The availability of safe, effective analgesia during labor has become an expectation for women in most of the developed world over the past two or three decades. More than 60% of women in the United States now receive some kind of neuraxial procedure during labor. This article is a brief review of the advantages and techniques of neuraxial labor analgesia along with the recent advances and controversies in the field of labor analgesia. For the most part, we have aimed the discussion at the non-anesthesiologist to give other practitioners a sense of the state of the art and science of labor analgesia in the second decade of the 21st century.

A long history of oil and gas development in Texas has made the state the number one energy producer in the United States, and the bulk of that energy is produced from fuels acquired by drilling into the vast natural resources that sit below the state. As a side effect of this long history, it is common for the surface and mineral estates in Texas to be severed, and many severances happened several generations ago. This history has spread mineral interests between dozens of owners in some cases, many who are unknown and cannot be found. Absentee ownership has diluted the value of these fractionalized interests and has made use by their non-absentee counterparts more difficult. Existing laws that have been used in the past to clear absentee owners from title have not been effective in the context of a severed mineral estate, as those laws evolved primarily to address surface interests, or to accomplish other purposes with only incidental effect on land titles. This Comment discusses the inadequacy of the current methods used in Texas to remove absentee owners from mineral titles and illustrates the need for a more effective remedy. It then offers a dormant mineral act that suits the unique cultural and economic needs of Texas and addresses the growing fractionalization of Texas’s mineral estates.

United States seapower in the 70’s is synonymous with a new class of destroyers developed to maintain America’s strength on the world’s seas. When the DD963 joins the fleet in 1974, she will be unlike any destroyer ever to fly the United States flag. She will be bigger, faster, and more sophisticated. As a vital part of the main propulsion plant of this ship, controllable pitch propellers were used in conjunction with marine gas turbines. This paper addresses the description and operation of the CP propellers, and various improvements in the “state of the art” of propeller design and manufacture which have been incorporated in the ship.

Subject The Trump administration's policy on the Libya conflict. Significance In recent weeks, the United States has pursued a more active foreign policy towards Libya. This is a departure from its position of the past eight years of ‘leading from the back’ on Libya and comes as US President Donald Trump faces an impeachment investigation and elections in November 2020. With the vote approaching, Trump's opponents have increasingly criticised his position on Moscow, drawing attention to the presence of Russian mercenaries in Libya. Impacts Ties with Egypt, the UAE and Saudi Arabia, and the relative influence Russia has with them, will weigh on the administration’s thinking. The State Department may push more actively for a ceasefire when a conference of external actors in Libya takes place in Berlin. A ceasefire could fragment the forces fighting Haftar without robust external guarantees that his forces would not violate it.

This paper focuses on three aspects of the undocumented immigration from Mexico to the United States. First is presented, a statement on the state of the art regarding the empirical research on this phenomenon; second is, a review of what we know on some of the characteristics of this migration and the presentation of preliminary findings of a survey conducted by the author in nine Mexican border cities, based on interviews with Mexican undocumented emigrants recently deported from the United States; and third is, a discussion on past attempts to solve the problems and some suggestions on how it might be solved.

This paper provides an overview of the state of the art in consultation at the close of the third decade of its existence as a major form of delivering mental health services in the United States of America, and its somewhat later introduction in Victoria, Australia. Gallessich’s framework for consultation (1983, 1985), amongst others, is compared with the Victorian model. Issues raised include the need for consultants to understand the boundaries of consultation, its limitations, the state of its knowledge base and the uniquely Victorian contribution of a framework of several levels which enables an integration of the knowledge borrowed from a range of sources to assist in the improvement of its practice. A later paper to be published in ‘Children Australia’ looks at the steps in the consultation process.
