Illegal migration from China is contrasted to that from Vietnam to highlight Hong Kong's unique place in such flows. Political upheavals in China, economic recessions and labor shortages in Hong Kong have caused waves of legal and illegal Chinese migration into Hong Kong which have been effectively contained through the vigilance of border patrols, police checks for identity cards, fines on employers of illegals, and cooperation from China. The increased numbers of Vietnamese boat people from 1988 led to a hardening in government and public attitudes, resulting in the reclassification of refugees as illegal migrants. The key difference in Hong Kong's effectiveness at stemming these two illegal migrant streams has been bilateral cooperation, which has been achieved with China but lacking in the case of Vietnam.

This paper describes population mobility across borders experienced by Pakistan during the past fifty years. Some consequences of this mobility have also been briefly mentioned. The dichotomy of this population mobility into inward and outward flow reveals that while the former can be traced to political factors like the partition of the Subcontinent and the Afghan war, the latter mostly represents a job-oriented move. Every flow is associated with its own set of effects, difficult to be encompassed by a single research exercise. Migration from India in the wake of partition is associated with a higher level of urbanisation and a rise in religious homogeneity associated at the same time with increased ethnic diversity, which according to some can be linked with the current Karachi situation. Pakistan also engaged in manpower export and experienced brain-drain. Both of these outward flows, to some extent rooted in history, have particular effects for the society and economy. These differences emanate from the pattern of permanent or temporary settlement abroad, characteristics of the emigrants particularly in terms of human capital endowments. and the nature of links maintained with families in Pakistan which have a bearing on the inflow of remittances. Illegal migration to Pakistan from the surrounding countries is alleged to be substantial at present. The ease with which the identity cards and passports of Pakistan are acquired by these illegal migrants simply reveals the level of control and the standard of honesty prevailing in the situation. In this context, the importance of peace and economic stability in the neighbouring countries emerges to be quite obvious for Pakistan.

Hong Kong's political parties are now in decline after the return of the former British colony to China. The decline of political parties stands out in stark relief in a context featuring “Hong Kong people governing Hong Kong” and gradual democratization. A major reason for the decline is the stunted political party system of Hong Kong. Prominent in that stunted system is the absence of a ruling party. The stunted party system is primarily the result of Beijing's antipathy towards party politics in Hong Kong, which in turn discourages party formation by the Hong Kong government and the conservative elites. The lack of incentives for the business elites to organize political parties to protect their interests is another major reason. The stunted party system has produced serious adverse consequences for the governance of Hong Kong, representation of interests, public attitudes towards the political class and the further democratization of the territory.

The first half of 2021 was marked by the continued spread of the Sars-CoV-2 virus throughout the African continent, by the desperate attempts of the UN and regional powers to implement the Ceasefire Agreement in Libya and keep security situation under control, and increasing the number of illegal migrants to Europe. The COVID-19 pandemic did not reduce terrorist acts in the Sahel region, nor did it stop the wave of small immigrant boats to Spain and Italy from Africa. But the coronavirus pandemic has led to the closure of many African borders, bringing the economies of those countries to the brink of bankruptcy and deteriorating the humanitarian situation in North Africa and the Sahel region. The international community has difficulty monitoring the situation in the area, especially the humanitarian crisis and illegal migration, which is seriously affecting security in its vicinity.

This article highlights the impact of international law on the global process of illegal migration, reveals a number of international problems related to international migration, in particular by sea, identifies the main factors influencing illegal migration in general, indicates the state of illegal migration in various European Union countries. attention is paid to such important international legal instruments as the Schengen Agreement of 1985 and 1990, the Dublin Convention of 1990, the Maastricht Treaty of 1992 and the Treaty of Amsterdam of 1997. The article also focuses on the European Union agency, which deals with the protection of external borders and their protection from illegal migrants, in particular, by sea.The analysis of theoretical and practical aspects of combating illegal migration by sea at the international level, as well as in the development of scientific and theoretical approaches to solving migration problems, characterizes the legal regulation of combating illegal migration by maritime transport and maritime participation established intergovernmental bodies. The main tools of the European Union to combat illegal migration by sea, which can be used to improve the legal regulation of migration authorities of other countries, as well as substantiate the organizational and legal framework of European countries in the field of legal support to combat illegal migration by sea.The actions of European states represented by the relevant state bodies in solving the problems of illegal migration with the help of merchant fleets of European countries are studied. The article pays attention to the influence of illegal migration on the formation and change of legal awareness of society, as the beginning of the formation of criminogenic factors among illegal migrants in the host country.

