Russian market of rural tourism: current status, factors of sustainable development, management features

The article deals with rural tourism as a rapidly growing sector of the tourism industry associated with the use for marketing purposes natural, cultural, historical, ethnographic and other resources in rural areas and their specific features for the creation and implementation of an integrated tourism product that reflects the image of the rural way of life and rural culture and customs, traditional rural labor. The article highlights the main problems impeding the development of rural tourism market, reveals the leading trends and factors associated with it. The authors analyze the main reasons that slow down the development of rural tourism in Russia. Based on a market research of the consumer market of Moscow identified are the basic needs of tourists in the market for rural tourism. Highlighted are the features of the market development of rural tourism in regions, in particular related to the network-centric model where the most important focus is placed for rural destinations. The authors draw attention to the role of tourism in sustainable development of rural settlements. Discussed arelegal and regulatory frameworks, incentive programs for rural tourism market. Highlighted are the priority factors for rural tourism development in regions of the Russian Federation: the legal framework of rural tourism development; support for small and medium-sized enterprises in the field of rural tourism; a network-centric unified regional marketing strategy to promote rural tourism products; formation and promotion of rural tourism products; the involvement of the population in the movement for healthy lifestyle; training for rural tourism; skills of the rural population in the field of tourism services.

Promotion of agritourism in Russian regions is a key condition for the formation and development of this promising trend of tourism industry. Comprehensive elaboration of regulatory and legal framework, as well as the consolidation and the multifaceted support of the municipal and regional authorities are in need for its implementation. The article is devoted to assessing the current state and development problems of agritourism in Tambov region. Agritourism in Tambov region is at the initial stage. In the region there is a complex of natural, cultural, historical and socio-economic condi- tions for its development. However, there are a number of difficulties (legal, infrastructure and others). The state and regional programs for the domestic tourism development and support for small businesses in rural areas are the most important element for the successful development of rural tourism. The article provides an analysis of tourist potential of Tambov region and identifies the problems and prospects of domestic tourism development. The author describes possibilities of agritourism for promotion and innovative development of domestic tourism, as well as justifies the necessity of the various forms of supporting tourism destinations. Tambov is currently one of the most promising regions of Russia for investments in tourism development, especially agritourism. However, successful development of this kind of business needs not only support at the municipal level. The solution of problem of agritourism development lies at the regional level. In addition, systematic work is needed in the field of professional training in rural tourism activities. For this purpose, in the region a system of continuous education in agribusiness has been developed It includes the implementation of the project activities with school children in the field of rural tourism, professional training of bachelors of technology and organization of excursion services (Agritourism) and advanced training courses for workers of RF Ministry of Agriculture

The paper analyses tourism potential and rural tourism of the Municipality of Andrijevica. Existing tourism and recreation supply is not sufficiently developed and affirmed nor organized and connected both within the scope of the Municipality and with the neighbouring municipalities. One of the prerequisites for tourism development might be good transport infrastructure. However, in the territory of the Municipality of Andrijevica is not adequate. On the territory of the Municipality of Andrijevica, natural and anthropogenic values are distinguished group deployment and characteristics of complexity and complementarily. Natural values are particularly come to the fore, if we know that modern tourism trends emphasize the value of untouched nature. Marketing affirmation of the Municipality of Andrijevica is one of the most important processes that represent a momentum for its tourism development. In this sense, all kinds of tourism propaganda must be enhanced, which affirmed the value of tourism (for example the eco-pasture Štavna), which would lead to a more comprehensive tourism development that would provide a profitable economic performance. Particularly it is very important to encourage and support rapid development of economic activities in rural areas and development of human resources. Furthermore, the economic progress and independence rural settlements of the Municipality of Andrijevica must be improved in accordance with the ecological principles and sustainable development in rural development. In finding a new identity and direction of development of the rural economy, the Municipality of Andrijevica must accept new trends in Europe and the countries that have been through a period of transition, in terms of adapting and complementing so far the role of villages and rural areas within diversified supply and the introduction of tourism as one the essential activities. Such guidelines already exist in spatial and urban plans of the Municipality of Andrijevica, starting as of 2010

