Previous studies have overlooked how partnerships between public and private actors (PPPs) play out as an effect of cultural and historical conditions in the context of a smart city. Our analysis investigates the peculiar context of Japan, where smart city initiatives stem from a historically and culturally embedded “partnership” between government and businesses. Unlike other smart city settings, the adoption of a neoliberal logic of an all-embracing market world by prioritizing business interests over other civic issues is not inevitable. This paper contributes to the literature on PPPs and smart cities by presenting the case of a partnership between public and private actors that overcomes the antagonistic and transactional relationship problematized in previous studies. We demonstrate that the workings of PPPs are historically and culturally embedded. Thus, we caution policy-makers against adopting a universal framework for partnerships in smart city initiatives. In the case of Japan, we advocate for long term orientations of projects instead of the short-term goals espoused by smart city initiatives.

The article is meant to analyze various strategies and models for the development of smart cities, as well as the concept of project financing of smart cities, proposed by Pietro Doran, one of the founding partners of the world’s first smart city built from scratch in South Korea — Songdo. The authors believe that Songdo’s financing model, based on P. Doran’s Project Model can be considered as an effective way to attract investment in greenfield projects for the development of «smart cities» in Russia on the basis of public-private partnership.

International cooperation is high on the agenda of policy makers in times of globalisation and shared challenges such as climate change, poverty, equity or digitalisation. The present paper investigates strategies and actors involved in international cooperation policy in the field of vocational education and training within the francophone area. Using a discursive institutionalism approach as an analysis frame, the article traces and identifies the development of ideas and discourses. It also examines the changes and tensions in the French public institutional set-up in that specific policy field. The analysis builds on analysis of policy documents, mission statements of actors involved (ministries, public and private actors, non-for-profit organisations, international and European actors).

This chapter introduces a range of analytics being used to understand the smart city, which depends on data that can primarily be understood using new kinds of scientific visualisation. We focus on short term routine functions that take place in cities which are being rapidly automated through various kinds of sensors, embedded into the physical fabric of the city itself or being accessed from mobile devices. We first outline a concept of the smart city, arguing that there is a major distinction between the ways in which technologies are being used to look at the short and long terms structure of cities, and we then focus on the shorter term, first examining the immediate visualisation of data through dashboards, then examining data infrastructures such as map portals, and finally introducing new ways of visualising social media which enable us to elicit the power of the crowd in providing and supplying data. We conclude with a brief focus on how new urban analytics is emerging to make sense of these developments.

Cloud computing and big data analytics are the key parts of smart city development that can create reliable, secure, healthier, more informed communities while producing tremendous data to the public and private sectors. Since the various sectors of smart cities generate enormous amounts of streaming data from sensors and other devices, storing and analyzing this huge real-time data typically entail significant computing capacity. Most smart city solutions use a combination of core technologies such as computing, storage, databases, data warehouses, and advanced technologies such as analytics on big data, real-time streaming data, artificial intelligence, machine learning, and the internet of things (IoT). This chapter presents a theoretical and experimental perspective on the smart city services such as smart healthcare, water management, education, transportation and traffic management, and smart grid that are offered using big data management and cloud-based analytics services.

Affordable housing is increasingly developed, financed and managed by a mix of state, third-sector, market and community actors. This has led to the emergence of various hybrid governance and finance arrangements. This development can be seen as part of a general long-term neoliberal trend in government policies, and social, cultural and economic developments. It is therefore likely that the hybridity and variety of governance and finance of affordable housing will continue to grow. This article discusses innovative hybrid arrangements from Austria, England and Italy, in which governments, private and non-profit actors collaborate to increase the supply of affordable housing. These cases illustrate how the provision of affordable housing in a neoliberal context can benefit from the involvement of market actors and communities. Nevertheless, they also show that governments continue to play a crucial role in initiating and facilitating these arrangements.

The emergence of the Internet of Things (IoT) as the new paradigm of Information and Communication Technology (ICT) and rapid changes in technology and urban needs urge cities around the world towards formulating smart city policies. Nevertheless, policy makers, city planners, and practitioners appear to have quite different expectations from what smart cities can offer them. This has led to the emergence of different types of smart cities and pathways of development. This paper aims to answer the research question: When comparing a selection of smart city projects, can we classify pathways for their implementation? We do this by using a cross-case research design of four cities to explore commonalities and differences in development patterns. An input-output (IO) model of smart city development is used to retrieve which design variables are at play and lead to which output. The four cases pertain to the following smart city projects: Smart Dubai, Masdar City, Barcelona Smart City, and Amsterdam Smart City. Our analysis shows that Amsterdam is based on a business-driven approach that puts innovation at its core; for Masdar, technological optimism is the main essence of the pathway; social inclusion is the focus of Barcelona Smart City; and visionary ambitious leadership is the main driver for Smart Dubai. Based on these insights, a classification for smart city development pathways is established. The results of the present study are useful to academic researchers, smart city practitioners, and policy makers.