Starting from 2013, the authors of “Der Spiegel” have been actively criticizing the policy of the Chancellor Merkel for inaction in the conditions of an increasing number of migrants from Middle Eastern countries. At the same time, the main opponents of the Chancellor were also criticized for their trying to pull away from the increasing migration problem and to absolve themselves of responsibility for migrants rushing deep into Europe, recalling the terms of the Dublin Regulation. The situation changed in 2015 when Angela Merkel not only recognized the ongoing crisis, but opened the borders of Germany for hundreds of thousands of illegal migrants. Unlike Merkel`s political opponents and even many party fellows, “Der Spiegel” supported the Chancellor for her readiness to jeopardize her political career to save European humanistic values. However, it soon became obvious that the Chancellor`s magnanimity wasn`t based on a precise plan for integration. Despite the authors of “Der Spiegel” who like Merkel considered Germany to be the heart of human and hospitable Europe, the center of tolerance, they had to admit that the uncontrolled stream of refugees turned to be a serious threat for the economy, social peace and national security. In 2017, it became obvious that Merkel changed the direction of her migration policy for a more pragmatic one aimed to control the illegal migration, to limit the migration stream from Middle Eastern countries, to develop the system of revealing and deporting illegal migrants. “Der Spiegel” regarded this as her readiness to change her own position according to the political circumstances in favor of the political rating. This led to disappointment and a new wave of criticism.

BACKGROUND The mental health of international students studying abroad has been neglected during the COVID-19 pandemic. OBJECTIVE This mixed-method study examined perceived public attitudes, personal beliefs, practice and stress toward facemask wearing as a preventive measure against COVID-19 among international university students from Hong Kong studying in the United Kingdom (UK) in the early stage (January – March 2020) of the pandemic. METHODS Our study included 2 parts: (i) an exponential, non-discriminative snowball sampling strategy was used to recruit 91 Chinese students studying in the UK to complete an online questionnaire survey, and (ii) online Zoom focus group interviews were conducted with 16 students to gain an in-depth understanding on their experiences and coping methods during the pandemic. RESULTS Of the 91 students, 92.3% reported the UK public did not view facemask wearing as a preventive measure. 98.9% believed facemask wearing was an effective preventive measure, but 56% wore facemasks more than half of the time when out in public. 50.5% of them had internal conflicts of feeling stressed both when wearing facemasks and not wearing facemasks, which was more common in females than males [(62.5% versus 31.5%, P=0.004, Relative Risk (RR): 1.99 (1.17, 3.38)]. 61.5% reported public prejudiced attitudes against facemask wearing, also more females than males (71.4% versus 45.7%, P=0.02, RR: 1.56 (1.05, 2.32). Qualitative findings showed feeling of conflicts between personal beliefs and social norms, feeling stressed about wearing facemasks as a preventive measure, and experience of prejudice. Peer and family support helped students face such difficulties. Positive thinking and being adaptable were effective methods of stress management. Qualitative findings corroborated the quantitative results. CONCLUSIONS Prejudiced attitudes and behaviours from others, and differences in public attitudes toward facemask wearing resulted in much stress in students’ stress. Clear and accurate public health messaging regarding facemask wearing is needed to change public attitudes and mitigate prejudice. Owing to the ongoing pandemic and rising xenophobia, specifically Sinophobia, academic institutions and public health professionals should take initiative in reaching out to urgently address the needs of international students and provide support in managing their ongoing stress and enhance mental wellbeing. From the start, the Umbrella Movement failed to win overwhelming public support. Why would many Hong Kong people not endorse a civil disobedience movement aimed at dismantling the exclusionary political order and bringing forth democracy? Based on an original public opinion survey collected during the movement, this article provides preliminary answers to these questions. I find that those who disapproved of the movement are no less politically informed. Instead, three factors were strong predictors of disapproval of the movement: (1) satisfaction with the performance of the chief executive; (2) distrust of democracy as a solution to Hong Kong’s problems; and (3) concern about the negative impact of the protest on the rule of law.
