What factors explain public support for international redistribution? While the European Union has sent billions of taxpayers' money to over indebted euro countries in an attempt to avoid an economic collapse, these transfers have encountered fierce resistance among both donor and recipient constituents. However, we know surprisingly little about why citizens support or oppose redistribution within the EU. This paper suggests that domestic levels of corruption and institutional quality may be one of the most important explanations for the great variation in public support for financial assistance, bailouts and aid. Using recent European Elections Survey data merged with data on regional level quality of government, we show that the effects of institutional quality are consistently stronger than macro-economic factors, including economic development, inequality or levels of public debt. We find strong evidence that citizens in low corrupt contexts are more likely to support financial assistance to fellow member states. The results have implications for future challenges in securing public support for EU economic integration as well as for our understanding of how and why corruption undermines society's collective action capacity.

The European Union (EU) is facing one of the rockiest periods in its existence. At no time in its history has it looked so economically fragile, so insecure about how to protect its borders, so divided over how to tackle the crisis of legitimacy facing its institutions, and so under assault by Eurosceptic parties. The unprecedented levels of integration in recent decades have led to increased public contestation, yet at the same the EU is more reliant on public support for its continued legitimacy than ever before. This book examines the role of public opinion in the European integration process. It develops a novel theory of public opinion that stresses the deep interconnectedness between people’s views about European and national politics. It suggests that public opinion cannot simply be characterized as either Eurosceptic or not, but rather that it consists of different types. This is important because these types coincide with fundamentally different views about the way the EU should be reformed and which policy priorities should be pursued. These types also have very different consequences for behaviour in elections and referendums. Euroscepticism is such a diverse phenomenon because the Eurozone crisis has exacerbated the structural imbalances within the EU. As the economic and political fates of member states have diverged, people’s experiences with and evaluations of the EU and national political systems have also grown further apart. The heterogeneity in public preferences that this book has uncovered makes a one-size-fits-all approach to addressing Euroscepticism unlikely to be successful.

Although Poland is one of the leading recipients of the waste stream in the European Union (EU), it is at the same time below the average in terms of efficiency of their use/utilization. The adopted technological solutions cause waste processing rates to be relatively low in Poland. As a result, the report of the Early Warning and Response System (EWRS) of the EU indicated Poland as one of the 14 countries of the EU which are at risk in terms of possibility of achieving 50% recycling of waste. This article discusses the implemented technological solutions, and shows the profitability of the investment and the values of the process heat demand both for extractor and reactor. The experimental part analyzed the composition of the input and output of the process and compared it to the required fuel specifications. Attention was drawn to the need to improve the recycling process in order to increase the quality of manufactured fuel components. As potential ways of solving the problem of low fuel quality, cleaning the sorted reaction mass from solid particles and extending the technological line with a distillation column have been proposed. The recommended direction of improvement of the technology is also the optimization of the process of the reactor’s purification and removal of contaminants.

Abstract Scholars have long debated the positive and negative consequences of an aware public for the quality of governance in modern liberal democracies. This article extends this debate to the context of constitutional review by exploring how public awareness can limit the effective exercise of review by courts lacking strong public support. Incorporating aspects of both the legitimacy and separation of powers theories on judicial power, the author argues that public awareness weakens the efficacy of such unpopular courts by creating an electoral incentive for governments to defy adverse rulings, even when doing so may lead to punishment from other institutional stakeholders. The article develops a simple formal model that identifies how and under what conditions public awareness can influence an unpopular court's decision making. An analysis of rulings issued by the Court of Justice of the European Union finds support for the model's empirical implications.

THE SINGLE EUROPEAN ACT AND THE MAASTRICHT TREATY attempted to balance two principles of representation in their redesign of the institutional structures of the European Union: the one, based on the indirect representation of publics through nationally elected governments in the European Council and Council of Ministers; the other, based on the direct representation of publics through a more powerful European Parliament. There is much to be said for this balance, for neither of the two principles can, on its own, be an adequate solution at this stage in the development of the EU. The Council suffers from a non-transparent style of decision-making and is, in the view of many, closer to oligarchic than to democratic politics. On the other hand, the claims of the European Parliament to represent public sentiments on European integration are limited by low voter participation, the second-order nature of European elections and the still Protean nature of what we might call a transnational European demos. The EU lacks a single public arena of political debate, communications and shared meanings; of partisan aggregation and political entrepreneurship; and of high and even acceptance, across issues and member states, that it is European and not national majority views which should count in collective rule-making.

