Existing literature on national governance models has focused on the analysis of long-term, stable public organizational processes between different levels of governmental and social organizations. In contemporary China, a considerable part of the organization and implementation process in public services relies on cooperation among different local governmental institutions and social groups. This type of process is characterized by short-termism and instability. This paper uses the perspective of the “control rights” theory to analyze the relationship between the three parties: the principal, management, and the implementation agency in the case of the phenomenon of grading criteria variation in the grading of history as a subject in the gaokao (college-entrance examination) of Province X. This paper shows that although the relationship shows a high degree of correlation, the three parties do not belong to the same bureaucratic organization and lack administrative oversight within the process, which increases the uncertainty in negotiation and maneuvering, resulting in two issues: First, the principal party and management party often have divergent views on targets. With the advantage of controlling incentive distribution, the principal party is able to involve itself in the inspection and evaluation of policy implementation, and therefore maintains the ability to arbitrarily intervene in the process. Second, implementation agency behavior is constantly influenced and modified by feedback from the principal party and the management party, and vice versa. In the process of continuous feedback and adjustment, the three parties gradually reach their own shared understanding of policy implementation that becomes the cause of local variation in grading standards. This paper suggests that unstable public organization process is an important area of study on contemporary Chinese governance. Control rights theory can be further explored as an analytic tool and strategies of various social forces in gaining organizational control should also be investigated in depth.

What innovative policy tools can be introduced so that the provision of local services will mitigate inequality among residents of different localities? Based on the ‘new localism’ approach, this article examines one such tool—a mandatory national standard for services provided by local authorities (a ‘service basket’)—and suggests that the implementation process should consider local variation and autonomy. The novelty of our approach lies in including both objective and normative considerations in the methodological instrument that we developed to capture these two dimensions. This innovative methodology also enabled us to estimate existing service gaps among local authorities and the burdens some will face upon instituting a mandatory service basket.

Over the past years, we have witnessed how the earlier focus on developing policies for design has shifted to an interest in understanding the ways in which design contributes to policy-making and policy implementation. Research into policies for design has produced insights into how policy-making decisions can advance professional impact and opportunities for designers and the creative industries. This research looked into how design researchers and design practitioners themselves can benefit from specific policies that support design activities and create the space for emerging design processes.

This research aims to examine differences in the relationship of bureaucratic and political officials during the New Order (Soeharto’s era) and the Reformation (post-Soeharto) era within the arena of public policy implementation. This is a matter of importance given that there is a change in relations between the two from integration in the New Order to bureaucratic impartiality in the Reformation Era. This study attempts to answer the question: How were the relations of bureaucratic and political officials in the implementation of local level public policy during the New Order and the Reformation Era? A qualitative research has been conducted in Tegal Municipality using the following data collection techniques: interview, focus group discussion, documentation, and observation. Tegal Municipality was selected as the study location because of the unique relationship shown between the mayor and the bureaucracy. Its uniqueness lies in the emergence of bureaucratic officials who dare to oppose political officials, based on their convictions that bureaucratic/public values should be maintained even if it means having to be in direct conflict with political officials. This research indicates that the relationship between bureaucratic and political officials in the arena of local level policy implementation during the New Order was characterized as being full of pressure and compliance, whereas during the Reformation Era bureaucrats have the audacity to hinder policy implementation. Such audacity to thwart policies is considered to have developed from a stance that aims to protect public budget and values in policies. The occurring conflict of values here demonstrates a dichotomy of political and bureaucratic officials that is different from the prevailing definition of politics-administration dichotomy introduced at the onset of Public Administration studies.

With the development of education, education management, innovation and practice have become very important concerns. This paper proposes an innovative research on the process management of practical teaching links in pre-school education based on multimedia technology. At present, the preschool education major is deeply loved by college students. Many students who have just finished the college entrance examination want to apply for this major. However, due to the popularity of people in this profession, many colleges have exposed many problems in the teaching management. At present, for the problems existing in the practice teaching links of various universities, the current situation at this time urgently requires innovative research on process management. In this paper, if we want to do a good job in this aspect, we should establish a practical teaching system that is suitable for applied universities in preschool education, use multimedia technology to adjust practical teaching objectives from outstanding features, focusing on capacity building, and increasing investment. Intensify, improving the construction of practical teaching bases, increase the use of practical teaching bases, build a reasonable team of practical teaching faculty, strengthen the management of practical teaching links, ensure the smooth development of practical teaching, etc.

The contemporary social moment in the United States has affirmed the critical importance of racial justice, and especially claims to justice informed by the contributions of structural and institutional forces connected with the nation’s original sin of slavery. In this paper, I examine the contributions of strict church–state separationism to the maintenance of slavery in the antebellum South in comparison to the contributions various forms of religious establishment made to the successful abolition of slavery in the United Kingdom and the British Empire. Developing a deeper historical understanding of the ways the relationship between religious and governmental institutions influenced the abolition and maintenance of slavery can assist the contemporary quest for racial justice.
