incoming and outgoing mail records on both departments. The results obtained by the existence of community service activities is the change of mindset about the importance of good and correct archiving and training participants understand and master the application by designing the recording of incoming letter and outward letter at their respective agencies as needed in archiving and facilitate the rediscovery of letters when needed future.Keywords: Training, Electronic Archives, Microsoft Access, Incoming Letter, Outward Letter

One of the bad services in Indonesia is the building permit or IMB and other related permits. In general, the One Stop Integrated Service Investment Service serves various permits, such as: IMB, Advertising Permit, Disturbance Permit, Construction Service Business Permit, and Trade Permit. In reality, there are still various criticisms and complaints from the public regarding public services provided by the One Stop Integrated Licensing Service Agency, which of course will greatly affect the image of the government in the eyes of the community. People always want to get fast, easy and cheap service. The reality is that in Bogor Regency, building permit services are still a public complaint. The fact that is happening at this time, there are still weaknesses which in general, in this case in the form of government apparatus services that have not been effective. The analysis knife used is the service theory according to Denhardt and Denhardt. This research method uses a qualitative approach with descriptive methods. The results showed that the quality of the One Stop Building Permit (IMB) Integrated Service in Bogor Regency has been running quite well, starting from adequate facilities and infrastructure starting from the strategic location of the building and can be reached by public transportation, providing satisfactory services from employees, there is an online permit arrangement and a special room for breastfeeding mothers, as a whole, the infrastructure is sufficient for the convenience of the community, but there are still shortcomings especially in the time the permit processing process is too long,

ABSTRAKMuseum pemerintah merupakan museum yang didirikan oleh pemerintah/pemerintah daerah. Saat ini, pengelolaan museum pemerintah dilaksanakan dengan pola Unit Pelaksana Teknis (UPT) yang tidak fleksibel dalam pengelolaan keuangan dan sumber daya manusia. Oleh karena itu, untuk meningkatkan kinerja museum pemerintah, pemerintah memerlukan suatu terobosan yang dapat digunakan dalam pengelolaan museum pemerintah. Terobosan itu adalah dengan membentuk Badan Layanan Umum (BLU) museum pemerintah. BLU memiliki fleksibilitas dalam pengelolaan keuangan, antara lain pengelolaan kas, pendapatan, dan belanja. BLU juga memiliki fleksibilitas dalam pengadaan barang/jasa. Selain itu, BLU jugamemberikan fleksibilitas dalam merekrut tenaga profesional di luar Pegawai Negeri Sipil (nonPNS), serta fleksibilitas dalam memberikan imbalan jasa kepada pegawai sesuai dengan kontribusinya. Dengan demikian, BLU museum pemerintah dapat meningkatkan pelayanan kepada masyarakat secara efektif, efisien, produktif, dan akuntabel. Pada akhirnya, masyarakat akan merasa puas terhadap kinerja museum pemerintah. Selain itu, peningkatan kinerja tersebut dapat meningkatkan kebutuhan masyarakat akan museum pemerintah.Kata Kunci: Keuangan, Fleksibilitas, Pengelolaan, Museum Pemerintah, Badan Layanan Umum. ABSTRACTGovernment’s museum is a museum established by the government/local government. Currently, the government’s museum apply technical management unit (UPT) model in managing museum which has no flexibility in financial and human resource management. To improve the performance of the government’s museum, government need a breakthrough in managing the museum, namely through establishment of government’s museum Public Service Agency (BLU). The BLU offers financial flexibility such as management of cash, revenue, and expenditure. It also has flexibility on procurement of goods/services. In addition, the BLU also have flexibility in hiring non-civil servants professional and in deciding employee’s compensation. Thus, the BLU of government’s museum is expected to improve its services to the public efficiently, effectively, productively, and accountable. Eventually, the public will be satisfied with government museum’s performance. Water tables in aquifer regions of the southwest United States are dropping off at a rate which is greater than can be replaced by natural means. It is estimated that by 1985 wells will run dry in this region unless adequate artificial recharging can be accomplished. Recharging with surface water is limited by the plugging of permeable rock formations underground by clay particles and organic debris.A controlled study was initiated in which sand grains were used as the rock formation and water with known clay concentrations as the recharge media. The plugging mechanism was investigated by direct observation in the SEM of frozen hydrated sand samples from selected depths.

This paper describes morphological and cytochemistry changes of endomyocardial biopsy in 94 patients. The samples of myoicardium were taken from 32 patients with dilated cardiomyopathy, and sdudied with light and electron microscop. The cytochemical studies in some of these patients were performed at histological and ultrastructure level. This paper also reported the result of myocardial biopsy in 33 patients with serious dysrythmia.The result of this controlled study indicates that morphological assessment in both cardiomyopathy and congenital or rheumatic heart diseases showed no special changes. In patients of dilated cardiomyopathy, the decreased activity of myosin ATPase was secondary to cardial failure. The change of succinate dehydrogenase (SDHase) was not significant with light microscopy. But ultrastructural localization of SDHase activity is valuable. Its activity was found to be localized in endomembrane and ridge of the mitochondria, the activity of this enzyme was decrease, normal, or increase. SDHase activity was more intense in cardial myocytes well-functioning, or ultrastructurally well preserved hearts.
