This paper summarizes the main points from a national report on the identification of gifted and talented youth in the USA. The report stresses the importance of linking recent research with practice and offers detailed guidance for comprehensive and unbiased procedures for the identification of potential. The need for adequate teacher training is underlined together with the need for a multiplicity of programmes and systematic public advocacy.

The article is devoted to development of the USA legislation on the fight against terrorism. The author considered the objectives and tasks of the state in a particular historical period; analyzed the laws passed by the USA Congress aimed at combating home and international terrorism; identifies the main directions of the state policy of the USA in the field of counter-terrorism. The article covers the events after 11 September 2001 to the present. The author gives a brief overview of the events of 11 September 2001, discusses the Patriot Act and other laws, aimed at combating terrorism. The Patriot Act allows the Federal Bureau of Investigation to intercept telephone, verbally and electronic communications relating to terrorism, computer and mail fraud; introduces special measures to combat money-laundering; expands immigration rules, in particular, mandatory requirement of detention of persons suspected of terrorism appeared; reveals the procedure of multilateral cooperation to combat terrorism, strengthening measures to investigate terrorist crimes; established rewards for information on terrorism; introduces the procedure of identification of DNA of persons charged for committing terrorist crimes or any violent crime; introduced the concept of domestic terrorism and Federal crimes of terrorism, the prohibition on harboring terrorists and material support; there is a new crime — terrorist and other acts of violence against public transportation systems. The law abolished for the statute of limitations for crimes of terrorist orientation. In 2002 5 laws wer adopted: “Homeland Security Act of 2002”, “Maritime Transportation Security Act of 2002”, “Aviation and Transportation Security Act“, “Public Health Security and Bioterrorism Preparedness and Response Act of 2002”, “Terrorism Risk Insurance Act of 2002”. The Palestinian Anti-Terrorism Act was adopted in 2006. This law restricted the financial assistance to the Palestinian national authority; Haqqani Network Terrorist Designation Act of 2012 included the Haqqani Network in the list of international terrorist organizations; the political act of refusal of admission to the United States representative to the United Nations, because he was accused of the occupation of the espionage or terrorist activities against the United States and poses a threat to the national security interests of the United States.

United States seapower in the 70’s is synonymous with a new class of destroyers developed to maintain America’s strength on the world’s seas. When the DD963 joins the fleet in 1974, she will be unlike any destroyer ever to fly the United States flag. She will be bigger, faster, and more sophisticated. As a vital part of the main propulsion plant of this ship, controllable pitch propellers were used in conjunction with marine gas turbines. This paper addresses the description and operation of the CP propellers, and various improvements in the “state of the art” of propeller design and manufacture which have been incorporated in the ship.

Abstract In this paper, findings of the Panel for International Assessment of Environmentally Benign Manufacturing Technologies, sponsored by the United States National Science Foundation, are discussed. The mission of this interdisciplinary panel was to assess the international state-of-the-art in Environmentally Benign Manufacturing (EBM), and to identify priorities and collaborative opportunities. Over 50 sites in Japan, Europe and the United States were visited over the course of the yearlong study. This paper focuses on some global trends that were observed.

This paper focuses on three aspects of the undocumented immigration from Mexico to the United States. First is presented, a statement on the state of the art regarding the empirical research on this phenomenon; second is, a review of what we know on some of the characteristics of this migration and the presentation of preliminary findings of a survey conducted by the author in nine Mexican border cities, based on interviews with Mexican undocumented emigrants recently deported from the United States; and third is, a discussion on past attempts to solve the problems and some suggestions on how it might be solved.


The article discusses the development of the procedure for empowering the governors of the states of the United States of America. The models of empowerment of governors, requirements for candidates for governor positions, the terms of the latter’s exercise of power both now and in retrospective are examined. The provisions of the constitutions of the states of the United States of America, fixing the requirements for candidates for the positions of governors of the states, are not always identical. Despite the existing differences established by the state constitutions regarding the requirements for candidates for governor positions and the terms for exercising the powers by governors, the procedure for electing state governors is the same. The increase in the term for exercising the powers by governors is due to an increase in the role and importance of governors as officials in charge of state executive power. Particular attention is paid to the study of requirements for candidates for governors. In addition to age qualifications and qualifications for citizenship, residency qualifications in the state where the candidate is running for governor are of prime importance. An in-depth study allows to track trends related to both the development of the procedure for vesting powers with governors and the change in the constitutional and legal status of governors as a whole. A key advantage of the constitutions of some states is the limitation of the duration of the state governors in their posts, thereby ensuring the effectiveness of the activities of the governors and executive power of the states.

The similarity of the regions of the Russian Arctic and the state of Alaska in the United States in the climate, geographical and geopolitical terms is obvious. However, at the same time there are many differences, in many ways determining the level and quality of life of the population of these territories. The historical retrospective of the development of Siberian and northern lands development by the Russian people, who reached the strait between Asia and America and colonized part of the territory of North America, about the successful beginning and end of this "company" stretching for two centuries, some understanding of the need to develop new lands for the Russian man individually and the state as a whole, the article refers. Considering the situation of modern Russia and the United States of America in terms of the sustainable development of the northern, Arctic regions of both countries, an attempt is made to find possible ways to improve the financial situation of the indigenous peoples of the North and the non-native inhabitants of the Arctic zone of the Russian Federation by comparing constitutional approaches to socio-economic development and the area of environmental management of the Russian and American Arctic.

This paper provides an overview of the state of the art in consultation at the close of the third decade of its existence as a major form of delivering mental health services in the United States of America, and its somewhat later introduction in Victoria, Australia. Gallessich’s framework for consultation (1983, 1985), amongst others, is compared with the Victorian model. Issues raised include the need for consultants to understand the boundaries of consultation, its limitations, the state of its knowledge base and the uniquely Victorian contribution of a framework of several levels which enables an integration of the knowledge borrowed from a range of sources to assist in the improvement of its practice. A later paper to be published in ‘Children Australia’ looks at the steps in the consultation process.