Purpose – Contemporary debate is increasingly focused on ICT and sustainability, especially in relation to the modern configuration of urban and metropolitan areas in the so-called smartization process. The purpose of this paper is to observe the connections between smart city features as conceptualized in the framework proposed by Giffinger et al. (2007) and new technologies as tools, and sustainability as the goal. Design/methodology/approach – The connections are identified through a content analysis performed using NVivo on official reports issued by organizations, known as industry players within smart city projects, listed in the Navigant Research Report 2013. Findings – The results frame ICT and sustainability as “across-the-board elements” because they connect with all of the services provided to communities in a smart city and play a key role in smart city planning. Specifically, sustainability and ICT can be seen as tools to enable the smartization process. Research limitations/implications – An all-in-one perspective emerges by embedding sustainability and ICT in smart interventions; further research could be conduct through direct interviews to city managers and industry players in order to understand their attitude towards the development of smart city projects. Practical implications – Potential approaches emerging from this research are useful to city managers or large corporations partnering with local agencies in order to increase the opportunities for the long-term success of smart projects. Originality/value – The results of this paper delineate a new research path looking at the development of new models that integrate drivers, ICT, and sustainability in an all-in-one perspective and new indicators for the evaluation of the interventions.

Smart technologies are advancing, and smart cities can be made smarter by increasing the connectivity and interactions of humans, the environment, and smart devices. This paper discusses selective technologies that can potentially contribute to developing an intelligent environment and smarter cities. While the connectivity and efficiency of smart cities is important, the analysis of the impact of construction development and large projects in the city is crucial to decision and policy makers, before the project is approved. This raises the question of assessing the impact of a new infrastructure project on the community prior to its commencement—what type of technologies can potentially be used for creating a virtual representation of the city? How can a smart city be improved by utilizing these technologies? There are a wide range of technologies and applications available but understanding their function, interoperability, and compatibility with the community requires more discussion around system designs and architecture. These questions can be the basis of developing an agenda for further investigations. In particular, the need for advanced tools such as mobile scanners, Geospatial Artificial Intelligence, Unmanned Aerial Vehicles, Geospatial Augmented Reality apps, Light Detection, and Ranging in smart cities is discussed. In line with smart city technology development, this Special Issue includes eight accepted articles covering trending topics, which are briefly reviewed.

Abstract The aim of this paper is to provide a geographical urban policy perspective on the strategy of Smart Cities in the specific context of Czechia. Considering that the implementation of the Smart Cities (SC) concept is still relatively young in Czechia, it is highly relevant to examine the time-space diffusion of this concept in Czechia in the geographical lens: where the first initiative to build a smart city started, when the process was started and by whom; in other words, to provide basic empirical evidence of understanding the policy mobility and implementation of smart city policy into the urban development strategies. In the first of our approach, we evaluate the implementation of the term “smart city” in strategic city documents. The next step is the analysis of the strategic urban (city) and smart city documents by distinguishing conceptually distinct pillars of the SC concept and an overview of actors and policy-makers who initiate and support individual pillars of the concept of SC in Czechia. The results of the analysis highlight the differences between the implemented SC topics into city strategies which are caused by fragmented policy mobility, its modifications and influence of key actors who have found the opportunity to participate in policy-making processes at the certain spatial level.

Short term capital gains and long term capital appreciation are important factors influencing the investment decisions of every investor. The purchase of long-term and short term investments by an investor varies across gender. The present study is an attempt to identify the term for which investments are made by women investors of Punjab and to explore if there is a significant difference in the term for which investments are made by women investors based on their demographics. For the purpose of the study, data were collected from primary sources using a pre tested, well-structured questionnaire. Descriptive statistics as well as cross-tabulation analysis have been used in order to analyse the collected data. The results of the study brought out that the majority of women invest for a short term. The term for which the investments are made also varies with the personal monthly income of the respondents. In the light of results, the study suggests that government and the policy makers should undertake various initiatives for the economic empowerment of women as their economic empowerment is a pre requisite for their long term financial well-being.