In the past decade, we could see a myriad of efforts in fostering rural development. Two critical elements in travel, tourism, and leisure activities are the traveler's wellbeing and resident's welfare, which are inherent factors of rural tourism. Despite the importance of rural areas to tourism development, the focus of the studies on wellbeing usually is resident or employee oriented. There is a lack of inquiries trying to understand the relationship between rural tourism and welfare on tourism. In this sense, this study aims to connect the topics on welfare and tourism in rural areas to provide a theoretical starting point for future studies. The authors unravel essential elements in the pursuit of enhancing tourist's welfare on rural tourism by providing a visual conceptual model that provides guidelines for tourism stakeholders to enhance tourists' welfare while mitigating negative crisis impacts. They expose the central elements of the graphical model and the actions required to enhance welfare on rural tourism as well as their interrelationships.

Sustainable development, which has been emphasized in the tourism system where sustainability has been targeted for years, temporarily eliminated the problems such as poverty, unemployment, and hunger for that period; however, it has affected tourism development by ignoring the rights of the ecosystem, future generations, and cities, thus causing some problems today. For these reasons, the need for handling with the manpower in tourism with a perspective that is more conscious, sensitive, and predictive than the current perspective has emerged. Taking these as a starting point, the study will include the following topics: the fourth generation of human rights, the current status, problems and opportunities of human resources in the tourism industry, and the reflection of the fourth generation of human rights on human resources.

Rural tourism has been developing in Serbia since the 1970s. However, from the beginning of the 1990s, the development stopped. The development trend was only continued in the second half of the 1990s, and fast-paced development began in 2006. Rural tourism presents in various forms in Serbia. They are conditioned by natural geographic terrain characteristics, social and cultural elements, and strategic plans for tourism development. What appears as a problem in the development of rural tourism is the question of its sustainable development. The development of rural tourism should under no circumstances jeopardise the natural and social environment in the rural areas, as these aspects are the very basic tourist attraction and the “push and pull” force that animates the tourist demand. The goal of this chapter is to investigate the resources available in Serbia and show the possible directions in the rural tourism development, mainly based on the principle of sustainable development, as a precondition for the country's competitiveness on the tourism market.

The phenomenon of rural tourism is known for a long time, now it holds a strong position in the global tourism industry. At national level the phenomenon of rural tourism takes a variety of forms, in which different approaches to the appropriate tourism product development and its integration with additional services are implemented. The study conducted by the author demonstrates that the success of rural tourism development depends on the efforts of national and regional regulatory agencies, as well as local government entities. The article presents established practices of support and regulation of rural tourism, summarizes scientific approaches to the formalization of the rural tourism state regulation and grouping of its functions. It is proved that the phenomenon of rural tourism appears at the intersection of three management objects: regional policy in terms of development of rural areas, tourism development policies, especially in diversification of the tourism product, as well as agriculture development policies, promotion of technologies and products. Based on the research results the author presents interpretation of the types of the rural tourism development public policies.

