The US Department of Homeland Security’s new “If You See Something, Say Something” campaign displays a renewed drive to redistribute surveillance responsibilities to the public. Using this campaign as its point of departure, this article examines the relationship between conditions of sovereign governance and public lateral surveillance campaigns. As the police and other sovereign institutions have receded from their traditional public responsibilities, many surveillance functions have been assumed by the lay population via neighborhood watch and other community-based programs. Comparing this development with the policing functions of lateral surveillance during the Norman Conquest, this article provides a historically grounded analysis of the potential for this responsibilization to fracture the social by transforming communal bonds into technologies of surveillance power.

<?page nr="1"?>Abstract This article investigates the ways in which service-learning manifests within our neoliberal clime, suggesting that service-learning amounts to a foil for neoliberalism, allowing neoliberal political and economic changes while masking their damaging effects. Neoliberalism shifts the relationship between the public and the private, structures higher education, and promotes a façade of community-based university partnerships while facilitating a pervasive regime of control. This article demonstrates that service-learning amounts to an enigma of neoliberalism, making possible the privatization of the public and the individualizing of social problems while masking evidence of market-based societal control. Neoliberal service-learning distances service from teaching and learning, allows market forces to shape university-community partnerships, and privatizes the public through dispossession by accumulation.


This volume addresses the relationship between archaeologists and the dead, through the many dimensions of their relationships: in the field (through practical and legal issues), in the lab (through their analysis and interpretation), and in their written, visual and exhibitionary practice--disseminated to a variety of academic and public audiences. Written from a variety of perspectives, its authors address the experience, effect, ethical considerations, and cultural politics of working with mortuary archaeology. Whilst some papers reflect institutional or organizational approaches, others are more personal in their view: creating exciting and frank insights into contemporary issues that have hitherto often remained "unspoken" among the discipline. Reframing funerary archaeologists as "death-workers" of a kind, the contributors reflect on their own experience to provide both guidance and inspiration to future practitioners, arguing strongly that we have a central role to play in engaging the public with themes of mortality and commemoration, through the lens of the past. Spurred by the recent debates in the UK, papers from Scandinavia, Austria, Italy, the US, and the mid-Atlantic, frame these issues within a much wider international context that highlights the importance of cultural and historical context in which this work takes place.

Approximately 1.7 million delinquency cases are disposed in juvenile courts annually (Puzzanchera, Adams, & Sickmund, 2011). Of these youth, tens of thousands experience confinement in the US (Sawyer, 2019), while hundreds of thousands experience probation or are sentenced to community based programs (Harp, Muhlhausen, & Hockenberry, 2019). These youth are placed in the care of programs overseen by directors and clinicians. A survey of facility directors and clinicians from member agencies of the National Partnership for Juvenile Services (NPJS) Behavioral Health Clinical Services (BHCS) committee identified three primary concerns practitioners face in caring for these youth; 1) low resources to recruit and retain quality staff, 2) training that is often not a match for, and does not equip staff to effectively manage the complex needs of acute youth, and 3) the perspective of direct care as an unskilled entry-level position with limited impact on youth’s rehabilitation. This article seeks to address these issues and seeks to highlight potential best practices to re-solve for those obstacles within juvenile services.

It is in the US that the case study genre is reinvented within a politicised psychiatric-psychoanalytical framework in the work of Viola Bernard. Bernard’s writings pose enduring questions about the relationship between activism and US psychiatry, politics and race relations. This chapter traces Bernard’s efforts to develop a new, authoritative and politically effective narrative through her case notes and advocacy about black subjects. This involved mobilising the case study genre in the public domain at large, for political as well as medical purposes, in the context of a turbulent period in US history.

The complexity of COVID-19 and variations in control measures and containment efforts in different countries have caused difficulties in the prediction and modeling of the COVID-19 pandemic. We attempted to predict the scale of the latter half of the pandemic based on real data using the ratio between the early and latter halves from countries where the pandemic is largely over. We collected daily pandemic data from China, South Korea, and Switzerland and subtracted the ratio of pandemic days before and after the disease apex day of COVID-19. We obtained the ratio of pandemic data and created multiple regression models for the relationship between before and after the apex day. We then tested our models using data from the first wave of the disease from 14 countries in Europe and the US. We then tested the models using data from these countries from the entire pandemic up to March 30, 2021. Results indicate that the actual number of cases from these countries during the first wave mostly fall in the predicted ranges of liniar regression, excepting Spain and Russia. Similarly, the actual deaths in these countries mostly fall into the range of predicted data. Using the accumulated data up to the day of apex and total accumulated data up to March 30, 2021, the data of case numbers in these countries are falling into the range of predicted data, except for data from Brazil. The actual number of deaths in all the countries are at or below the predicted data. In conclusion, a linear regression model built with real data from countries or regions from early pandemics can predict pandemic scales of the countries where the pandemics occur late. Such a prediction with a high degree of accuracy provides valuable information for governments and the public.

