Developing the Complex System of Labour Effi ciency Management Indices at Food Retails

The labour effi ciency in food retails can be only evaluated by the system of indices which characterize various aspects of labour management. Developing the system of labour efficiency management includes defi ning the aims and valuation objects, choosing the indices structure, methodology, methods and tools of their measurements. The proposed approach to the development of labour efficiency indices system in food retails is based on the M. Hammer and L. Hershman model which consists of the result indices and factor indices such as time consumption, work quality and cost of merchanting service within standards of a particular trading format of food retails. A list of labour efficiency indices has been made based on the public reports of the leading food retails. To evaluate the indices data, the“Traffi c Light” model is suggested. A number of requirements for making labour efficiency reports have been presented.

Local taxes and fees are of interest to both the public authorities and the taxpayer. The level of local taxes and fees guides the way the local budget is prepared and outlines the main investment objectives at the community level. The taxpayer has become increasingly interested in what he pays in local taxes and fees because he has realized that this effort on his part must be reflected in the level of well-being of the community in which he lives. This study aims at an analysis of tax mediation in Romania, as a distinct, special, and voluntary procedure between the tax institution and the debtor taxpayer, without the presence of the mediator as a third person, neutral and independent, comparing the institution of tax mediator in Romania with other EU countries presentation of the stages of mediation and its advantages in favor of both parties. The reality proves that there are numerous situations when fiscal administrative acts issued by the local taxes and fees service are the object of appeals before the issuing public authorities and the administrative-fiscal contentious courts. It complicates the activity of both local public authorities and courts, adds time consumption and financial costs, and fiscal mediation proves to be an optimal solution.

The article is devoted to the analysis of foreign experience in supporting the cultural sector in the context of the COVID-19, which is characterized by: a complex system and a variety of public aid mechanisms; a priority in supporting freelancers; support of cultural organizations, regardless of the form of ownership and the nature of the activity (non-commercial or commercial); transparency of the conditions for receiving aid for potential recipients and society as a whole. The paper also analyzes the measures of the Russian government to support the domestic cultural sector. The consequences of the pandemic in Russia are not so destructive due to the institutional features associated with the prevalence of the public sector and the existence of contractual relations between employees and cultural organizations. However, there are certain types of occupations where the costs of pandemic are very high (professional musicians, artists, writers, etc.).

The current stage of development of a public joint-stock company «National Joint-Stock Company «Naftogaz of Ukraine» is characterized by an increase of negative trends. The main retaining factors for the enterprise development are the complex economic and political situation in the country, the negative dynamics of the main macroeconomic indicators, the high cost of the UAH resource, and the dominant devaluation processes. One of the conditions for a stable fi nancial and economic development of the industrial enterprises is the proper management of the movement of their fi nancial resources. Consequently, in the case of consideration of the enterprise, it is necessary to proceed from the fact that the key role is played by continuous fi nancial processes, which should be understood as the sequence of tasks or procedures that collectively provide the completion of a particular production activity. The formation of a market fi nancial and credit system requires enterprises to increase the effi ciency of activities, competitiveness of petroleum products and services based on the implementation of scientifi c and technological progress, eff ective forms of management and management of the enterprise.

Portals for the public administration (PA) are Internet gateways leading to a broad range of services, devoted to a great number of users. The offered services can potentially be all the ones offered by the PA offices. The final users involved are potentially all the citizens, thus ranging from young people to retired ones, to impaired ones. The benefits offered by putting PA services on the Internet are various: a reduced number of employees at the PA offices, an increased number of citizens that can interact with the PA, immediately available information (news, laws, regulations), faster data integration in PA informative systems, and overall costs reductions (citizen mobility, time consumption, etc.). Such benefits are driving a wide diffusion of PA portals with an increasing number of accesses and users (Reis, 2005).

Propaganda is a widely controversial issue, especially when it collides with the media and politicians. This complex system creates a tension between those who have a personal agenda to disseminate false statements to advance their plan to manipulate the minds of the public. Based upon 24/7 cable news and social media, there seems to be a miscommunication and disconnect from the truth regarding how the media reports world events, politics, environment, and how politicians were elected to help their constituents, not their own personal agendas. This chapter will address the concern for a better system of reporting the facts and not personal agendas of propaganda-styled broadcasts and non-fact stories that lack truth. In addition, the history of the utilization of propaganda, the definition of this term, the theoretical framework for the theory of propaganda will be revealed, and how this ties in with media and political actors. Furthermore, various techniques, media, politics, and how to rectify these situations with open, trusting, and straightforward communications will be debated.

Open access may well be a turning point for the scholarly communication system, but not on the basis claimed by its advocates. As opposed to the claim that open access means a less costly system, in reality it entails redundant expenditures and inflationary pressures. The true significance of open access, involving processes of institutional development of the system, has not entered into the public debate. Such processes are chiefly twofold: the adjustment of the open-access movement to the different needs and cultures of the various stakeholder groups, and the advent of a more complex system architecture that facilitates research productivity and scholarly innovation.

Public procurement today is one of the key processes that meets the needs of the state, so they need constant improvement. This article discusses the issues of increasing the effi ciency of the public procurement system and removing administrative and legal barriers to the implementation of this institution. Modern science and practice fi xes a signifi cant number of shortcomings in the work of the public procurement contract system. In the presented article, only a few of them are considered, such as: long-term accreditation for bidding, the availability of security for the application and contract, as well as the lack of quality personnel potential of customers due to the lack of qualifi cation requirements. Based on a study of law enforcement and enforcement practices in the fi eld of public procurement, topical problems have been identifi ed that impede the achievement of planned performance indicators of the public procurement system and the achievement of strategic government objectives in the fi ght against corruption and the effi cient spending of budget funds. Based on the reviewed experience of improvement in the fi eld of public procurement, the existing problems and shortcomings of participation in public procurement by both participants and customers of purchases were identifi ed. Further, ways to solve them were proposed. As a result of the study, it was possible to formulate proposals for improving legislation aimed at regulating public procurement.
