Women’s Representation and Implications for Fairness, Trust, and Performance in Local Government: A Survey Experiment in Sri Lanka

How do quotas for women in Sri Lanka’s local government institutions affect key governance indicators such as perceived fairness, institutional trust, and perceived performance? These dimensions of governance are underexplored in the context of gender quota policies in patriarchal societies like that of Sri Lanka. The study hypothetically varied the quota provision for women (decrease to 10%, increase to 45%, or keep at the current 25%) in local government, and then tried to understand people’s opinions about the three governance indicators. When examining the results of the experiment (around 1,200 samples), it was found that perceived fairness, institutional trust, and perceived performance increased along with the greater quota provision. Possible mechanisms for the increases in institutional trust and perceived performance may be associated with the signal of fairness generated by the increase of quota provision for women.

Abstract. The positive effects of goal setting on motivation and performance are among the most established findings of industrial–organizational psychology. Accordingly, goal setting is a common management technique. Lately, however, potential negative effects of goal-setting, for example, on unethical behavior, are increasingly being discussed. This research replicates and extends a laboratory experiment conducted in the United States. In one of three goal conditions (do-your-best goals, consistently high goals, increasingly high goals), 101 participants worked on a search task in five rounds. Half of them (transparency yes/no) were informed at the outset about goal development. We did not find the expected effects on unethical behavior but medium-to-large effects on subjective variables: Perceived fairness of goals and goal commitment were least favorable in the increasing-goal condition, particularly in later goal rounds. Results indicate that when designing goal-setting interventions, organizations may consider potential undesirable long-term effects.

AbstractThe activity of representatives of the elites of the Grand Duchy of Lithuania, which sought equality with the Crowners, but also the defense of their prerogatives was present from the first days after the signing of the Lublin Union. Analyzing this issue, it should be remembered that the Crown and Lithuania were separated state bodies, which union did not merge into one country, but formed a federal state. They were characterized by a separate treasury, army, offices, judiciary, law, local government institutions, i.e. basically everything that determines the administrative independence of the country. Lithuanians wanted to guarantee the same rights as the Crown nobility had, however, remaining separate. Thus, offices were established having the same prerogatives in the Crown and the Grand Duchy of Lithuania, such as the Grand and Field Hetman, Chancellor and Vice-Chancellors, Treasurer and Grand and Court Marshal, as well as a number of land and town dignities and dignitaries. The first of these were allocated appropriate seats in the senate, behind their crown counterparts, which caused quarrels between Poles and Lithuanians. However, manifestations of activity guaranteeing and “reminding” Poles of Lithuania’s separateness from the Crown were evident throughout the entire existence of the federal Commonwealth.

Abstract The topic of government-nonprofit collaboration continues to be much-discussed in the literature. However, there has been little consensus on whether and how collaborating with government is beneficial for the performance of community-based nonprofits. This article examines three dominant theoretical interpretations of the relationship between collaboration and performance: collaboration is necessary for the performance of nonprofits; the absence of collaboration is necessary for the performance of nonprofits; and the effect of collaboration is contingent on the nonprofits’ bridging and bonding network ties. Building on the ideas of governance, nonprofit, and social capital in their respective literature, this article uses set-theoretic methods (fsQCA) to conceptualize and test their relationship. Results show the pivotal role of the nonprofit’s network ties in mitigating the effects of either collaborating or abstaining from collaborating with government. Particularly, the political network ties of nonprofits are crucial to explaining the relationship between collaboration and performance. The evidence demonstrates the value of studying collaboration processes in context.
