Too much policing: Why calls are made to defund the police

The repeat use of fatal force against unarmed people of color has driven global protests against police violence and fueled criticism of policing as a mechanism for public safety. In the US, calls to abolish, transform, or reform policing have reemerged with a primary focus on the elimination of structural racism. In this essay, we contend that a two-tier policing problem exists. The first is the continued use of policing to enforce racial dominance through policing practices labeled as “proactive”. The second is contemporary “warrior-style” police training that normalizes the expectation of unquestioned compliance with police directives and authorizes police to use physical force in its absence. This dangerous combination results in over-policing the public generally and Black members of the public specifically. Select incidents are provided to support these claims. We conclude by expressing support for the call to reallocate portions of policing budgets toward other government and community-based structures that function to enhance the ability of people to survive and thrive rather than operate as mechanisms of pre-adjudication punishment and state-sanctioned coercion.

Issues of technique, aesthetics, and the invisibilization of identity politics are explored in the context of this site-specific performance.

The US Department of Homeland Security’s new “If You See Something, Say Something” campaign displays a renewed drive to redistribute surveillance responsibilities to the public. Using this campaign as its point of departure, this article examines the relationship between conditions of sovereign governance and public lateral surveillance campaigns. As the police and other sovereign institutions have receded from their traditional public responsibilities, many surveillance functions have been assumed by the lay population via neighborhood watch and other community-based programs. Comparing this development with the policing functions of lateral surveillance during the Norman Conquest, this article provides a historically grounded analysis of the potential for this responsibilization to fracture the social by transforming communal bonds into technologies of surveillance power.

Recently, speech, language, and hearing sciences (SLHS) programs became increasingly aware of structural racism, inequity, and injustice in the professions and world. Although a consistent experience for many people of color, this current reality requires scholars and educators to interrogate concepts and employ more transformative concepts fitting for this new era. Concepts are the basis of thought, essential for communication, necessary for building knowledge, and the building blocks of theory. Critical theory was used to conduct a preliminary analysis of five concepts used in SLHS. The concepts were analyzed keeping in mind the historical, political, and cultural influences on how the concepts are used and understood in SLHS. The analysis revealed that these concepts were typically not defined in SLHS literature, and without collective critical reflection, the continued use of those concepts could lead to inequities and/or exclusion. Suggestions for more equitable concepts are provided.

Through an examination of the term people of color, this conceptual paper illustrates how the use of historical racial labels in the US, supposedly aimed at denouncing racism, seems to reproduce that which the labels purport to condemn. With a primary focus on Blacks or African-Americans, this paper draws purely on a review and analysis of secondary information to argue that any antiracist agenda that utilizes terms that were associated with historical racism may well be reproducing the racist ideologies that justified slavery and Jim Crow laws. This paper calls for the elimination of the term people of color and related labels from popular usage for the following reasons: (1) the racialized representation of color in historical race relations, (2) the deleterious implications of color for contemporary interracial and intraracial relations, and (3) the misleading universalism and racial divisiveness in the term people of color. These issues are discussed following an introduction and a conceptual framework. The paper concludes with a recommendation of appropriate terms for racial identification.

This essay reflects on the many upheavals of the past year and their implications for critical scholarship on surveillance. The COVID-19 pandemic, anti-science policies, radicalized white supremacists, police killings of people of color, and the resurgence of the racial justice movement all inflect surveillance practices in the contemporary moment. In particular, today’s polarized political landscape makes it difficult to condemn surveillance in the service of the public good, but irrespective of one’s goals or intentions, the embrace of transparency carries its own risks. Transparency, and scientific vision more broadly, is an extension of the Enlightenment and subsequent scientific revolution, which from the start sought to advance knowledge and consolidate white power through the violent subjugation of nature, women, and racial minorities. One fundamental risk of valorizing transparency is that doing so occludes the ways that relations of domination are indelibly encoded into surveillance systems and practices. Given this, I argue that the project of decolonizing surveillance inquiry should now be our primary focus as a field.

