In the face of severe job problems, China's government has adopted a huge stimulus package in a bid to achieve eight per cent economic growth, which is said to guarantee at least enough jobs for the new entrants to the labour market. The real situation, however, will be much grimmer than statistics indicate. Unregistered groups like unemployed rural migrants, job-searching college graduates, laid-off workers and others together with the officially registered unemployed and the new market entrants could add up to 42 million altogether, while even the most optimistic estimates say only around 15 million new jobs could be created in 2009. Nevertheless, the stimulus package demonstrates an at least temporary shift in economic policy from capital-intensive to labour-intensive growth. Additionally, the new initiatives to boost social-security spending could help to address the grievances of the most vulnerable groups in the labour market. The Chinese government's reaction to the emerging employment crisis once again demonstrates the often underestimated adaptability of China's leadership.

We interviewed university graduates of 2020 in Ireland to understand how the coronavirus pandemic had affected them. Demonstrating a keen awareness of their mental health, participants had adopted self-care practices such as mindfulness. They recounted positive experiences of life in their ‘lockdown homes’ with supportive families. Some were embarking on normative adult pathways sooner than anticipated while others opted for postgraduate study to bide time. Participants reported heightened worry/anxiety and had limited their media use in response. Their plans did not extend beyond the immediate future, reflecting a degree of resignation. The participants accepted the strict constraints associated with pandemic management in Ireland. They did not view themselves as members of a group that was likely to experience the long-term costs of the pandemic but rather were attempting to negotiate their own pathway through labour market uncertainty while also demonstrating high levels of solidarity towards vulnerable groups in society.

AbstractEconomic exclusion is a multidimensional concept that has particular relevance in the context of ageing populations and globalised economies. Sustaining adequate incomes in old age and protecting older citizens from poverty are major challenges for governments and policy makers and they have been amplified in the face of the economic consequences of the COVID-19 pandemic. Over the past few decades most countries have made adjustments to their pension systems and other welfare related policies that concern older citizens, and these reforms have already had and will continue to have a differential impact on economic exclusion. For some, extending the working life and pushing back the legal age of retirement can be a safeguard against inadequate incomes in old age, while for others who are excluded from the labour market, or who are working in low paid jobs, economic exclusion remains a reality. The labour market implications of the pandemic are likely to exacerbate this risk for those whose situation was already fragile before the crisis.

During the 1970s, the community colleges were finally able to realize the vocationalization project that visionaries in the junior college movement from Koos to Gleazer had favored for almost half a century. Since the 1920s, as we saw in Chapters 2 and 3, the advocates of junior college vocationalization pursued their project in the face of persistent student indifference and occasional overt opposition. But in the early 1970s, a complex concatenation of forces—among them, a changed economic context and an unprecedented degree of support for vocational education from key institutions—including private foundations, the federal government, and business—tilted the balance in favor of the vocationalizers. A key factor behind the sharp increase in vocational enrollments at the community college, we shall argue, was the declining labor market for graduates of four-year institutions. But the objective change in the structure of economic opportunities for college graduates was not, as the consumer-choice model would have it, the sole factor responsible for the shift in junior college enrollments; indeed, the impact of such objective changes is, of necessity, mediated through subjective perceptions—perceptions that, we shall attempt to demonstrate below, tended to exaggerate the economic plight of college graduates. Moreover, the community college itself, driven by a powerful organizational interest in expanded enrollments and in carving out a secure niche for itself in the highly competitive higher education industry, actively shaped its economic environment by pursuing those segments of its potential market—in particular, adults and part-time students— most likely to enroll in occupational programs. By almost any standard, the rise in vocational enrollments during the 1970s was remarkable. Between 1970–1971 and 1979–1980, for example, the proportion of A.A. degrees awarded in occupational fields rose from 42.6 percent to 62.5 percent (Cohen and Brawer 1982, p. 203). With respect to total enrollments (full-time and part-time) the picture was similar: between 1970 and 1977, the proportion of students enrolled in occupational programs rose from less than one-third to well over half (Blackstone 1978). In the midst of a long-term decline in the liberal arts, Cohen and Brawer (1982, p. 23) observed, “occupational education stands like a colossus on its own.”

