One of the most contentious issues over American educational reform is government sponsorship of school vouchers and tax credits in elementary and secondary education. Voucher advocates have long believed that public schools have little interest in education reform which diminishes its monopolistic position in the public education enterprise which effectuates a system of escalating cost, inefficiencies, and unacceptable student performance. Also, they claim that in a nation historically devoted to free enterprise and equal education opportunity, the expansion of school choice opportunity is a natural progression. Conversely, voucher opponents posit that such programs are not only unconstitutional, but would also redirect valuable resources away from schools serving students with the greatest need. They view voucher policy as highly divisive in that it fosters government entanglement with churches and serves as a catalyst for the re-segregation of public schools, further amplifying educational inequality. High-profile public battles over school vouchers in the United States have mainly focused on poor and minority children served by public schools in large urban areas. On the other hand, school choice for special need students, though expanding significantly, has not received as much attention. This article reviews the legal history of private contracting for special education services, describes the current choice programs for students with disabilities, recounts the legal challenges, discusses policy implications, and considers its formulation in the context of the largest levels of inequality in American History.

The Pakistani Constitution promises “free and compulsory” education for all, but 20 million children are not in school. Many who are enrolled receive poor-quality education: surveys show Pakistani students ranking among the lowest achievers in the world. This has led families in all but the lowest income groups to seek private alternatives for their children, weakening the constituency for improved public schools. Under Prime Minister Imran Khan, the government has pushed for a Single National Curriculum. Critics contend that it will not address lack of access or the poor quality of education, but that it could lead to restrictions on school choice, provincial autonomy, and linguistic diversity, while imposing a narrow vision of national identity.

We examine whether low-skilled immigration to the United States has contributed to immigrants' residential isolation by reducing native demand for public schools. We address endogeneity in school demographics using established Mexican settlement patterns in California and use a comparison group to account for immigration's broader effects. We estimate that between 1970 and 2000, the average California school district lost more than 14 non-Hispanic households with children to other districts in its metropolitan area for every 10 additional households enrolling low-English Hispanics in its public schools. By disproportionately isolating children, the native reaction to immigration may have longer-run consequences than previously thought. (JEL H75, I21, J15, J24, J61, R23)

Background With the expansion of charter school networks, population losses in urban district schools and stretched budgets have encouraged struggling districts to adopt closure-as-reform. School closings have received considerable attention in the media as a controversial reform, reconfiguring the educational landscapes of over 70 post-industrial cities like Chicago, Detroit, and New Orleans. However, in the last decade, few scholars have considered the project of examining closures—their process and their effects—empirically. Purpose In this article, we examine the rollout of 30 school closures in Philadelphia in 2012 and 2013 to explain how school closures have become yet another policy technology of Black community and school devaluation in the United States. Moving beyond educational studies that have focused on the outcomes of mass school closures like student achievement and cost savings, we argue that a thorough theorization of how race, violence, and community values relate to school closure as process could help to explain the ways in which contemporary educational policy reforms are creating new modes of communal disposability in cities’ poorest zip codes. Setting/Participants Data collection occurred in two comprehensive high schools in Philadelphia slated for closure in 2012 and 2013: Johnson High and Franklin High. Participants at both schools included students, teachers, parents, community members, and district officials. Research Design The authors spent several years in their respective schools recording observations of instructional practice, community meetings, and district events and interviewing key informants such as students, teachers, administrators, and district officials. The first author spent three years at Johnson High School, from September 2011 to June 2013. The second author spent five years at Franklin High School, from September 2008 to June 2013. She also spent hundreds of hours at the high school examining archival materials and interviewing students, teachers, and alumni about their experiences in the school and community. In addition to their individual case studies, the authors jointly transcribed and coded over two dozen community and district meetings’ video recordings during the 2012 and 2013 closures. In the aftermath of the school closures process, we used a comparative ethnographic method to compare and contrast the events that occurred at these two schools. Findings Suturing anthropologies of violence and education to frame the analysis, we explore moments of collision between policy discourses deployed by state and local officials that crafted closures as inevitable and threatened school communities’ articulations of the racialized implications of the closures. We further localize our analysis to demonstrate how two school communities—one majority Asian and another majority Black—with similar performances and characteristics met dramatically different fates. Given the lack of transparency in how decisions were made around which schools to close, the ways in which these communities read and responded to the closure threat offer a window into the ways in which race informed the valuation process across schools. Conclusions/Recommendations We conclude with a plea to state and federal policymakers to consider the long-term ramifications of school choice expansion and state disinvestment for the health and stability of traditional public schools. We encourage policymakers to move in a more reparative direction, prioritizing the needs of those “unchosen” by choice and imagining a system that might serve all students more equitably.

Given the significant growth rate and geographic expansion of private school choice programs over the past two decades, it is important to examine how traditional public schools respond to the sudden injection of competition for students and resources. Although prior studies of this nature have been limited to Florida and Milwaukee, using multiple analytic strategies this paper examines the competitive impacts of the Louisiana Scholarship Program (LSP) to determine its achievement impacts on students in affected public schools. Serving 4,954 students in its first year of statewide expansion, this targeted school voucher program provides public funds for low-income students in low-performing public schools to enroll in participating private schools across the state of Louisiana. Using (1) a school fixed effects approach and (2) a regression discontinuity framework to examine the achievement impacts of the LSP on students in affected public schools, this competitive effects analysis reveals neutral to positive impacts that are small in magnitude. Policy implications are discussed.