Three very different field sites—First Nations communities in Canada, water charities in the Global South, and the US cities of Flint and Detroit, Michigan—point to the increasing precariousness of water access for historically marginalized groups, including Indigenous peoples, African Americans, and people of color around the globe. This multi-sited ethnography underscores a common theme: power and racism lie deep in the core of today’s global water crisis. These cases reveal the concrete mechanisms, strategies, and interconnections that are galvanized by the economic, political, and racial projects of neoliberalism. In this sense neoliberalism is not only downsizing democracy but also creating both the material and ideological forces for a new form of discrimination in the provision of drinking water around the globe. These cases suggest that contemporary notions of environmental and social justice will largely hinge on how we come to think about water in the twenty-first century.

In her recent book Precarious Life, Judith Butler points out that not more than ten days after 9/11, on 20 September 2001, George W. Bush urged the American people to put aside their grief; she suggests that such a refusal to mourn leads to a kind of national melancholia. Using psychoanalytic theory on melancholia, this article diagnoses causes and effects of such national melancholia. Further, it considers how a refusal to mourn in prophetic and apocalyptic texts and their interpretations operates within mainstream US American politics like the encrypted loss of the melancholic, thus creating the narcissism, guilt, and aggression that sustain the pervasive disavowal of loss in the contemporary moment. This article explore the ways in which the texts of Ezekiel, Micah, Revelation, and their interpreters exhibit the guilt and aggression of melancholia, in describing Israel as an unfaithful and wicked woman whose pain should not be mourned. These melancholic patterns are inherited by both by contemporary apocalyptic discourses and by the discourse of what Robert Bellah calls ‘American civil religion’, in which the US is the new Christian Israel; thus they help to position the public to accept and perpetuate the violence of war, and not to mourn it.

2018 marks the 100th anniversary of the proclamation of Ukrainian independence. OnJanuary 22, 1918, the Ukrainian People’s Republic proclaimed its independence by adopting the IV Universal of the Ukrainian Central Rada, although this significant event was «wiped out» from the public consciousness on the territory of Ukraine during the years of the Soviet totalitarian regime. At the same time, January 22 was a crucial event for the Ukrainian diaspora in the USA. This article examines how American Ukrainians interacted with the USA Government institutions regarding the celebration and recognition of the Ukrainian Independence day on January 22. The attention is focused on the activities of ethnic Ukrainians in the United States, directed at the organization of the special celebration of the Ukrainian Independence anniversaries in the US Congress and cities. Drawing from the diaspora press and Congressional Records, this article argues that many members of Congress participated in the observed celebration and expressed kind feelings to the Ukrainian people, recognised their fight for freedom, during the House of Representatives and Senate sessions. Several Congressmen submitted the resolutions in the US Congress urging the President of United States to designate January 22 as «Ukrainian lndependence Day». January 22 was proclaimed Ukrainian Day by the governors of fifteen States and mayors of many cities. <?page nr="1"?>Abstract This article investigates the ways in which service-learning manifests within our neoliberal clime, suggesting that service-learning amounts to a foil for neoliberalism, allowing neoliberal political and economic changes while masking their damaging effects. Neoliberalism shifts the relationship between the public and the private, structures higher education, and promotes a façade of community-based university partnerships while facilitating a pervasive regime of control. This article demonstrates that service-learning amounts to an enigma of neoliberalism, making possible the privatization of the public and the individualizing of social problems while masking evidence of market-based societal control. Neoliberal service-learning distances service from teaching and learning, allows market forces to shape university-community partnerships, and privatizes the public through dispossession by accumulation.


This volume addresses the relationship between archaeologists and the dead, through the many dimensions of their relationships: in the field (through practical and legal issues), in the lab (through their analysis and interpretation), and in their written, visual and exhibitionary practice--disseminated to a variety of academic and public audiences. Written from a variety of perspectives, its authors address the experience, effect, ethical considerations, and cultural politics of working with mortuary archaeology. Whilst some papers reflect institutional or organizational approaches, others are more personal in their view: creating exciting and frank insights into contemporary issues that have hitherto often remained "unspoken" among the discipline. Reframing funerary archaeologists as "death-workers" of a kind, the contributors reflect on their own experience to provide both guidance and inspiration to future practitioners, arguing strongly that we have a central role to play in engaging the public with themes of mortality and commemoration, through the lens of the past. Spurred by the recent debates in the UK, papers from Scandinavia, Austria, Italy, the US, and the mid-Atlantic, frame these issues within a much wider international context that highlights the importance of cultural and historical context in which this work takes place.
