The enormous growth in house prices in Europe since the 1990s has led to increasing concerns about the affordability of housing for ordinary citizens. This article explores the relationship between housing affordability – house prices relative to incomes – and the demand for redistributive and housing policy, using data drawn from European and British social surveys and an analysis of British elections. It shows that, as unaffordability rises, citizens appear in aggregate to become less supportive of redistribution, interventionist housing policy and left-wing parties. However, this aggregate rise, driven by the predominance of homeowners in most European countries, masks a growing polarization in preferences between renters and owners in less affordable regions.

In this study, we investigate the relationship between values and political beliefs and how it varies as a function of cultural context and time. In particular, we analyzed the effects of Conservation vs. Openness to change and Self-transcendence vs. Self-enhancement for cultural and economic political beliefs using data from nationally representative samples of citizens from 34 European countries from eight rounds of the European Social Survey (data spans the 2002–2016 period). We found that the effects of values on political beliefs are moderated by the Western vs. Eastern cultural context and that there is a modest round-to-round variation in the effects of values on beliefs. The relationship between Openness and cultural beliefs was negative and largely consistent across the Western and Eastern countries. Similarly, the effects of Self-enhancement were positive across these Western and Eastern countries. In contrast, the effects of Openness on economic beliefs were positive for the Eastern countries but largely weak and inconsistent for the Western countries. Finally, the effects of Self-enhancement on cultural beliefs are weak for both cultural contexts.

Emerging technology has provided public sector leaders with unprecedented opportunities to redefine the relationship between citizens and the state. Yet, even as leaders embrace the promise and possibilities afforded by digital government, there is little consensus about the political implications of digital government. While some experts expect little impact, others claim that advances in digital government will have significant political implications. This study assesses the political implications of digital government from an international perspective. Using data recently compiled by the United Nations (U.N.), the findings indicate that digital government is likely to produce significant political implications. Specifically, advances in digital government are likely to engender greater citizen support for government as well as higher levels of political participation.

Populism is Janus-faced. There is not a single form of populism but rather a variety of different forms, each with profoundly different political consequences. Despite the current hegemony of authoritarian populism, a much different sort of populism is also possible: democratic and antiestablishment populism, which combines elements of liberal and democratic convictions. When we examine the relationship between populism and constitutional democracy, populism should not be considered in isolation from its host ideology. Examples of democratic, liberal, socially inclusive forms of populism quite clearly show that authoritarianism and anti-pluralism are not necessarily the key elements of populism. However, the paucity of democratic populism also suggests that we have to look at factors other than ideology to understand why nativist and authoritarian populism currently dominates the political scene. Without understanding the political economy of the populist revolt, it is difficult to understand the true roots of populism and, consequently, to devise an appropriate democratic alternative to authoritarian populism. The ascendancy of right-wing nationalist populism today is a symptom of the failure of progressive politics.

AbstractRecent micro-level studies have suggested that globalization—in particular, economic globalization and trade with China—breeds political polarization and populism. This study examines whether or not those results generalize by examining the country-level association between vote shares for European populist parties and economic globalization. Using data on vote shares for 267 right-wing and left-wing populist parties in 33 European countries during 1980–2017, and globalization data from the KOF institute, we find no evidence of a positive association between (economic or other types of) globalization and populism. EU membership is associated with a 4–6-percentage-point larger vote share for right-wing populist parties.

Highbrow culture may not always be central to cultural capital and, in such circumstances, the distinctiveness of middle-class consumption of highbrow culture may diminish, becoming more similar to working-class consumption. Using data from 30 European countries, I explore this issue through examining three questions: 1) is class identity associated with highbrow consumption; 2) does this association vary across countries; and 3) is the relationship between class identity and highbrow consumption altered when the majority of people in a given society identify as either ‘working-class’ or ‘middle-class’? After accounting for other socio-demographic controls, people who identify as middle-class are more active highbrow consumers than those who identify as working class. Yet, the distinctiveness of middle-class consumption of highbrow culture varies across countries and is negatively correlated with how many people identify as working-class in a society. As more people identify as working-class (rejecting middle-class identities) highbrow culture less clearly distinguishes middle-class and working-class identifiers. In the absence of any class-structured divisions in highbrow culture, whether and how cultural practices function as a form of cultural capital is likely quite different, reinforcing the claim that the centrality of highbrow culture to cultural capital varies geographically.

