Building on theories from different fields, we discuss the roles that volunteers can play in the generation, implementation, and diffusion of social innovations. We present a study relying on 26 interviews with volunteer managers, other professionals, volunteers, and one former volunteer in 17 (branches of) third sector organizations in eight European countries. We identify organizational factors that help and hinder volunteer contributions to social innovation. While volunteer contributions to social innovations are encouraged by decentralized organizational structures, systematic “scaling up” of ideas, providing training, and giving a sense of ownership, they are hindered by a reluctant attitude and a lack of resources . This rich, explorative study makes it a fruitful start for further research on the relationship between volunteering and social innovation.

In this chapter, we draw a range of overall conclusions from our case-study based investigation of how local social innovations operate as vehicles of welfare reform. We reflect on the impact of the increased interest of policy-makers in social innovation and on the relationship between social innovation and other social policy paradigms, notably the established paradigm of social protection and its main contender, the social investment paradigm. We also discuss our main findings with regard to the mix of actors, resources and instruments supporting localized social innovations, the multi-scalar nature social innovations, its empowerment dimension and relationship with knowledge. Finally, we look at the consolidation of social innovation in specific welfare-institutional contexts.

While the spot light in recent years is focusing on the merits of social enterprises and their contributions to social innovation, this paper tries to look from a different angle on social innovation — on the relationship between social conflict and social innovation. From the perspective of social change, social conflict will inevitably bring about change even though forces of resistance to change may also exist at the same time. No matter such change is on the positive or negative side, and no matter how significant or immaterial it is, social change is manifested in the form of new social practices, norms, new values, or even new culture. Starting from an attempt on conceptualization of social innovation, this paper argues that social conflict can bring forth social innovation, provided that the former meets essential criteria and conditions. It urges for an enabling environment that will foster social conflicts into social innovations. It further argues that a cultural turn may be the keystone for such a change to occur.

To illustrate the relationship between transformative social innovation and multisystem resilience, this chapter summarizes three transformative social innovations, the National Parks in the United States, the internet, and the challenging or social engineering–like case of the intelligence test. Each case study demonstrates how innovations shift several systems as they develop, scale up, and even became challenged themselves, as well as the authors’ overarching assertion that transformative social innovation and multisystem resilience are deeply interrelated. Additionally, it is by understanding our social innovation history that we can be better prepared for our future and avoid the pitfalls of social innovation’s underappreciated dark side, the risk of social engineering. This chapter is based on over a decade of work on multisystem resilience and social innovation at the Waterloo Institute of Social Innovation and Resilience.

Expectations of research, technology and innovation (RTI) policy are shifting towards effectively addressing major societal challenges. Due to its potential to increase innovative dynamics, to develop new knowledge and create new solutions, social innovation is increasingly promoted. This raises questions about (potential) effects and impacts of social innovation. The assessment of impacts is a rather new topic in this field, respective research is still in its early stages. This paper proposes to focus on the change of social practices within RTI ecosystems when assessing social innovation. The ecosystem approach is not only a helpful concept to analyse the emergence and diffusion of social innovation in a specific context, it can also be used to support and guide policy design. Implication for evaluation design are discussed and analytical categories presented. A set of measurement dimensions is proposed that can be used in evaluation designs and for future research.

Purpose This study aims to reflect on the interactions that result from the use of the seacoast in a small touristic town in Argentina. Agents in conflict are both beach users: on the one hand, tourists that enjoy sunbathing and, on the other hand, the artisanal fishermen who use the seacoast as a space for the circulation of tractors and boats and commercialization of their production in informal conditions. The case aimed to provide evidence on social innovation as a mobilizer of the creativity of citizens, the organizations of the third sector and public and private actors for the development of new solutions and better use of common resources. Design/methodology/approach This paper followed the methodology of the centre for research on social innovations (as per its initials in French) as proposed by Tardif and Harrisson (2005). The fieldwork was carried out with interviews to the stakeholders, visits of recognition and direct participation in the territory. Findings The paper provides empirical insights about how an overarching project arises from agreements between stakeholders and a public policy that promotes it. Governance mechanisms to promote sustainable fisheries, to create cooperative management methods and to support alternative livelihood programmes are essential for preventing conflicts and mitigating their impacts on fishing communities. Originality/value The value of this paper is to show how social innovation can emerge from civil society initiatives and how the state can create conditions to favour it, participating and cooperating in a process of co-construction.

Purpose This paper explores the factors that are associated with a capacity of non-profits to develop social innovations (SIs). The purpose of this paper is to examine factors in the Russian national context with weak non-profit sector with an ambiguous governmental policy toward the sector. Design/methodology/approach The study is based on survey data (n=850 NPOs, 2015, Russia). The paper analyses the likelihood of a non-profit to introduce SIs due to external framework and organizational factors. Regression analysis was applied in the study. The study is based on a new sampling approach and examines non-profits as producers of SIs, but not cases of SIs per se. Findings The results demonstrate that the capacity of an NPO to develop SIs is explained by the following enabling factors: cross-boundary collaborative relations, volunteer involvement and diversity of the revenue structure. Composition of innovative sub-sector, opportunities and chances of getting into this group are explicitly determined and regulated by the current governmental policy toward the sector. That is that large and established non-profits are more likely to be innovative in Russia, unlike expected grass-roots. Originality/value The paper applies a theoretical framework to analyze the SI concept in a non-western context with weak civil society and an influential government. From this perspective, the results present empirical quantitative verification of the determinants of SI capacity of NPOs. The paper is among the first to apply a reverse sampling principle and examine SIs via NPOs as producers. The paper produced, for the first time, an empirical description of the nature of innovative activity by NPOs and an estimation of the extent of this activity in Russia.

