News framing of avian flu: Media advocacy and response to a public health crisis

This study explores how South Korean newspapers reported the issue of AI (avian influenza) by employing framing, and the concepts of media advocacy and mobilizing information (MI). Results indicate that news stories were more likely to attribute blame to the government. Government, scientist/researcher, and farmer sources were most prevalent in news coverage. Mentions of tactical MI for the preventive actions increased. Overall, findings indicate the increased media advocacy efforts during repetitive outbreaks of AI.

This chapter reflects on Bhutan’s response to the Covid-19 pandemic. The people’s trust and confidence in the leadership of His Majesty the King, their government, strong Buddhist values to help each other, and the conscience of unity and solidarity proved their foremost strength in containing this pandemic as a nation. The king’s personal involvement helped guide, motivate, and encourage compliance with and support for the government’s response. However, Bhutan faced several challenges during the pandemic. Though most of the people are united, there are outliers who took advantage of the situation; there are reported cases of drug smuggling and one case of a person who escaped from quarantine. The government responded by increasing border patrols. In the long run, other solutions could be considered: installing a smart wall—using drones, sensors, and artificial intelligence patrols—would give Bhutan more control over its borders in the context of another epidemic while also enabling the government to better control smuggling.

The COVID-19 pandemic has led to an unprecedented global public health crisis, and governments have implemented various responses with varying degrees of effectiveness. South Korea’s approach, which has involved minimal lockdown in order to “flatten the curve”, and which offers an alternative for many democracies, has attracted much attention. Based on in-depth interviews with public health professionals and policy advisors in government agencies, this article analyses how well South Korea’s response to COVID-19 complies with the expectations of good governance, and assesses the strengths and challenges of the Korean model. Our analysis shows that South Korea has been reactive rather than preventive/passive amid waves of clusters such as outbreaks in nightclubs, e-commerce warehouses, schools, hospitals and religious gatherings. The government has used a range of countermeasures, including contact tracing, diagnostic testing, media briefings and text alerts. At the same time, the challenges for the Korean approach have been concerns about privacy, fatigue over emergency alerts and politicisation.

A survey conducted over South Korean adults (N=513) reveals that emotions, specifically anger, contribute to the broader spread of misinformation on COVID-19 by leading angry individuals to consider false claims to be “scientifically credible.” This pattern is more evident among conservatives than liberals. Our finding sheds light on new measures and journalistic interventions that could alleviate the public’s anger and foster science-based conversations during a public health crisis.

The outbreak of coronavirus disease 2019 (COVID-19) has presented an unprecedented public health crisis across the globe. Governments have developed different approaches to tackle the complex and intractable challenge, showing variations in their effectiveness and results. South Korea has achieved exceptional performance thus far: It has flattened the curve of new infections and brought the outbreak under control without imposing forceful measures such as lockdowns and travel ban. This commentary addresses the South Korean government’s response to COVID-19 and highlights distributed cognition and crisis management capabilities as critical factors. The authors discuss how the South Korean government has cultivated distributed cognition and three core capabilities—reflective-improvement, collaborative, and data-analytical capabilities—after its painful experience with 2015 Middle East respiratory syndrome-coronavirus (MERS-CoV). South Korea’s adaptive approaches and its learning path examined in this commentary provide practical implications for managing potential additional waves of COVID-19 and a future public health crisis.

This article analyzes the news coverage of the COVID-19 health crisis by Televisión Española (TVE1), to determine if this media reported the news with rigor and in accordance with journalism professional codes and best practice guidelines. For this purpose, content analysis was conducted on the universe of news stories (n=1,449) in the TVE1 daily newscast, starting with the first outbreak of the pandemic on the Iberian Peninsula on February 26, 2020, until the end of the first state of emergency on June 21, 2020. Our categories of analysis were: information sources, news frames, predominant topics, resources used for dramatic effects, and breaches of journalism ethics in reporting news. In general, TVE1 did not engage in sensationalized or dramatized news coverage, but instead attempted to transmit a message that was educational and instructional. Its policy was to provide information on measures adopted by authorities to help prevent the spread of the pandemic. Nevertheless, TVE’s benevolent attitude towards the government and its policies can be observed in its news reporting, revealing a lack of impartiality and editorial independence by this media. Despite the importance of specialized and expert information in times of a pandemic, eyewitness sources were those most used in reporting news, even in economic news framing. Furthermore, these latter sources were employed instead of expert ones, which were in fact the least used, and whose presence progressively declined during the analyzed period.

In Croatia, Slovenia and Austria, the coronavirus crisis raised pre-existing deficiencies in the democratic orders to the surface, i.e., issues in functioning according to democratic principles in the circumstances of a public health crisis. In Austria, the strained executive-legislative relations were already visible in April 2020, when the opposition parties refused to support the second wave of crisis legislation without the appraisal process that would justify its urgency. In Croatia and Slovenia, the governments decided not to declare a state of emergency, arguably in order to avoid cooperation with the opposition and other state institutions in drafting and passing crisis legislation. Finally, in Slovenia, the government used the crisis as a pretext to install its people into leading positions in several key state and public institutions.

Since the outburst of Covid-19 in China, the world economy is passing in a turmoil situation. Undeniably the economy of Bangladesh is also grappled by the severe public health crisis of the Covid-19. As the public health emergency is heavily interconnected with economic affairs, it has impacted each of the pillars of the economy of Bangladesh. The main purpose of this paper is to make evaluations of the potential impact of the COVID-19 pandemic on the economy of Bangladesh.  This study is based on an empirical review of the recent study works, reports, working papers of home, and abroad regarding economic crisis. The review findings of the paper revealed that the COVID-19 pandemic have significant impacts on the different indicators of the economy of Bangladesh especially, Readymade Garments Sector, Foreign Remittance, Bank and Financial Institutions, Food and Agricultures, Local Trade, Foreign Trade (Export and Import), GDP (Gross Domestic Product), SDGs (Sustainable Development Goal), Government Revenue and Employment etc. This study suggested that as Covid-19 still surfacing all over the world so some steps should be ensured by the government agencies of Bangladesh to mitigate possible threats for the economy.

Trying to allay concerns expressed by members of Congress and by drug company executives, a Clinton Administration official said today that the Government would not waste money or vaccine in a new program to inoculate millions of children from low-income families. Drug company executives and some lawmakers have criticized the Administration's plan, saying the Government was trying to buy far more vaccine than would be needed to immunize children eligible for the free shots under the program. ... Congress has set aside $460 million for the project this year. The Administration plans to store much of the vaccine at a Federal warehouse in Burlington, NJ. She said the Government would manage distribution of the vaccine under a contract with Federal Express of Memphis, TN. Dr. R. Gordon Douglas, Jr., president of the vaccine division of Merck & Company, said, "A federally operated megawarehouse for storage and shipping of up to 80 percent of this nation's pediatric vaccines is a public health crisis in the making." At a congressional hearing on May 18, Senator Dale Bumpers, Democrat of Arkansas, said he doubted that the warehouse would be ready to ship vaccines by Oct. 1, when the program is supposed to begin. "GSA's track record has been an unmitigated disaster as long as I can remember," the senator said, "I don't have very much confidence in GSA."
