The article considers proposals on the principles of the Eurasian Union countries common energy market formation in the digital economy era and the list of priority projects for its transformation. The future state of the markets in the digital economy era is characterized by a significantly higher percentage of the added value compared to the current numbers, due to the acquisition, processing and dissemination of information and the transition to new production technologies that generate huge amounts of digital information that is flowing in both the state-owned and corporate information systems.

Объектом исследования является стратегия операционной деятельности промышленного предприятия, воплощающая целенаправленный, качественно определенный способ реализации предприятием его операционной деятельности, выраженный в количественных показателях. Вид стратегии операционной деятельности определяется по данным управленческого учета в режиме мониторинга, и в случае необходимости он должен быть незамедлительно скорректирован, поэтому целью исследования является разработка алгоритма информационной поддержки соответствующих управленческих решений. Приведен обзор становления мировой цифровой экономики, а также тех возможностей, которые она предоставляет при управлении предприятием. Научная новизна исследования заключается в разработке алгоритма информационного обеспечения по реализации стратегии операционной деятельности промышленного предприятия, позволяющего регулярно оценивать эффективность используемой стратегии и устанавливать соответствие вида стратегии определенным параметрам, а также проводить корректировку вида стратегии операционной деятельности на основе экономико-математических методов. Эти процедуры будут способствовать повышению эффективности управления предприятием в современных условиях, характеризующихся высоким уровнем динамичности и информационной доступности экономических процессов. The author investigates the strategy of operational activity of an industrial enterprise which can be qualified as a qualitatively defined way of implementing its operational activities, expressed in quantitative terms. The type of strategy of operational activity is determined in the monitoring mode according to management accounting data, and in case of non-compliance with the specified parameters, the strategy can be immediately adjusted, which requires the development of an appropriate algorithm and information support. The implementation of the proposed concept of monitoring and adjusting the strategy of operational activity requires the use of modern corporate information systems by an industrial enterprise. The article provides a brief historical overview of the formation of the global digital economy, as well as those opportunities that it provides when managing an enterprise. The article proposes an algorithm of information support for the implementation of the strategy of operational activity of an industrial enterprise, which allows you to regularly evaluate the effectiveness of the strategy used and establish the correspondence of the type of strategy to certain parameters, as well as adjust the type of strategy of operational activity based on economic and mathematical methods. Implementation of the algorithm in practice is possible while using modern corporate information systems. The algorithm of information support for the implementation of the strategy of operational activity of an industrial enterprise can be used to increase the efficiency of enterprise management in modern conditions, characterized by a high level of dynamism of economic processes and information accessibility.

Purpose: the study methodological approaches to assessing the level of development of the digital economy and develop recommendations for improving digitalization development management processes.Methods: the research methodology is based on the use of elements of various types of analysis, statistical methods and macroeconomic modeling methods. The empirical base is represented by a set of thematic materials, including statistical data from European Union countries.Results: the study presents various interpretations of the content of the concept of "digital economy", indicating its content in accordance with the evolutionary development of society and the progress of scientific and technological progress. Approaches to measuring the level of development of the digitalization of the economy on a global scale are considered. The absence of the universally recognized universal indicators and methods recognized in this field has been revealed. An analysis of the development of the digital economy in the countries of the European Union using the Digital Economy and Society Index (DESI) is carried out. A model has been developed that allows the grouping of EU countries taking into account the level of development of the digital economy and the characteristic features for each selected group of countries, which will increase the efficiency of managerial decisions in the direction of the development of CEs in specific conditions.Conclusions and Relevance: the differentiation in the level of development of the countries of the European Union determines the presence of significant differences in strategic priorities in the implementation of the digitalization of the economy. The main direction of digitalization of the economy should be considered industrial production. A new production paradigm is the formation of intelligent production based on the introduction of digital production and digital information technologies in the main stages of the product life cycle. Sociocyberphysical systems capable of solving key problems, both in the digitalization of production systems and becoming the locomotives of the growth of the new economy, are being formed in this context. They have the ability to interact with both the environment and the social sphere through the creation of new jobs. The developed model is focused on taking into account the specific features of the development of a country (group of countries), allows you to identify key problems in the development of the digital economy and timely take the necessary measures to solve them.

This market is currently managed primarily using paper certificates and heterogeneous university management systems that capture achieved learning outcomes as well as corporate information systems that capture required qualifications. In light of trends toward increased student mobility, employability and lifelong learning, this situation is less than satisfactory. Therefore, in this paper, the authors propose a schema that facilitates interoperable storage and management of Personal Achieved Learning Outcomes (PALO) based on a common data model. This paper presents use case scenarios and implementations addressing these challenges and demonstrating the added value of using such a common model.

An academic interest in the topic of digital economy is caused by the ever increasing digital technology possibilities as a new production factor. In digital production, added value is obtained as a result of information procession using digital technology, the final products of which are new products and services. Digital economy contributes to the rethinking of existing economic relations and formation of new pure digital economy sectors as the basis for a new information economy. In this paper, we analyze theoretical aspects of the evolution of the «digital economy» concept; examine various scientific and expert opinions and views on current issues. The authors’ approach to the definition of «digital economy» concept follows from the economic theory of «productive forces and production relations,» and is based on the premise of «new production relations». This paper critically rethinks the state of digitalization in Kazakhstan, the implementation of the Digital Kazakhstan Program, which really showed the impact of the 2019-2020 coronavirus pandemic on digitalization, especially within healthcare, education, and public administration. The results of the study suggest that at present, digital knowledge and digital literacy skills are becoming an urgent need for most citizens to improve their efficiency of work and the employee qualification. A comparative analysis of the digital economy’s development level across leading and developing countries has shown a number of significant factors that hinder digitalization in Kazakhstan, such as the lack of a fullfledged digital infrastructure (IT capacity, limited technological capabilities, etc.).As a result of the study, we have determined a lag in both implementation of digital communication technologies and development of digital business in Kazakhstan. Simulation results show that the effective digital economy development in Kazakhstan requires ensuring a positive dynamics of such key digital growth indicators, as the availability of digital communication technologies and the volumes of digital business, which have a positive correlation with the development of digital literacy, and the level of e-government. Mathematical methods we used in writing this paper have allowed us to develop a predictive model of the digital economy development in Kazakhstan in the medium term. We have made specific conclusions and recommendations for the development of the digital economy in Kazakhstan for the near future.

In the context of digitalization, the functioning of the QMS necessitates the development and application of qualitatively new management technologies, as well as fundamentally new production technologies. Science is faced with the question of studying the main ways of developing the QMS, determining its place and role in modern conditions and realities, including the use of digital technologies. The article defines the sections of the QMS (GOST R ISO 9001-2015), in which digital technologies can and should be implemented: clause 8.3 Design and development of products and services, clause 8.4. Production of products and provision of services, p. 7.1.5 Resources for monitoring and measurement, p. 9.3. Management analysis.
