Development of Professional Competences Based on Analysis of Professional Standards in Environmental Engineering

The experience of professional competences designing based on analysis for professional standards in the area of environmental engineering and water use is presented in this paper. It has been shown how the high school graduate’s activity tasks are defined based on analysis for labor functions and actions, selected from the professional standards in the area of environmental engineering, how to generalize these tasks when considering different professional standards related to the same direction (profile). The generalized activity tasks are the basis for selected profile’s professional competences formation, resulting in creation of approximate basic educational programs by developers of modernized Federal state standards for higher education (third generation) and basic professional educational programs in higher education institutions, in which graduates on the direction «Environmental Engineering and Water Use» are trained.

The article is devoted to the problematic issues of integrating professional competencies into educational programs of higher education institutions. It is substantiated that the relationship between educational and professional standards should be deepened, which will ensure a balance of knowledge of applicants obtained during training in higher education, and requirements for jobs, achieving the necessary program learning outcomes that will be implemented in the labor market as effective human capital. The object of research in the article is the professional qualification of higher education students, integrated into the educational programs of higher education. The purpose of the study is to determine the prospects for the development of the system of professional qualifications for the quality implementation of professional competencies in educational programs of higher education institutions. The article performs a theoretical and analytical analysis of the prerequisites for the introduction of professional competencies in educational programs of higher education institutions. It is determined that professional qualifications should be awarded by a higher education institution on the basis of appropriate professional standards, which in turn reflect a person's ability to perform a certain set of tasks and responsibilities defined by the relevant profession. It is established that for the assignment of a certain educational or professional qualification it is necessary to have: an appropriate standard; the state (institution) authorized to assign the appropriate qualification; rules (procedure) for assigning a qualification, which includes criteria for assessing the achieved program learning outcomes. It is determined that the current challenges for the development of professional competencies and the creation of appropriate standards are the reorientation of the labor market in connection with the emergence of new qualifications; development of lifelong learning trends; creation of new preconditions for licensing of educational activity of higher education institutions; high requirements for the quality of higher education in higher education and for professional qualifications in the labor market; the need for cross-border recognition of educational and professional qualifications; development of non-formal and informal education. The main perspective steps for the development of the system of professional qualifications for high-quality implementation in higher education curricula are outlined, which include: international recognition of the adopted the National Qualifications Framework, creation of new generation educational standards, establishment of uniform requirements for recognition of professional experience. comparison of educational and professional qualifications, adoption of the Procedure for recognition in Ukraine of professional qualifications acquired in other countries, determination of an effective mechanism for recognition of competencies acquired in nonformal and informal education, creation of an effective register of qualifications, support of dual education 70 development, monitoring of education qualifications, approximation of professional qualifications to Multilingual Classifier of European Skills, Competences, Qualifications and Professions (ESCO). The article discusses the experience of automation developing educational programs of university (EdProgram). The analysis of the results of the project of software creating to preparе components of EdProgram according to the requirements of the Federal State Educational Standards of Higher Education of the latest generation (FSES 3+) at the Bashkir State Agrarian University is given. The developed software product is created by extension technology of 1C:Enterprise 8.3 platform and expands the functionality of 1C:University PROF information system.The article actualizes the need to use automation tools in modern conditions when developing and updating the components of the EdPrograms are based on the Federal State Educational Standards of Higher Education. The proposed approach allows you to take into account the requirements of professional standards, as well as the requirements of employers (labor market) for graduates. The names of indicators of achievement of professional competencies are the names of the labor functions of the professional standards, the implementation of which requires the graduate to perform certain labor activities (skills) of the professional standards, acquisition relevant knowledge and skills as learning outcomes in the disciplines and practices of the higher education and vocational education and training institute of higher education, including those formulated as specific employer requirements.The proposed approach in the field of creating an automated technology for the preparation of EdProgram components on the basis of professional standards in accordance with the Federal State Educational Standards of Higher Education 3++ can be used by any university operating the 1C:University of PROF.

The article discusses the actual task of digital transformation of a university that is the automation of the processes of developing Basic Professional Educational Programs of Higher Education. It is these processes that largely determine and characterize the degree and depth of such a transformation, since they reorganize the activities of the main staff of the university. The experience of automation of the development processes of Basic Professional Educational Programs of Higher Education in the Belgorod State Agrarian University is analyzed. The necessity of using automation tools for the development and updating of the documentation support of the Basic Professional Educational Programs of Higher Education is shown.An approach is proposed for the automated formation of the content of the Basic Professional Educational Programs of Higher Education based on the Professional Standards according to the requirements of the Federal State Educational Standard 3++. The possibility of using for these purposes the new software product “Intellect Info: Educational Programs” (an extension of 1C:University PROF) is shown. The principles for the automated inclusion of the content of Professional Standards in the content of the Basic Professional Educational Programs of Higher Education are proposed, including the principles of taking into account the requirements of employers (labor market), formulating indicators of achieving professional competencies, automated preparation of work programs for disciplines, practice programs, programs of state final certification.The proposed approach to the formation of the content of Basic Professional Educational Programs of Higher Education based on the Professional Standards according to the requirements of the Federal State Educational Standard 3++ can be used by any university operating the 1C:University PROF system.

Introduction. The system of higher education in Russia is in the state of permanent transformation. During the recent period the aim of transformations has been adapting professional educational programs to the demands of community of professionals. The result of these transformations is approval of updated federal state educational standards, which obtained abbreviation “FSES 3++”. The essence of the standards updating is in establishing rules of accounting professional standards at development of professional educational programs. Starting from 2019 the training of personnel for construction industry will be fulfilled in compliance with FSES 3++. The training content of graduates is determined by educational organizations in compliance with exemplary main educational programs (EMEP). The article describes the experience of Federal educational methodical association in the system of higher education in an enlarged group of specialties and areas of training 08.00.00 Engineering and construction technology for development of EMEP. Materials and methods. In order to ensure the uniformity of the requirements for education of graduates of different profiles and qualifications, it was decided to develop EMEP for each of the main directions (profiles) of educational programs. As part of the development of EMEP, a methodology for formulating professional competencies based on an analysis of the requirements of professional standards was proposed and applied. Formulation of indicators of achievements in competencies was carried out in the form of a description of labour actions. Results. To date several draft EMEPs have been worked out for different directions and levels of education. A proven methodology for development of EMEP is used to compile EMEP for other areas. Conclusions. The process of harmonizing the educational and professional standards will permit not only solving the problem of professional orientation of educational programs, but also in this regard the task of ensuring quality of graduates training required by employers. For this purpose, EMEP should be developed separately according to the directions of educational programs and establish mandatory professional competencies. Such an approach to the development of EMEP also ensures the achievement of unity of the educational system as one of the requirements of the Federal Law “On Education in the Russian Federation”.

The drafts of Federal state educational standards in the direction “Technosphere Safety” which on the instructions of the Ministry of Education and Science of the Russian Federation were processed in connection with adoption of the Federal law “About education in the Russian Federation” No. 273 dated 29.12.2012, taken effect from 01.09.2013. The contents of standards didn´t undergo essential changes: the educational program of applied bachelor training is entered; the rights of higher education institutions in formation of the curriculum and the educational programs providing the achievement of competences regulated by the standard and results of training are expanded; requirements to educational institutions realizing the educational programs on material, technical, personnel and educational support are specified and expanded. Standards to the present aren´t approved and are published for the purpose of informing of higher education institutions and the faculty on planned changes in higher education standardization system. To the approval of standards the standards which have taken effect since 01.09.2011 work.