This exploratory text starts from a doctoral-unemployed experience and was triggered by the discussions within a collective of doctoral students on this particularly ambiguous status since it is situated between student, unemployed, worker, self-entrepreneur, citizen-subject of social rights or user-commuter in offices and forms. These discussions motivated the reading and commentary of a heterogeneous set of texts on unemployment, precariousness and the functioning of the institutions of the social state. This article thus focuses on the relationship between knowledge and unemployment, as embodied in the public space, in the relationship with Pôle Emploi, and in the academic literature. It articulates a threefold problematic : what is known and said publicly about unemployment? What can we learn from the very experience of the relationship with an institution like Pôle Emploi? How can these observations contribute to an understanding of social science inquiry and the political role of knowledge fromm precariousness?

This chapter compares and contrasts the curriculum, pedagogy, instructional materials, and extracurricular activities in a community-based CHL school and a Chinese-English DLI program in a southeast state of the US to discern how each is promoting Chinese immigrant children's heritage language and cultural learning. The author also explored how each school was supported by the local community. The result of this study indicates that the curriculum of the community-based CHL school was more focusing on teaching heritage culture as well as the reading and writing of Chinese words. In the Chinese-English DLI program, its cultural study curriculum in the social studies classes was more focused on the US citizenship education. However, in the social studies classes, teachers in the DLI program were able to integrate more Chinese literacy learning activities into the subject content instruction.

The coda to this book uses modernist authors’ diverse engagements with academic institutions on the US lecture tour as an opportunity to reconsider long-standing scholarly narratives about modernist institutionalization. In particular, it argues that the academic institution is not the closed, autonomous space that critics frequently make it out to be and that modernism’s relocation into the university during the postwar period should not be seen as a retreat from the social world. After highlighting several scenes from this book that reflect an alternative perspective on modernism’s relationship with the university, the coda makes a final call for us to model our contemporary institutions on the US lecture tour’s diverse social engagements as a way of furthering recent efforts in the public humanities.

This Chapter advances two claims which are related and sustain each other. The first is that in the contemporary “post-Fordist” world, the coupling of imprisonment and production persists in a relationship, if not between “the prison” and “the factory” – as Dario Melossi and Massimo Pavarini wrote 40 years ago – rather between “the prison” and “subordination”, because what all the multiple forms of “labor” and “non-labor” have in common – and have in common with the origins of protoindustrial capitalism – is subordination. The second is that the traditional reading of the “Rusche and Kirchheimer hypothesis” on the relationship between economic cycles and imprisonment depends on the specific conjuncture and class composition of the capitalist social formation to which it is applied. One thing is economic development in the period of Fordist mass industry and another in the globalized and fragmented labor market of neo-liberalism. Often imprisonment promotes phases of capitalist development rather than crises and recessions. Furthermore, subordination and inequality are strictly linked and feed on each other. Inequality promotes subordination, by putting the squeeze on those who are at the bottom of the social hierarchy; but subordination at the same time promotes inequality, by making sure that those who occupy those bottom positions, stay there. One strong link in the chain of subordination to inequality is penality, because penality reinforces inequality by reaffirming subordination. Data about long-run empirical relationships between imprisonment rates and inequality measures for the US and Italy are discussed.

This paper attempts to clarify or to reposition some of the controversies generated by Burawoy’s defense of public sociology and by his vision of the mutually stimulating relationship between the different forms of sociology. Before arguing if, why, and how, sociology should or could be more ‘public’, it might be useful to reflect upon what it is we think we, as sociologists, know that ‘lay people’ do not. This paper thus explores the public sociology debate’s epistemological core, namely the issue of the relationship between sociologists’ and non-sociologists’ knowledge of the social world. Four positions regarding the status of sociologists’ knowledge versus lay people’s knowledge are explored: superiority (sociologists’ knowledge of the social world is more accurate, objective and reflexive than lay people’s knowledge, thanks to science’s methods and norms), homology (when they are made explicit, lay theories about the social world often parallel social scientists’ theories), complementarity (lay people’s and social scientists’ knowledge complement one another. The former’s local, embedded knowledge is essential to the latter’s general, disembedded knowledge), and circularity (sociologists’ knowledge continuously infuses commonsensical knowledge, and scientific knowledge about the social world is itself rooted in common sense knowledge. Each form of knowledge feeds the other). For each of these positions, implications are drawn regarding the terms, possibilities and conditions of a dialogue between sociologists and their publics, especially if we are to take the circularity thesis seriously. Conclusions point to the accountability we face towards the people we study, and to the idea that sociology is always performative, a point that has, to some extent, been obscured by Burawoy’s distinctions between professional, critical, policy and public sociologies.
