Community supervision agencies commonly use resource allocation models to identify the amount of monitoring and treatment to provide individuals under supervision. The risk-needs-responsivity model guides these decisions, suggesting the level of supervision should align with one’s risk level, with fewer services provided to those at a lower risk of recidivism. However, probation officers often operate under a risk management model with perceptions of risk guiding decisions. Using qualitative data, the current study examined the implementation of a telephone monitoring system for low risk offenders. This research explored (a) probation staff perceptions of telephone monitoring, (b) probation staff adaptations of telephone monitoring, and (c) individual and external influences related to telephone supervision use. Findings suggest officer perceptions of risk and liability affect use of telephone supervision for low risk probationers. Results highlight challenges associated with implementing the risk principle given tendencies to oversupervise as a means to protect public safety.

Since the start of the COVID-19 pandemic, online supervision has increased markedly, including within the Dutch probation services. In the present research, we systematically collected and analysed both clients and probation officers’ experiences of working online in the prior year. Although the clients were generally positive about remote supervision, some expressed that they missed the personal contact. According to most of the probation officers, remote working is flexible (efficient, saves time, travel costs), appropriate for certain phases of the probation process (especially at a later stage when a working alliance has been established) and particularly suitable for probationers with mild problems and low risk profiles. The general experience was that conversations are both more pragmatic and business-like, which, in turn, can produce both strengths and limitations. Once a foundation has been established, it appears to be possible to continue working remotely with clients, albeit the probation officers stressed that this depended on the type of client, type of offence and risk level.

The effective use of the core treatment principles from the Risk-Need-Responsivity (RNR) model has the potential to reduce criminal recidivism significantly. A pilot trial of the RNR-based model Krimstics in the Swedish probation service showed increased RNR adherence but no effects on recidivism. The subsequent implementation of Krimstics involved the training and clinical support of more than 700 probation officers working with community supervision. In parallel, an implementation evaluation examining RNR adherence was undertaken, collecting and coding audio-recorded supervision sessions and case file data. Findings showed that Krimstics-trained probation officers ( N = 96) used cognitive behavioral therapy-based techniques in supervision sessions while demonstrating moderate-to-high levels of relationship building skills. However, adherence to the risk principle was lacking and key cognitive behavioral techniques showed poor quality. Although Krimstics has increased RNR adherence in a Swedish context, challenges with implementing theory into practice may obscure the assessment of the service’s effectiveness.

Individuals who sexually offend are commonly misunderstood as being high risk. According to the risk–need–responsivity (RNR) principles, treatment and supervision levels should be determined by actuarial risk for the best outcomes. To date, no studies have examined these principles with individuals on supervision for a sexual offense. This study applies the RNR principles to a sample of 133 men and women serving probated sentences for a sexual offense and mandated to specialized treatment. Results indicate low-risk individuals convicted of a sexual offense were more likely to be compliant with probation and treatment than moderate-risk individuals. An analysis of risk level and supervision overrides ( N = 75) provides support for the prediction that low-risk individuals supervised at high levels may be more likely to have compliance problems. Results suggest similar outcomes when violating the risk principle for individuals who have sexually offended to the findings among general justice-involved people.

Recommendations for supervising offenders with mental illness have evolved from a narrow focus on treating psychopathology to an integration of mental health treatment and correctional interventions. Probation officers likely have inflated perceptions of risk for offenders with mental illness, which may result in improper risk assessment and misinformed risk management practices. In a sample of 89 probation officers, we examined perceptions of risk for probationers with and without mental illness and explored whether stigmatizing attitudes toward mental illness affect perceptions of risk and risk management strategies. Officers did not overestimate risk for offenders with mental illness, and stigma toward mental illness bore little influence on risk ratings and case management decisions. However, officers did rate the offender with mental illness as higher risk than the nondisordered offender and chose more punitive responses to a violation he committed—despite being informed that the offenders were of the same risk classification.

Despite wide legislation basis of regulating relations in work safety and workers’ health, one third of workplaces demonstrate exceeded allowable normal levels of workers’ exposure to occupational hazards and present occupational risk for health disorders.In accordance to national legislation acts, evaluation should cover factors of occupational environment and working process, and occupational risk is understood in context of mandatory social insurance. This approach has been formed due to mostly compensatory trend in legal principles of work safety in Russia by now. Implementation of new preventive concept of work safety, based on idea of risk management for workers, necessitates development of legal acts that regulate requirements to evaluation of occupational risk and its reports with consideration of changes in Federal Law on 30 March 1999 №52 FZ “On sanitary epidemiologic well-being of population”.Those acts can include Sanitary Rules and Regulations “Evaluation of occupational risk for workers’ health”, that will contain main principles of risk assessment, requirements to risk assessment, including its characteristics which can serve as a basis of categorizing the risk levels with acceptability.To standardize requirements for informing a worker on the occupational risk, the expediency is specification of sanitary rules “Notifying a worker on occupational risk”. These rules should contain requirements: to a source of data on occupational risk level at workplace, to informational content and to ways of notifying the worker. Specification and implementation of the stated documents enable to fulfil legal requirements completely on work safety — that will provide preservation and increase of efficiency in using work resources.

As the use of risk assessments for correctional populations has grown, so has concern that these instruments exacerbate existing racial and ethnic disparities. While much of the attention arising from this concern has focused on how algorithms are designed, relatively little consideration has been given to how risk assessments are used. To this end, the present study tests whether application of the risk principle would help preserve predictive accuracy while, at the same time, mitigate disparities. Using a sample of 9,529 inmates released from Minnesota prisons who had been assessed multiple times during their confinement on a fully-automated risk assessment, this study relies on both actual and simulated data to examine the impact of program assignment decisions on changes in risk level from intake to release. The findings showed that while the risk principle was used in practice to some extent, the simulated results showed that greater adherence to the risk principle would increase reductions in risk levels and minimize the disparities observed at intake. The simulated data further revealed the most favorable outcomes would be achieved by not only applying the risk principle, but also by expanding program capacity for the higher-risk inmates in order to adequately reduce their risk.