Abstract Recent studies document a social-origins gap or direct effect of social origin (DESO) on labour market outcomes over and above respondents’ education, challenging the idea that post-industrial societies are education-based meritocracies. Yet, the literature offers insufficient explanations on DESO heterogeneity across education and different labour market outcomes. Little is also known about underlying mechanisms. We contribute by answering two questions: (i) How does DESO vary when comparing college-degree holders with non-holders? (ii) For which specific parental and children’s occupations is the largest DESO observed? We focus on Spain, using a large new dataset (n = 144,286). Firstly, we find a larger DESO on socioeconomic status among non-degree holders, and on income among degree holders. We propose the notions of compensatory advantage in occupational attainment and boosting advantage in income for high social-origin individuals to explain these opposite patterns, drawing from ‘downward mobility avoidance’ and ‘effectively maintained inequality’ theories. Secondly, we map origin and destination micro-classes where DESO is largest. High-grade managerial and professional parental occupations, characterized by social closure and influence in large organizations, are the origin micro-classes exerting the largest DESO. We also find that compensatory advantage for low-educated children from advantaged origins is related to their higher chances of accessing managerial occupations, while boosting advantage on income among college graduates is observed for high-grade managers and liberal professionals, suggesting that micro-class reproduction may partially account for boosting advantage. We conclude by discussing the generalizability of our findings to other countries and their implications for research on DESO, meritocracy and social mobility.

It is not easy to gauge the extent to which the European Employment Strategy (EES) has influenced the EU labour market over the last five years but it has surely contributed to the creation of more than 10 million new jobs and 4 million fewer unemployed. However, is this common strategy the right answer for the labour markets of the future member states? This article examines how the candidate countries are adapting to the EES and where they stand as compared to the current EU countries in achieving the Lisbon targets. The article assesses whether the EES is appropriate for the labour markets of the future member states by analysing both the deficiencies and the positive elements of this strategy for these countries, taking into account proposals for a new revised EES adapted to the needs of changing labour markets, globalisation and enlargement.

Macroeconomic indicators regarding employment have been gradually improved by southern European countries during recent years. However, the labour market still seems to be highly polarized across regions and some groups are persistently excluded from jobs recovery. This paper analyses the effectiveness of active labour market initiatives in the Valencian region, one of the worst-affected areas regarding unemployment in Spain. By using a large official database from the Valencian government, results of the probit model show that participating on active labour market initiatives have a positive impact on the probability of exiting unemployment, even after controlling for age, level of education and gender of candidates. The research also reveals that people aged 55 and older and females constitute the most vulnerable groups. Regarding women, only those with higher education increase their probability of finding a job.

PurposeThis paper attempts to discover whether or not social networks work in the same way in different sectors of the labour market in the same society, using data from the 2008 Asian Social Survey. Labour markets in some societies are segmented; there are two segments in the labour market, namely, the core sector and the peripheral sector. The practices of each sector differs from the others. Some sectors employ CME labour markets, while others favour LME labour markets (Kanbayashi and Takenoshita, 2014). In other words, we can find both CME and LME labour market in one society.Design/methodology/approachSince Granovetter’s (1973) pioneer study, scholars are interested in investigating in what way social network influence our job searching outcomes. However, these researchers have not yet yielded consistent results. Scholars argue that the institutional context of labour market can shape the network impacts on our job search outcome (Chen, 2014; Chua, 2011).FindingsSurprisingly, this paper finds that there is no room for the use of personal contact in the public sector in both China and Japan. But, mean status is positively related to annual income in the private companies sector in both Japan and China. The significant influences of mean status in the private sectors in both China and Japan reflect the reinforcing of existing social inequality structure. This is because as the status of contact can facilitate respondents' job attainment process, those who are already in higher social status are more likely than those who are in the bottom of the social strata, to get a better job with the help from their network members.Originality/valueThe above findings show us that social network can exert various impacts on people's job searching process even in the same society. This is because it is possible that the labour market are segmented. These segments have very different practices. This difference attributes to the inconsistent findings of network effects on occupational attainment process. Therefore, it is essential to locate which labour market respondents are in, and the features of this labour market. This can help us know more about the use and effectiveness of network in different types of labour markets.