Voters who participate in elections to the European Parliament (EP) apparently use these elections to punish their domestic governing parties. Many students of the EU therefore claim that the party—political composition of the Parliament should systematically differ from that of the EU Council. This study shows that opposed majorities between council and parliament may have other than simply electoral causes. The logic of domestic government formation works against the representation of more extreme and EU-skeptic parties in the Council, whereas voters in EP elections vote more often for these parties. The different locations of Council and Parliament are therefore caused by two effects: a mechanical effect—relevant for the composition of the Council—when national votes are translated into office and an electoral effect in European elections. The article discusses the implications of this finding for our understanding of the political system of the EU and of its democratic legitimacy.

The article studies role of knowledge in business and analyzes tendencies of the formation of knowledge-intensive entrepreneurship (business) in the EU. It is shown that for small and medium-sized enterprises prospects of expansion of knowledge production and sales of products and services are associated with the internationalization of business. The author proposes the matrix of decision-making entrepreneurs, depending on the completeness and quality of information at their disposal on the market.

The European Commission's “Fit for 55” package of July 2021 provides for a significant increase in renewable energy and energy efficiency targets in the European Union (EU). However, the EU’s competences in the energy sector are severely limited and subject to sovereignty. Already in 2018, the EU adopted a Governance Regulation that provides for a hardening of the otherwise only soft governance in the areas of renewable energies and energy efficiency due to the lack of European competences. It is intended to ensure that the Commission's recommendations for improving national energy and climate plans are implemented by the member states. An analysis of the quality of implementation of these recommendations now shows that this has a positive effect in areas with harder soft governance but still needs improvement. Increasing the targets of regulatory action cannot be successful without revising the Governance Regulation and hardening soft governance along with it. Otherwise, the EU is not fit for its 55 percent target in 2030.

The European Parliament (EP) symbolizes many of the struggles that characterize the process of European integration and is at the core of many theoretical and empirical debates about representation, accountability, and legitimacy. This chapter draws on a variety of theoretical approaches to explain the complex role the EP plays in the political system of the European Union (EU). It starts with a brief overview of the history and functions of the assembly, followed by a theoretical explanation of its empowerment over time. Then, it determines the extent to which the EP is capable of influencing policymaking, both in legislative and non-legislative domains, as well as for the appointment of the Commission. It presents the political structure of the assembly and underlines the role of parliamentary groups and committees. It discusses the representativeness of the EP and the democratic quality of its internal functioning. Finally, it addresses current and future challenges for the EP.

The European Union (EU) provides financial assistance to the countries that are the current candidates and the potential candidates for the development of rural areas. These countries are supported by rural development (RD), one of the five components of the instrument for pre-accession assistance (IPA). Turkey is also a candidate country to benefit from the financial assistance provided by the EU. This research aims to reveal the situation of the projects carried out with IPARD in Çanakkale province within the country. As a matter of fact, Çanakkale takes place at the lower ranks in terms of the number of projects and the number of grants. Despite its potential, the reasons for not achieving the desired results in this province are the lack of qualified consultants, insufficient access to beneficiaries, and problems in licensing of lands. This research, thus, has also put forward various solution suggestions in order to minimize these problems.

Abstract Kidney transplantation offers better outcomes and quality of life at lower societal costs compared with other options of renal replacement therapy. In this review of the European Kidney Health Alliance, the current status of kidney transplantation throughout Europe and suggestions for improvement of transplantation rates are reported. Although the European Union (EU) has made considerable efforts in the previous decade to stimulate transplantation activity, the discrepancies among European countries suggest that there is still room for improvement. The EU efforts have partially been neutralized by external factors such as economic crises or legal issues, especially the illicit manipulation of waiting lists. Hence, growth in the application of transplantation throughout Europe virtually remained unchanged over the last few years. Continued efforts are warranted to further stimulate transplantation rates, along with the current registration and data analysis efforts supported by the EU in the Effect of Differing Kidney Disease Treatment Modalities and Organ Donation and Transplantation Practices on Health Expenditure and Patient Outcomes project. Future actions should concentrate on organization, harmonization and improvement of the legal consent framework, population education and financial stimuli.
