This paper provides a genealogy of the emergence of a common EU flood policy, including the scope and direction of this policy. Noticing how EU policy proposes green infrastructure (associated with using nature as a buffer zone in managing floods) as an alternative to grey infrastructure (implying fixed installations of concrete and cement), this paper adopts the theoretical lens of the so-called infrastructural turn, which advocates a relational investigation of infrastructure. By engaging this approach, the paper shows how flood infrastructure can contain very different compositions of (unruly) water and (settled) land. A narrative of a historically strong focus on guarding society from the powerful forces of nature through a fixed line of defense is increasingly giving way to more muddy states—quite literally—where society is expected to learn to live with flooding and show ecological consideration. To capture the EU’s, and especially the European Commission’s efforts to establish a pan-European flood infrastructure that accommodates this turn, the concepts of de- and re-infrastructuring are developed. These concepts act as heuristic devices to capture how policy performs some combinations between water and land as constituting an attractive and functional flood infrastructure, but constitutes other infrastructural relations of the aquatic and the terrestrial as undesirable and, hence, as malfunctioning. This performative act of distinguishing between what constitutes “good and proper” versus “bad and undesirable” infrastructure is referred to as a politics of infrastructure.

ABSTRACT : The House index and Container Index in the buffer area of ​​the working area of ​​Balikpapan Sepinggan Airport is still above 1%, so the potential for the spread of dengue disease. Mobilization of people, goods and transportation equipment will increasingly affect the transmission of disease in ports and airports, especially for vector-borne diseases. This study aims to analyze the risk factors associated with larvae density of Aedes aegypti and describe the larvae index in the buffer zone of the Sepinggan Balikpapan Airport This study was a descriptive study with a cross sectional design. The sample in this study was 121 houses with a proportionate stratified random sampling, the research location was in the buffer zone of Sepinggan Balikpapan Airport in November 2018. The variables studied were houses with positive larvae containers, breeding sites and PSN behavior and larvasidation. The data was analyzed using the chi square test. There was a relationship between houses with larvae positive Aedes aegypti, behavior of Mosquito Nest Eradication (PSN) and larvasidation with larvae density of Aedes aegypti but not for breeding sites (p = 0.00 and 95% CI = 0.64), and   (p = 0.00 and 95% CI = 0.34). The description of several Aedes aegypti larvae index, namely House Index (HI) = 57.02%, Container Index (CI) = 24.36%, Bruteau Index (BI) = 148.76, and Flick Free Numbers (ABJ) = 42.98 %. Houses with larvae of Aedes aegypti larvae and PSN and larvasidation behavior were associated with larvae density of Aedes aegypti. The index of HI, CI and BI larvae is of high value so there is a risk of DBD transmission

Most studies of cetacean habitat use do not consider the influence of anthropogenic activities. We investigated the influence of environmental and anthropogenic variables on habitat use by humpback Megaptera novaeangliae and Bryde’s whales Balaenoptera brydei off the coast of the Brazilian city of Rio de Janeiro. Although there are 2 marine protected areas (MPAs) in this area, few data are available on cetacean habitat use or on the overlap of different cetacean species within these MPAs. Our aim was to evaluate the effectiveness of the MPAs and propose a buffer zone to better protect the biodiversity of the study area. We conducted systematic surveys and developed spatial eigenvector generalized linear models to characterize habitat use by the species in the study area. Habitat use by humpback whales was influenced only by depth, whereas for Bryde’s whales there was the additional influence of anthropogenic variables. For Bryde’s whales, which use the area for feeding, sea surface temperature and the distance to anchorages had a major influence on habitat use. We also showed that neither of the MPAs in the study area adequately protects the hotspots of either whale species. Most of the humpback whale grid cells with high sighting predictions were located within 2 km of the MPAs, while areas of high sighting prediction of Bryde’s whales were located up to 5 km from the MPAs, closer to beaches. Our findings provide important insights for the delimitation of protected areas and zoning of the MPAs.

Subject. The article updates the scientific view of the environmental protection greening and the special land use regime as a special city planning means of passive sanitary protection of people from the adverse aerial and technological impact and the recovery of the environment we live in. Objectives. I identify the specifics of designing and efficient operation of environmental protection greening as an inseparable part of the urban ecosystem. The article justifies the technique for strategic positioning of respective infrastructure projects in order to ensure the protective effect. Methods. The study relies upon general methods of analysis, systematization of existing viewpoints and published findings, graphic and logic analysis, matrix-based tools to choose an administrative strategy. Results. I analyzed the air-holding capacity of economic activity in regions and the outcome of air quality monitoring as a risk factor for public health. The article pinpoints operational difficulties in the environmental protection greening facilities and strategic approaches to addressing the issues in order to improve the environmental security of industrial zones. I determine new aspects of public relations and groups of criteria to assess the effectiveness of green infrastructure projects. The article provides the rationale for fiscal incentives for investors and public-private partnership of stakeholders. Conclusions and Relevance. Considering national projects, such as Ecology, Demography, Convenient Urban Environment, I emphasize the relevance of recovering and rehabilitating obsolete environmental protection greening facilities situated in industrial zones of industrially developed cities. Green projects should indeed comply with a set of progressive results of fundamental studies carried in various scientific areas. There should be fiscal incentives in terms of taxes and depreciation on special assets as the basis for the private-municipal partnership in green assets management in order to enhance the environmental security of industrial zones.

City-scale urban greening is expanding wildlife habitat in previously less hospitable urban areas. Does this transformation also prompt a reckoning with the longstanding idea that cities are places intended to satisfy primarily human needs? I pose this question in the context of one of North America's most ambitious green infrastructure programmes to manage urban runoff: Philadelphia's Green City, Clean Waters. Given that the city's green infrastructure plans have little to say about wildlife, I investigate how wild animals fit into urban greening professionals' conceptions of the urban. I argue that practitioners relate to urban wildlife via three distinctive frames: 1) animal control, 2) public health and 3) biodiversity, and explore the implications of each for peaceful human-wildlife coexistence in 'greened' cities.