The full and comprehensive inclusion of sustainable tourism in Russian tourism studies and thematic plans of disciplines at the present time are particularly important nowadays. Meanwhile we can note very superficial and simplified understanding of the concept of sustainable development in tourism, when they simply proclaim the necessity of taking into account natural, social limitations, and interests of the local economy, but at the same time, the Russian researchers and teachers do not have enough awareness of all the possible refractions of this problem. Passed at the 22nd of September 2016 in RSUTS scientific-practical seminar «Sustainable rural tourism in Russia» was drafted to help resolve the identified problems. Leading international and Russian experts in the field of sustainable tourism development gave the examples of their own researches which demonstrate the breadth and multi-dimensionality of sustainability in tourism. There were presented and illustrated with the method of case studies such topics as 1) the correlation of center and periphery as a factor in the long-term sustainability in tourism; 2) service orientation as a factor of long-term competitiveness of destinations; 3) the problem of finding the optimal balance between state regulation and ethnic autonomy; 4) the interests of local residents and their informing with the positive results of tourism development; 5) factor of liminality in tourist experiences; 6) avoidance of excessive standardization and universalization of tourism products as a factor of competitiveness of peripheral destinations; 7) the concept of touristscapes and taskscapes; 8) optimal route network and reference point for the sustainable development of tourism; 9) the importance of tourism for the depressed rural settlements of Russia; 10) the peculiarities of small businesses processes in rural tourism, 11) entrepreneurship as the factor of increase of stability and competitiveness of the tourism industry under crisis conditions. These and other aspects of sustainable tourism development were the subject of extensive discussion at the scientific-practical seminar, which resulted in a more complete understanding of the paradigm of sustainability in the current realities of the Russian tourism industry. The article presents views, concepts and elements of academic debate, which took place during the seminar from representatives of five countries: Russia, Norway, Australia, Sweden and Iceland. The purpose of this publication consisted in the systematization of the academic content of the reports and scientific messages, and the explanation of how they can contribute to strengthening the concept of sustainable tourism as a comprehensive and productive paradigm in tourism research and education-conceptual approach.

Topicality. The article covers the issues of implementation of marketing tools for the development of the ecological direction of rural tourism. Tourism development can become a "catalyst" for economic growth in rural areas: tourism activity is attractive to small start-up investments, because for peasants who have very limited funds, this is a practically crucial moment; tourism is a profitable branch of economy with a high level of profitability, with a minimum payback period, which is very important for the quick income generation. Aim and tasks. The only way to solve systemic problems in the field of tourism is a strategically oriented state policy, the main task of which is to define tourism as one of the main priorities of the state, the introduction of economic and legal mechanisms for the successful conduct of tourism business, investment mechanisms for the development of tourism infrastructure, information and marketing activities with formation of tourist image of Ukraine. Research results. Results For the successful development of rural tourism and tourism in general in Ukraine, it is necessary to ensure the integrated development of territories, in particular the creation of favorable conditions for attracting investment in the development of tourism infrastructure by: monitoring investment proposals for the development of tourism infrastructure in the regions; preparation of a cathlass of investment projects in the field of tourism and resorts to represent potential domestic and foreign investors; the involvement of investment projects in the field of tourism and resorts in international fairs of investment projects. �wner village (guest) houses can not independently provide a wide range of leisure activities for their guests. Therefore, they need to cooperate with other structures that serve the guests of the village. Usually such partners are: � objects of community food (taverns, bars, roadside cafes); � owners of means of transport (traditional, retro options); � centers of folk crafts and crafts production; � artistic and ethno-folk groups; � municipal and private museums; � the administration of natural parks. Supporting the region in resource support: - cartographic and advertising-cartographic support, as a rule, is necessary at the level of the region (the only tourist area); - Information and advertising resources of the region (TV and other mass media, regional specialized sites, etc.); - training for tourism industry: effective coordination at the regional level; - Information and advisory support: effective organization at the regional level (including, with the involvement of external expertise, including international). Conclusions. In order to achieve the goals within the specified priority areas, it is necessary to ensure effective interaction of legal, organizational, economic and financial mechanisms of state regulation of tourism and resorts development. Prospects for rural tourism development in Ukraine appear to be potentially favorable given the presence of significant natural resources. �he flowering of rural recreation should take place under active cooperation with nature conservation institutions of a certain region (according to Article 9 of the Law of Ukraine "On the Nature Reserve Fund of Ukraine", subject to compliance with the environmental protection regime established by this Law and other acts of Ukrainian legislation, provides use them for recreational and other recreational purposes). Ukraine has powerful natural and recreational opportunities, for example, five biosphere reserves, national natural parks: Carpathian, Hutsulshchyna, Vyzhnytsky, Yavorivsky.