In an effort to promote public elementary and secondary education that meets world standards where all students have equal access to 21st-century public schools, some countries have adopted Education For All (EFA) policy. This article examines how three selected countries (the United States, Nigeria, and Gambia) are implementing the idea of giving all children the opportunity of equal access to public education. The article explores the historical trend of the concept and several education policies enacted in each country to make the program productive.

Background:Physical education (PE) classes provide opportunities for children to be active. This study examined the associations between specific environmental characteristics (teacher characteristics; class size, duration and location; and lesson context) and elementary school-aged children’s moderate-to-vigorous activity (MVPA) during PE.Methods:Environmental characteristics and student activity levels were measured in 211 third-, fourth-, and fifth-grade PE classes in 74 Texas public schools using SOFIT direct observation.Results:Students engaged in less than half their PE class time in MVPA (38%), while approximately 25% of class time was spent in classroom management. Percent time in MVPA was significantly higher in outdoor classes compared with indoors (41.4% vs. 36.1%, P = .037). Larger (P = .044) and longer (P = .001) classes were negatively associated with percentage of MVPA and positively correlated with time spent in management (P < .001).Conclusions:Findings suggest that children’s activity may be influenced by environmental factors such as class size, location, and lesson contexts. These findings hold important policy implications for PE class organization and the need for strategies that maximize children’s MVPA. Further research is needed to test the causal association of these factors with student MVPA.

Betsy DeVos, the new U.S. Secretary of Education, has a reform agenda to advance school choice. Her track record includes enabling charter school growth in Michigan at taxpayers’ expense with little oversight or accountability. Although an effective advocate, DeVos represents a broader policy movement to privatize American education, much of it happening beneath public awareness. Understanding Ms. DeVos’s policy goals, how the President and Congress are supporting these, and how privatization is occurring in states can help principals and education leaders recognize the stakes, learn what to watch for, and take appropriate actions to preserve and strengthen America’s public schools.

The Common Core State Standards (CCSS) are part of a third wave of school reform in the United States. With accompanying tests, these standards combine calls for increased academic rigor, beginning in the 1980s, with more recent efforts to hold schools, teachers, and students accountable for learning outcomes in publicly funded schools. Origins of CCSS can be traced to the 1996 National Education Summit where the National Governors Association (NGA), philanthropic foundations, and business leaders founded Achieve to broker rigorous high school graduation requirements. In 2009, Achieve became the project manager for the construction of CCSS. In 2010, implementation began with incentives from the Obama administration and funding from the Gates Foundation. Advocates choose among a variety of rationales: faltering American economic competitiveness, wide variability among state standards and educational outcomes, highly mobile student populations, and/or a growing income achievement gap. Critics cite federal intrusion in states’ rights, a lack of an evidentiary base, an autocratic process of CCSS production, and/or a mis-framing of problems facing public schools. With the reauthorization of the Elementary and Secondary Education Act (ESEA) as the Every Student Succeeds Act of 2015, federal advocacy of CCSS ended officially.

PurposeThis paper aims to identify the determinants of school choice and factors that define the success of a school as perceived by the parents and then compare “Public” and “Private” schools with respect to the explored criteria to determine the strengths and weaknesses of the institutions.Design/methodology/approachThe study is based on 1,121 quantitative data collected through survey questionnaire from the parents living in urban areas of Bangladesh. The school choice model was developed and validated by applying structural equation modeling.FindingsThis paper offers a statistically significant, robust and reliable five-dimensional 23-item school choice model that includes both school characteristics and preferred outcomes as perceived by the parents. Characteristic-wise comparisons in terms of characteristics revealed that public schools are superior to private institutions in fulfilling several choice criteria such as parents–teacher relationships, performance of the teachers, offerings of special programs, safety assurance in the campus and in having bigger campus with playground. On the other hand, private schools dominate in providing better educational environment, arranging training to the teachers, ensuring satisfactory library services and delivering information effectively to the parents. Among outcome determinants, government schools are well ahead in creating self-discipline, morality and good work habits among students. Private schools are superior in developing critical thinking skill of the kids.Originality/valueThere is a gap of comprehensive empirical study on school choice in South Asia region that includes both school characteristics and outcomes. Therefore, this paper contributes significantly to the relevant literature.

While the possible decline in the level of social capital in the United States has received considerable attention by scholars such as Putnam and Fukuyama, less attention has been paid to the local activities of citizens that help define a nation's stock of social capital. Scholars have paid even less attention to how institutional arrangements affect levels of social capital. We argue that giving parents greater choice over the public schools their children attend creates incentives for parents as “citizen/consumers” to engage in activities that build social capital. Our empirical analysis employs a quasi-experimental approach comparing parental behavior in two pairs of demographically similar school districts that vary on the degree of parental choice over the schools their children attend. Our data show that, controlling for many other factors, parents who choose when given the opportunity are higher on all the indicators of social capital analyzed. Fukuyama has argued that it is easier for governments to decrease social capital than to increase it. We argue, however, that the design of government institutions can create incentives for individuals to engage in activities that increase social capital.