Abstract Understanding the legacy of settler colonialism requires understanding the nature and scope of anti-Indigenous attitudes. But what, exactly, are the political consequences of anti-Indigenous attitudes? Answering this question requires recognizing that attitudes toward Indigenous peoples are distinct from White racial attitudes toward other disempowered groups. In this paper, I introduce a novel measure of Indigenous resentment. I then show that Indigenous resentment is an important predictor of policy attitudes using data collected from an original survey of White settlers. I estimate the effect of both Indigenous resentment and negative affect on policy attitudes—opposition to welfare and support for pipeline developments—to make the case that Indigenous resentment is a better measure of anti-Indigenous attitudes than affective prejudice, and that Indigenous resentment is an important omitted variable in the study of public opinion in settler societies.

The U.S. has been in a state of exception now for many years, and there appears to be no end in sight. There exists an entire generation who has know life under only this form of government, one that, as Giorgio Agamben explains, takes “a position at the limit between politics and law…an ambiguous, uncertain, borderline fringe, at the intersection of the legal and the political.” In the name of security, the characteristic limiting of constitutional rights, the sanctioning of torture, and the proliferating of NSA surveillance are fast becoming the norm. Recently, much has been written concerning the bio-political consequences of an endless state of exception in which the executive power trumps the judiciary, and a new legal order emerges. This chapter will consider the relationship between corruption and the permanent state of exception.

This chapter explores the relationship between populism and environmental justice in Latin America. It was not only within the framework of overtly dictatorial regimes during the 20th century that the struggles for social justice and human rights in Latin America faced severe obstacles and suffered setbacks. They have also been badly hampered by populism — both right-wing neo-populism with its component of intolerance and conservatism, and left-wing populism, which, by means of co-opting civil society, helps demobilise it and slow down or limit processes of awareness and radicalisation of democracy. The struggles for environmental justice are a crucial example of this. The chapter then addresses the main aspects of how left-wing neo-populism has undermined environmental justice in Latin America, and particularly in Brazil. It focuses more closely on the political and ideological consequences of left-wing populism's contradictions and failure in terms of a deepening of social tensions and struggles. The chapter argues that left-wing neo-populism has been ultimately part of the problem rather than of the solution.

The study of inequality in health concerns the relationship between socially structured characteristics and health outcomes. Howewer, health disparities are also linked to purely individual characteristics and contextual ones. In particular, the contextual effect at a national level may reflect differences in the functioning and performing of national health institutions, that may be conceived as further determinants of health inequalities. In this work we aim at estimating the effect of education on self-assessed health across European countries, taking into account potential confounders like age, gender and family social background. Using a multilevel model with individuals nested in countries, we can achieve two aims. First, we can see whether countries differ in their average self-assessed health score. Second, we can test our hypothesis about the existence of a European social gradient, that is that education exerts a relatively constant effect on self-assessed health. We develop our models using data from European Social Surveys (88,842 interviews).

To analyse the Spanish national question requires considering the relationship between the idea of the nation and the phenomenon of nationalism on one side, and the question of political plurality on the other. The approval of the Constitutional text 40 years ago was achieved thanks to a delicate semantic balancing act concerning the concept of nation, whose interpretation remains open. Academic studies of public opinion, such as the famous Linz-Moreno Question—also known as Moreno Question—that measures the possible mixture of Spanish subjective national identity, are equally the object of wide controversy. The extent to which political plurinationality is a suitable concept for defining the country is not clear because, amongst other reasons, the political consequences that might derive from adopting the concept are unknown. This article sets out the thesis that Spain is a plurinational labyrinth since there is neither consensus nor are there discursive strategies that might help in forming an image of the country in national terms. The paradox of this labyrinth is that, since the approval of the Constitution in 1978, the political actors have accepted that nationality in Spain is insoluble without taking the plurinational idea into account. But, at the same time, it is not easy to assume such plurinationality in practical terms because the political cost to those actors that openly defend national plurality is very high. For this reason, political discourses in Spain on the national question offer a highly ambiguous scenario, where the actors seek windows of opportunity and are reluctant to take risks in order to solve this puzzle situation. The aim of this paper is to analyse which indicators are most efficient for testing how the different actors position themselves facing the phenomenon of the Spanish plurinational labyrinth. The clearest examples are what we refer to here as the concepts of (i) intersubjective national identity and (ii) plurinational governments.
