The processes and theoretical models for the evaluation of the impact of European Structural Funds in the Member States are an ever changing and enhancing sector. Based on the results of each programming period, a vast literature and many directives have been developed aimed at better recording these effects. The study of the Greek case, through a thorough literature research and especially a robust field study, indicates that despite all the improvements many, mainly indirect in nature, effects are not recorded and therefore no policy proposals covering such deficiencies and rendering the management and evaluation system of the ESF more effective are being formulated. The article concludes on a series of policy proposals for the improvement of procedures with a direct impact towards the amelioration of the management system of European funds.

A field study was conducted on the Cromstrijen dump site in the Rhine-Meuse estuary to find the risks of open-water dumping by estimating the impact effects and spreading of freshly deposited sludge and the consolidation of dumped material. The site is used to dump sludge of acceptable quality from maintenance dredging of waterways and local harbours. The investigated sludge came from a navigation channel and was dredged and transported by a hopper dredge. On the dump site, a small section was marked in which the dump took place. A field version of an existing laboratory acoustic densitometer was used to take a profile of the dry-weight concentration of the sediment bed as measured by the attenuation of high-frequency sound waves. The instrument was calibrated with the aid of homogenized field samples. The acoustic densitometer was useful for obtaining a profile of the bed density. With an echo-sounder, an attempt was made to evaluate the consolidation of the dumped sludge. The use of side-scan sonar at the dump site showed a crater with steep banks, surrounded by a thin layer of excess sediment extending over 8400 m². This was only 20% of the dumped sludge; the remaining material was transported outside the measurement section as a density current owing to near-bed surge and local bed slope. The results of the field study are compared with those of previous work and with estimates of the rate and area of distortion derived from theoretical models for the movement of a flow with negative buoyancy.

The evaluation system is an important part of the analysis of the impact of public intervention on socio-economic reality. It also provides knowledge about the necessity of changes. Therefore, it should be designed and implemented as carefully as possible. The paper presents the EU RDP 2014 2020 evaluation system the Member States. A comparative approach was applied and the current system was compared with the previous one. The focus was put on the EC’s guidelines for the RDPs’ evaluation in both of the study periods and it was limited to principles of mid-term and ex-post evaluations. The aim of the paper was to answer the question "Does the RDP 2014-2020 evaluation system provide more knowledge on the effects of support compared to the 2007-2013 programming period?". The results of the analysis indicate that the current solutions do not provide complete and transparent results indicating the impact of intervention at the level of individual policy instruments.

Development of science and research is fundamental for economic growth, as well as the competitiveness of a country. Taking into account the potential decrease of EU funds financing and the limited amount of Latvian national financing, it is necessary to ensure that the efficiency of the use of financing is maintained and raised further. The aim of the study is to evaluate the impact of the EU funds funding activities of 2007–2013 and 2014–2020 on science, research and innovation support activities of Latvian research institutions, as well as the sustainability of the results obtained within the support activities, taking into account the measures planned to support research, development and innovation during the programming period of EU funds 2021–2027. The results of the research show that expenditure in research and development (R&D) in Latvia is small and dependent on European Structural Funds (currently R&D investments are mainly attracted by EU funds), which is not a sustainable solution for R&D development, considering that this financing and its availability are periodic and in the future. This requires consistent long-term public and private (business) R&D investment.

The aim of the paper is to examine the administration of EU structural funds and their influence on business development. The main problem analysed in the paper is administration of the EU structural funds and their implementation in Latvia, the impact of the activities funded by the EU funds onto business development. In the research, information about the essence and policy of the EU structural funds is analysed, including information about the aspects of formation and influence of the EU structural funds, the basic business principles and factors influencing its development, as well as funding by the EU Structural Funds as an instrument for facilitation of business development. In the research, administration of the EU structural funds, the legal framework, and an evaluation of the funds’ administration in Latvia, the activities of the EU structural funds for business development in the programming period 2007–2013, influence of the priority “Business development” upon business development in Latgale region, as well as future prospects are discussed. The aim of the paper is to examine the administration of EU structural funds and their influence upon business development. The subject of the research is the impact of EU funds onto business development. In the paper, the following research methods are used: the descriptive or monographic method, aggregation of information, analysis of documentation, statistical analysis, graphical, and the expert method. According to the obtained results, the authors conclude that the activities funded by the EU Structural Funds provide support for enterprises for innovative business development, and increase competitiveness of enterprises, as well as overall business activity.

Employers incur costs while fulfilling the requirements of employment protection legislation. The article contains a review of the core theoretical models and empirical results concerning the impact of these costs on firms’ practices in hiring, firing, training and remuneration. Overall, if wages are flexible or enforcement is weak, employment protection does not significantly influence employers’ behavior. Otherwise, stringent employment protection results in the reduction of hiring and firing rates, changes in personnel selection criteria, types of labour contracts and dismissal procedures, and, in some cases, it may lead to the growth of wages and firms’ investments to human capital.

The purpose of this study is to determine whether the support of top management significantly improves the level of environmental collaboration with participating companies upstream and downstream of the green supply chain and the impact on environmental performance. The results of the empirical analysis of 301 companies that are establishing a green supply chain are as follows. First, top management’s support positively affects the level of collaboration with suppliers and customers in the green supply chain. Secondly, support from top management has a direct impact on the company’s environmental performance. Thirdly, the environmental collaboration of participating companies partially plays a mediation role between the support of top management and the environmental performance. This study has significance in that it analyzes the theoretical mechanism of top management’s support for environmental collaboration with participating companies, leading to environmental performance, and draws implications.

Access to safe, green urban environments is important for quality of life in cities. The objective of this study is to explore the impact of a safety-enhancing landscape design measure on visitors’ experiences in an urban park. Additionally, this paper combines the use of field and virtual reality (VR) experiments, contributing methodological insights into how to evaluate safety measures in green space management and research on perceived safety. In a field experiment (n = 266), we explored whether the height of a hedge along a pathway influenced perceived safety among users. The field study showed that cutting down the hedge improved the perceived prospect of the immediate surrounding areas for female users, which again made them feel safer in the park. We developed a VR experiment for an evening scenario in the same environment (n = 19) to supplement the field study and test the effect of the intervention further. The VR experiment also found a gender effect on perceived safety, with females reporting lower perceived safety, but no effect was shown for the height of the hedge. The results in this study show that environmental attributes such as perceived prospect and concealment should be considered in the design and management of urban green spaces. Additionally, this research demonstrates an approach to conducting field experiments to test the effects of actual design interventions and then further developing these experiments using VR technology. Further research on perceived safety in outdoor spaces is needed to make use of this combined method’s potential.
