Public organizations are compound bodies characterized by competing endogenous dynamics of governance. This study makes two main contributions. First, it contributes to an organizational approach to studies of public policy and administration by conceptualizing compound agency governance. Second, by determining how variation in agency governance reflects endogenous organizational factors. Based on a study of the Norwegian Radiation and Nuclear Safety Authority (DSA), two observations are highlighted: Firstly, DSA staff are torn between two competing behavioural logics: A governmental and a transnational logic. Moreover, portfolios of core state powers are more closely monitored by parent ministries than portfolios that relate to non-core state powers. Secondly, the study suggests that organizational factors are vital determents in balancing behavioral logics in agency governance.

<p>Over past decade, there has been increased use of results-based management in Vietnam and other countries, but little empirical research exists on results-based planning (RBP) in the planning functions of public organizations. Some experiences suggest that managerial leadership may be among the determinants of success, affecting whether and how RBP is used. This thesis answers the following question: What is the impact of leadership styles by public managers on the practices of RBP?  Using empirical observations of current RBP in Vietnamese public organizations and a multiphase mixed method design, this study finds that transformational, transactional, and autocratic leadership styles are often concurrent among public managers (but in varying intensities), and these ‘combined’ leadership styles have a direct, positive, and strong effect on the use and outcomes of RBP practices. This study also finds that leadership effects on RBP are stronger than other organizational factors examined (RBP-related training, bureaucratic culture, funding). Furthermore, among three components of these combined leadership styles, transformational leadership has the greatest contribution to the higher performance of RBP practices. The findings of this research also show the specific leadership behaviors by public managers that are most associated with the increased RBP.  This study contributes to the literature by offering empirical evidence of the role of leadership in deploying reforms such as results-based planning in a context of a developing country. It also provides public organizations with knowledge of leadership styles for implementing such reforms.</p>

The ITER project is basically an engineering and construction project in order to build the ITER machine which is a scientific experimental fusion device. The seven members of the project have all created legal entities called Domestic Agencies to provide in-kind contributions to the ITER Organization (IO) for the supply of components which are manufactured by their suppliers. According to ITER agreement and due to nuclear safety involved in the fusion process, the project requires a license from the French Nuclear Safety Authority. One of nuclear safety regulations is the French Quality Order. The IO has established a Quality Assurance Program for the construction of the ITER machine to meet the requirements of the Order and to ensure that ITER activities are performed to achieve the safety and performance objectives of the ITER machine. The requirements in the program shall be followed by all performers involved in the project not only the IO, but DAs and their suppliers and subcontractors. This paper represents the quality requirements from the Order, and roles and responsibilities between each performer involved in the project. The paper also shows the main characteristics of the ITER Quality Assurance Program ensuring that all activities performed for the project conform to established and documented requirements.

The authors of the research provide a comprehensive analysis of the role of state policy in the formation of religious and secular values. Scientists give various examples and evidence of the effectiveness of the Turkish model of religious and confessional policy for Kazakhstan. The article considers the problem of religious minorities in Kazakhstan and Turkey. Also the features of cooperation of the Turkish state and authorities with public organizations were analyzed and the possibilities of using the Turkish experience in the practice of Kazakhstan were considered.

The issue of job burnout has been paid a great deal of attention over the years, due to entailing several negative consequences for employees’ well-being, health, organizational behaviour. Job burnout may affect employees of any category, being rooted not only in personality and interpersonal factors but also in organizational factors. The purpose of the article is to answer the following research question: Are there any differences between Polish nonprofit, for-profit and public organizations regarding managers’ job burnout? To that end, a cross-sectoral survey was conducted in 2019 among 105 purposive selected managers. The statistical analysis showed the differences in the job burnout experienced by managers of each type of organization under review. While a medium level of job burnout was reported among all of the managers, the highest such level was found among nonprofit managers.
