The Atlantic constitution-making processes, including the ones undertaken in Latin America in the early nineteenth century, were marked by the quest for a balanced state power that would allow State unity. This article focuses mainly on the efforts of Mexican constitutionalists to define an institutional framework that would avoid the fragmentation of the political structure of the State. I discuss how they introduced an important institutional innovation: the Supreme Conservative Power (Supremo Poder Conservador), a neutral third-party mechanism, to manage conflicts between the three branches of government. This is the only case in the Hispanic world where a mechanism of this kind was established in a republican regime. The aim of this article is to gauge the breadth and limitations of this mechanism. Los procesos constituyentes derivados de las revoluciones Atlánticas, incluyendo aquellos que se llevaron a cabo en América Latina, estuvieron marcados por la búsqueda de un diseño constitucional que garantizara a la vez el equilibrio entre los tres órganos de gobierno y la unidad del poder del Estado. Este artículo analiza los esfuerzos realizados en México para elaborar un diseño constitucional que evitara la fragmentación de la estructura política del Estado mexicano. Se concentra en el estudio de un innovador dispositivo constitucional: el Supremo Poder Conservador, que fungió como tercera parte neutral y cuya finalidad fue mediar en un eventual conflicto entre los tres poderes del Estado. La importancia del Supremo Poder Conservador consiste en el hecho de haber sido el único dispositivo de esta índole en el mundo Hispánico que fue establecido en un régimen republicano. El objetivo principal en este artículo es indagar los alcances y los límites de tal mecanismo.

AbstractChile presents a paradox for legislative studies. In most comparative research on the political power of presidents and assemblies in Latin America, the Chilean presidency is considered one of the most powerful in the region. The country's congress is seen, accordingly, as weak and lacking influence over public policy. Such evaluations, however, tend to be based on constitutional and legal faculties (that is, formal powers), and they overlook the substantial influence exerted by the Chilean Congress through informal political channels. This article analyzes literature on informal politics that shows the substantial influence of Chile's Congress on public policy; and, for comparison, presents an empirical study that adds several details to current accounts of congressional influence on the bureaucracy in Chile and describes two mechanisms of congressional influence not contemplated by recent research.

This essay reviews three recent books on the political economy of finance in postcolonial Asia and Latin America and suggests a framework for examining the relationship between political power and varying patterns of control over investment resources. The stress is on the constraints different controllers of capital can impose on state leaders, the conditions under which policymakers can subvert these constraints, and how conflicts within the state over the trajectory of policy are mediated by who (or what) supplies critical investment resources and the institutional channels through which the resources flow.

This paper represents an attempt to analyse certain aspects of the work on ‘community power’ within a historical context. It begins with a critical review of those writers whose work has included a historical dimension, particularly R. A. Dahl. It is argued that generalizations about the location of power in the past need to go beyond the mere analysis of the background of office-holders, and the consequent search for a socioeconomic ‘élite’. Indeed, such generalizations need to be tested quite as rigorously as any that are made about the present. On the basis of research done on Salford, an attempt is made to suggest a framework for the comparative analysis of the political context within which nineteenth-century urban municipal leaders operated, and by which their power was conditioned.

The tug of war regarding the perception of Islam whether as a series of religious teachings or also at the same time a part of the state system that regulates the political power of the state has actually exposed the surface as a central issue since the end of the nineteenth century and entered the early twentieth century. This perception of Islam is very significant for the development of religious and political discourses which until now are still being discussed. From the discussion of this topic also was born a series of intellectual figures who had filled out the history sheet and carved gold ink through their ideas or concepts about religion and the state that reached the processor of our brain today. Through them we can transfer thoughts so that trans ideas occur. The discussion that is oriented towards Muslim intellectual thinking is very useful for us in order to reformulate our perceptions of religion and politics in order to be more applicable in Islamic and state-of-the-art insight.