Purpose – The research fields of service innovation and social innovation have, until now, been largely disconnected. At the most basic level, a great many social innovations are services, often public sector services with social entrepreneurs organizing and delivering service innovations. As well as this overlap in the focus of research, scholars in both research fields address socio-economic concerns using multidisciplinary perspectives. The purpose of this paper is to provide a framework that can bridge the two research fields. Design/methodology/approach – Inter-linkages between service and social innovation are shown by identifying research areas in which both find a joint heuristic field. This approach has been illustrated in a set of case studies in the health sector in Europe. Findings – The bridge between social innovation and service innovation research can be built when social innovation is examined through a multi-agent framework. The authors focus on social innovations where the co-creation of novel services is guided by the prominent position taken by citizens, social entrepreneurs or third sector organizations (NGOs or charities) in the innovation process. Of particular interest are the ways in which the interests of individual users and citizens are “represented” by third sector organizations. Practical implications – The case study of the Austrian nationwide public access defibrillation programme provides an exemplar of the process of co-creation by which this social innovation was developed, implemented and sustained. Here the Austrian Red Cross acted on behalf of citizens, organizing an innovation network capable of creating both the demand and the supply side of a sustainable market for the production and safe application of portable automated external defibrillators (AEDs) in Austria. This process involved, first, raising public awareness of the need for portable defibrillators and acting as a user representative when inducing changes in the design of portable AEDs. Later, there was the institutionalization of AED training in every first aid training in Austria, work with local manufacturers to produce this device, and with large user organizations to install AEDs on their premises. Originality/value – The paper develops multi-agent model of innovation that enables one to synthesize key concepts in social and service innovation literatures and, thereby, examine the dynamics of invention and diffusion of social innovations.

Abstract. TV news are essentially cultural phenomena. Previous research suggests that the often-overlooked formal and implicit characteristics of newscasts may be systematically related to culture-specific characteristics. Investigating these characteristics by means of a frame-by-frame content analysis is identified as a particularly promising methodological approach. To examine the relationship between culture and selected formal characteristics of newscasts, we present an explorative study that compares material from the USA, the Arab world, and Germany. Results indicate that there are many significant differences, some of which are in line with expectations derived from cultural specifics. Specifically, we argue that the number of persons presented as well as the context in which they are presented can be interpreted as indicators of Individualism/Collectivism. The conclusions underline the validity of the chosen methodological approach, but also demonstrate the need for more comprehensive and theory-driven category schemes.

Social innovations are targeted measures that are capable to resolve social problems (Rammert 2010) and they are directed towards an improvement of the situation (Gillwald 2000). Finally, they are directed towards an amelioration of the situation (Gillwald 2000). In Austria it is argued that ethnic business represents a type of social innovation (Haberfellner 2000). The question the paper addresses is if and to what extent ethnic business goes hand in hand with social developments and possibly boosts social change. Entrepreneurs of Turkish origin in Salzburg are the focus of analysis. The paper starts with a definition of the term ‚social innovation‘ (1), the issues of ethnic vs. migrant business (2.), followed by the description of the labour market situation of Turkish migrants in Salzburg and discrimination in the labour market (3.), and, to to round up, the analysis of biographic interviews with Turkish entrepreneurs in Salzburg (4.). The preliminary results show that there exist social problems such as the lower socio-economic situation of Turkish migrants in Salzburg and discrimination in the labour market. These problems can be seen as basis for the need of social innovations. But nevertheless Turkish run ethnic businesses in a strict sense of the word are no social innovation because they do not act against the problems in an intended way; they rather work on their own account. They may overcome disadvantages on the labour market but their actions are not directed towards overcoming the problem per se. It is much rather a transintentional aspect (Schimank 2010), which goes beyond the economic interest of the actors.

This study aims to demonstrate the relationship between the qualifications of neonatal intensive care units of hospitals (physical conditions, standard applications, employee qualifications and use of personal protective equipment) and work related causes and risks, employee related causes and risks when occupational accidents occur. Accordingly, a survey was prepared and was made among 105 nurses working in 3 public and 3 private hospital's neonatal intensive care units, in the January of 2010. The survey consists of questions about the qualifications of neonatal intensive care units, work related causes and risks, and employee related causes and risks. From the regression analysis conducted, it has been found that confirmed hypotheses in several studies in the literature were not significant in this study. The sub-dimensions in which relationships has been found show that the improvement of the physical environment in workplace, the improvement of the employee qualifications and standard applications can reduce the rate of occupational accidents. According to the results of this study management should take care of the organizational factors besides to improvement of the physical environment in workplace, the improvement of the employee qualifications and standard applications.