The article deals with the dynamics of the number of tourists in Vinnytsia region. After analyzing the statistics of the State Statistics Service of Ukraine and the Main Department of Statistics in Vinnytsia Region for 2004-2017, it has been shown that the number of Vinnytsia residents who traveled abroad in 2017 compared to 2004 increased by 14.6 times, and the number of domestic tourists decreased three times. The main reasons for the decline of domestic tourists are the financial crisis of 2007-2009, the Revolution of the Maidan in 2013-2014, terrorist acts and political and economic instability in Ukraine, aswell as the sharp increase in utilities bills in Ukraine. It is shown that the correlation between the number of tourists in Vinnytsia region, moving abroad (variable ) and income of the family (variabl ). For the data for 2004-2017, it can be described by a nonlinear model: For such a non-linear correlation, the correlation coefficient , means that when increasing family income by 1% compared with 2017, the number of tourists traveling abroad would increase by about 0, 735%. Green tourism is one of the factors of improvement of tourism industry in the region, rise of economic and social level of living in rural areas, in particular, creating new jobs, increasing incomes, preserving and enriching the cultural heritage, and advance in the infrastructure of the village. By the integral indicator of the development of rural green tourism that changes within the limits , ranking and grouping of the regions of Ukraine has been carried out according to three levels of development: high level ( , type of region's leaders), average level ( , region type average) and low level ( , type of region outsiders). According to the integral indicator of green tourism development in Vinnytsia region , it is classified as an average. Proposals for improvement of indicators of green tourism development in our region: 1) development of partnership relations between local self-government bodies, non-governmental organizations and agricultural enterprises; 2) formation of potential and stimulation of actual demand for rural tourism services; 3) development of innovative projects in the field of rural tourism development. Today, about 30 rural homesteads provide green tourism services. Of these, 2 farms have the third (the highest) category of the categorization system of the village bed base "Ukrainian hospitality estate" and 7 estates have a basic category. Four of the farmsteads of the Yampil district include: "The Magic Corner", "The Manor at Svetlana", "The Art Ladder", "The Ruffle" and one of the manor houses of Mohyliv-Podilsky: "The Comfort," are among the 100 best farmsteads of green tourism in Ukraine. A cozy rest in the picturesque Busha can be combined with the acquaintance wiht the two historical and cultural reserves "Historical Busha" and the geological "Haydamak Yar", were the history of Trypillian culture is presented. There workshops on oil painting, pysanka painting and manufacturing of motanka-dolls are offered. In order to improve the development of green tourism in Vinnitsa region it is necessary: - to use the experience of European countries in organizing green tourism; - to conduct scientific research on development of green tourism; - to develop innovative projects in the field of green tourism development; - to stimulate demand for green tourism services; - to develop partnership relations between owners of homesteads and authorities; - to improve the quality of services; - to improve transport links and the quality of roads.

AbstractThe goal of this paper was to analyze the current status of rural tourism in Croatia and to identify possibilities, guidelines and methods of its sustainable development. The research has shown that rural tourism in Croatia falls behind the sun-and-beach holiday tourism in coastal Croatia and that numerous and diverse natural and social resources in Continental Croatia are insufficiently employed, especially in the Continental part of the country Past research of rural tourism in continental Croatia relied on individual entrepreneurial initiative and scarce funding resources, so that consequently a heterogeneous and fragmented rural tourism offer, based on various tourism forms and special interest tourism types, has developed in an unorganized way. However, rural tourism can become a driving force for the development of rural areas, taking into account the concept of sustainable development, based on the balance of economic, ecological and social responsibility. In the future, it should encourage development projects that ensure integrated tourist offer and thereby enable long-term sustainable development of rural tourism in continental Croatia.