Abstract Hydrates formation in subsea pipelines is one of the main reliability concerns for flow assurance engineers. A fast and reliable assessment of the Cool-Down Time (CDT), the period between a shut-down event and possible hydrates formation in the asset, is of key importance for the safety of operations. Existing methods for the CDT prediction are highly dependent on the use of very complex physics-based models that demand large computational time, which hinders their usage in an online environment. Therefore, this work presents a novel methodology for the development of surrogate models that predict, in a fast and accurate way, the CDT in subsea pipelines after unplanned shutdowns. The proposed methodology is, innovatively, tailored on the basis of reliability perspective, by treating the CDT as a risk index, where a critic CDT threshold (i.e. the minimum time needed by the operator to preserve the line from hydrates formation) is considered to distinguish the simulation outputs into high-risk and low-risk domains. The methodology relies on the development of a hybrid Machine Learning (ML) based model using datasets generated through complex physics-based model’ simulations. The hybrid ML-based model consists of a Support Vector Machine (SVM) classifier that assigns a risk level (high or low) to the measured operating condition of the asset, and two Artificial Neural Networks (ANNs) for predicting the CDT at the high-risk (low CDT) or the low-risk (high CDT) operating conditions previously assigned by the classifier. The effectiveness of the proposed methodology is validated by its application to a case study involving a pipeline in an offshore western African asset, modelled by a transient physics-based commercial software. The results show outperformance of the capabilities of the proposed hybrid ML-based model (i.e., SVM + 2 ANNs) compared to the classical approach (i.e. modelling the entire system with one global ANN) in terms of enhancing the prediction of the CDT during the high-risk conditions of the asset. This behaviour is confirmed applying the novel methodology to training datasets of different size. In fact, the high-risk Normalized Root Mean Square Error (NRMSE) is reduced on average of 15% compared to the NRMSE of a global ANN model. Moreover, it’s shown that high-risk CDT are better predicted by the hybrid model even if the critic CDT, which divides the simulation outputs in high-risk and low-risk values (i.e. the minimum time needed by the operator to preserve the line from hydrates formation), changes. The enhancement, in this case, is on average of 14.6%. Eventually, results show how the novel methodology cuts down by more than one hundred seventy-eight times the computational times for online CDT predictions compared to the physics-based model.

Abstract Background Quality indicators (QIs) and risk management are important tools for a quality management system designed to reduce errors in a laboratory. This study aimed to show the effectiveness of QI-based risk management for the continual improvement of pre-analytical processes in the Kayseri Public Health Laboratory (KPHL) which serves family physicians and collects samples from peripheral sampling units. Methods QIs of pre-analytical process were used for risk assessment with the failure modes and effects analysis (FMEA) method. Percentages and risk priority numbers (RPNs) of QIs were quantified. QI percentages were compared to the International Federation of Clinical Chemistry and Laboratory Medicine (IFCC) performance specifications and RPNs were compared to risk level scale, and corrective actions planned if needed. The effectiveness of risk treatment actions was re-evaluated with the new percentages and with RPNs of predefined QIs. Results RPNs related to four QIs required corrective action according to the risk evaluation scale. After risk treatment, the continual improvement was achieved for performance and risk level of “transcription errors”, for risk levels of “misidentified samples” and “not properly stored samples” and for the performance of “hemolyzed samples”. “Not properly stored samples” had the highest risk score because of sample storage and centrifugation problems of peripheral sampling units which are not under the responsibility of the KPHL. Conclusions Public health laboratories may have different risk priorities for pre-analytical process. Risk management based on predefined QIs can decrease the risk levels and increase QI performance as evidence-based examples for continual improvement of the pre-analytical process.

Dam-break flooding is a potential hazard for reservoirs that poses a considerable threat to human lives and property in downstream areas. Assessing the dam-break flood risk of the Zipingpu Reservoir in Chengdu, Sichuan Province, China, is critically important because this reservoir is located on the Longmen Shan fault, which experiences high seismic activity. In this paper, we develop an approach based on the protected object for dam-break flood risk management. First, we perform a numerical simulation of dam-break flooding in four possible dam break scenarios. Next, the flood areas are divided into 71 analysis units based on the administrative division. Based on the numerical simulation results and the socio-economic demographic data affected by a flood, the importance and risk level of each analysis unit is confirmed, and the flood risk map is established according to the classification results. Finally, multi-level flood risk management countermeasures are proposed according to the results of the unit classification shown in the map.

Multi-hazard evaluations are fundamental inputs for disaster risk management plans and the implementation of resilient urban environments, adapted to extreme natural events. Risk assessments from natural hazards have been typically restricted to the analysis of single hazards or focused on the vulnerability of specific targets, which might result in an underestimation of the risk level. This study presents a practical and effective methodology applied to two Chilean coastal cities to characterize risk in data-poor regions, which integrates multi-hazard and multi-vulnerability analyses through physically-based models and easily accessible data. A matrix approach was used to cross the degree of exposure to floods, landslides, tsunamis, and earthquakes hazards, and two dimensions of vulnerability (physical, socio-economical). This information is used to provide the guidelines to lead the development of resilience thinking and disaster risk management in Chile years after the major and destructive 2010 Mw8.8 earthquake.
