The relationship that exists between design, policies and governance is quite complex and presents academic researchers continuously with new opportunities to engage and explore aspects relevant to design management. Over the past years, we have witnessed how the earlier focus on developing policies for design has shifted to an interest in understanding the ways in which design contributes to policy-making and policy implementation. Research into policies for design has produced insights into how policy-making decisions can advance professional impact and opportunities for designers and the creative industries. This research looked into how design researchers and design practitioners themselves can benefit from specific policies that support design activities and create the space for emerging design processes.

At the Leicester urban history conference in 1966 there was very little discussion of the relationship between public policy and urban history. There were some points at which linkages were implied, but these arose merely incidentally. There was no attempt to adopt public policy as a general perspective on urban development. Reciprocally, the planners paid no attention to the historians: Jim Dyos remarked that the largest part of ‘research and policy making is taking place without reference to the historians’. The picture has not greatly changed over the past 14 years. There have indeed been studies in which policy, its formation and limitations, have been implicit, but few in which they have played a central part.

AbstractPolicy makers like the idea of new initiatives and fresh starts, unencumbered by, even actively overthrowing, what has been done in the past. At the same time, history can be pigeonholed as fusty and antiquarian, dealing with long past events of no relevance to the present. Academic historians are sometimes bound up in their own worlds. The debates central to academe may have little direct relevance to the immediate concerns of policy making. The paper argues that history, as the evidence-based discipline par excellence, is as relevant as other approaches to evidence-based policy making. Case studies can show us the nature of that relevance. How to achieve influence for history also needs discussion. The relationship is not straightforward and will vary according to time and place. History is an interpretative discipline, not just a collection of ‘facts’. The paper discusses how historians work and why it is important for policy makers to engage, not just with history, but with historians as well. Historians too need to think about the value of bringing their analysis into policy.

Abstract The Macedonia name dispute was resolved in 2018 with the signing of the Prespa Agreement. Ambassador Nimetz – one of the key players in the solution efforts – queried recently “Why did it take us so long?”, echoing the confusion of foreign observers about what has routinely been seen as an incomprehensible spat. This article provides more context about the past intractability of the dispute by focusing on the role of Greek public opinion. Taking stock of the literature on the relationship between foreign policy-making and public opinion, our analysis identifies key parameters for investigating the influence of Greek public opinion on policy. We test these parameters against empirical data from a comprehensive poll on the name dispute that was conducted in 2016, only a few months before the start of the negotiations that led to the Prespa Agreement. Our analysis demonstrates the extent and depth of the Greek public’s opposition to any compromise, as well as the emotional involvement in the Macedonia name dispute. The findings have implications for our understanding of the process that led to the settlement of the dispute as well as the challenges of implementing the agreement.

This paper describes and assesses the functions which a Professional Task Force Committee has performed as an advisory body to the State Unit on Aging in Massachusetts, the Executive Office of Elder Affairs, and how this committee has aided in its development in the past 2 years. As such it illustrates the kind of contributions which professionals in gerontology can make in policy-making for the elderly. This experience in Massachusetts has demonstrated that a body of professionals linked together through an appropriate structure, can shape and effect policies that a State Unit on Aging eventually promulgates. The expert can and should make his expertise available in policy analysis, policy development, and in policy implementation. But, at the same time, the expert must recognize that, like everybody else, he needs a corrective; otherwise expert power will be guiding too much the direction of a State Unit on Aging (or any other government department) and this may not always be in the interest of those who are going to receive services and to be the beneficiaries of social programs.

In this paper, three points are emphasized to cope with computational creative design, decomposition, mapping and reconstitution (D-M-R for short), which is proposed to cope with divergent exploration, automatic transformation and convergent exploitation. It could be concluded that, management of creative process is the key issue to develop creative computational design tools; and the modeling of design tools could facilitate the creative thought processes. Although creative work need the tension between building and breaking out of intellectual traditions, the creative activity in CAD systems need large knowledge base to support design activities and is capable of learning. The decomposition, mapping and reconstitution model could be a common exploration, transformation and exploitation procedure for management of computational design tools, therefore helpful for creative work; specifically packages of design tools have been developed to testify creativity in design practices, and the relationship between creativity and automation.

Abstract. This article analyzes the relationship between the processes of policy making, management and research and the way in which the Westerschelde estuary developed between 1985 and 2006. The Westerschelde has three core functions: economically: it makes the port of Antwerp accessible; ecologically: it generates habitats for certain unique species; and in terms of safety: its morphology helps preventing the hinterland from being flooded. We analyze how the processes of policymaking, management and analysis focused on these three aspects, and how they in turn affected the physical system of the Westerschelde. We proceed to develop a framework for evaluating the policy making, management and esearch and how this impacts the Westerschelde. We apply this framework to twenty years of policy making on, management of, and research about the Westerschelde. We conclude that policy, management and research, due to learning effects, take the dynamics of the Westerschelde into account to a greater extent than they have in the past, but there exist a real probability for old routines to return.

Abstract. Depression in older adults can be explained by Erikson’s theory on the conflict of ego integrity versus hopelessness. The study investigated the relationship between past acceptance, hopelessness, death anxiety, and depressive symptoms in 100 older (≥50 years) adults. The total Beck Hopelessness (BHS), Geriatric Depression (GDS), and Accepting the Past (ACPAST) subscale scores of the depressed group were higher, while the total Death Anxiety (DAS) and Reminiscing the Past (REM) subscale scores of both groups were similar. A regression analysis revealed that the BHS, DAS, and ACPAST predicted the GDS. Past acceptance seems to be important for ego integrity in older adults.

А new approach to policy-making in the field of economic reforms in modernizing countries (on the sample of SME promotion) is the subject of this article. Based on summarizing the ten-year experience of de-bureaucratization policy implementation to reduce the administrative pressure on SME, the conclusion of its insufficient efficiency and sustainability is made. The alternative possibility is the positive reintegration approach, which provides multiparty policy-making process, special compensation mechanisms for the losing sides, monitoring and enforcement operations. In conclusion matching between positive reintegration principles and socio-cultural factors inherent in modernization process is provided.

The rise of e-commerce has brought considerable changes to the relationship between firms and consumers, especially within international business. Hence, understanding the use of such means for entering foreign markets has become critical for companies. However, the research on this issue is new and so it is important to evaluate what has been studied in the past. In this study, we conduct a systematic review of e-commerce and internationalisation studies to explicate how firms use e-commerce to enter new markets and to export. The studies are classified by theories and methods used in the literature. Moreover, we draw upon the internationalisation decision process (antecedents-modalities-consequences) to propose an integrative framework for understanding the role of e-commerce in internationalisation

There are many roles that design can play in organisations. It can be source of good marketing strategy, and designer by himself can be a promotional tool for a company. Thanks to those actions companies can gain publicity, media attention and good PR.On the second level, design can be perceived as ‘process of making things better’. In this case companies can achieve more effective product development process, new tools and technologies.On the third level we have the situation when designer work alongside with company managers with the whole business concept. At this level, designers’ work looks more like a brand consultant, a strategist. In this approach design should be reflecting certain brand name and brand values.As our study presented, Swedish companies operate on those two, higher levels, while Polish still limit the scope of design. We strongly believe, that Polish companies, as they gain more experience with design activities, will be more likely to perceive design in this more mature approach. In the meantime, presenting best practices from companies from other, more mature countries could be a good way of promoting design as a strategic asset rather than promotional tool. We believe that in order to fasten this process, Polish companies should as follows:1. Work more often with external and foreign designers;2. Expand the area of designer responsibilities in companies;3. Place the responsibility for design in hands of professional design managers.
