An academic interest in the topic of digital economy is caused by the ever increasing digital technology possibilities as a new production factor. In digital production, added value is obtained as a result of information procession using digital technology, the final products of which are new products and services. Digital economy contributes to the rethinking of existing economic relations and formation of new pure digital economy sectors as the basis for a new information economy. In this paper, we analyze theoretical aspects of the evolution of the «digital economy» concept; examine various scientific and expert opinions and views on current issues. The authors’ approach to the definition of «digital economy» concept follows from the economic theory of «productive forces and production relations,» and is based on the premise of «new production relations». This paper critically rethinks the state of digitalization in Kazakhstan, the implementation of the Digital Kazakhstan Program, which really showed the impact of the 2019-2020 coronavirus pandemic on digitalization, especially within healthcare, education, and public administration. The results of the study suggest that at present, digital knowledge and digital literacy skills are becoming an urgent need for most citizens to improve their efficiency of work and the employee qualification. A comparative analysis of the digital economy’s development level across leading and developing countries has shown a number of significant factors that hinder digitalization in Kazakhstan, such as the lack of a fullfledged digital infrastructure (IT capacity, limited technological capabilities, etc.).As a result of the study, we have determined a lag in both implementation of digital communication technologies and development of digital business in Kazakhstan. Simulation results show that the effective digital economy development in Kazakhstan requires ensuring a positive dynamics of such key digital growth indicators, as the availability of digital communication technologies and the volumes of digital business, which have a positive correlation with the development of digital literacy, and the level of e-government. Mathematical methods we used in writing this paper have allowed us to develop a predictive model of the digital economy development in Kazakhstan in the medium term. We have made specific conclusions and recommendations for the development of the digital economy in Kazakhstan for the near future.

The development of digital communication technologies and their implementation in all aspects of the life of the population creates new opportunities for the realization of human capital. «Digital» employment has certain characteristics, the analysis of which is necessary to assess the impact of digitalization on the use of human capital of the population, which makes this area of research highly relevent. The objectives of the research are to determine the characteristics of new forms of employment and identify the consequences of their development for the population. The study identified the following forms of employment related to the digital economy: remote employment (remote jobs, outsourcing, freelance), a shared economy (co-consumption, co-production), creation and maintenance of Internet resources (blogs). The study determined features of each of these forms and their effect on employment. In particular, we analyzed such consequences as the market expansion for information services and products and the involvement of previously unused human capital in the production process are analyzed. In addition, the study examined the impact of digital employment on the stratification of the population by income level. As a result, we concluded that the development of Internet infrastructure is not enough for the successful use of digital forms of employment. It is necessary to develop digital literacy and create conditions for the formation of competitive human capital in the regions.

Questions and problems related to new production relations arising from the use of information and communication technologies in the technological processes of agricultural production (point farming, differentiation of information support through the reception, processing, presentation of information about the state of the soil, animals, the environment, etc.) between the object and the subject of management are investigated and analyzed. The system of collecting and wireless transmission of data on the state of the soil by means of mobile and stationary sensors with the subsequent analysis of information for making optimal management decisions in crop production is considered.

Background. With the continuous advancement of digital technology and the accelerated development of digital finance, the rise of digital finance has had a vital impact on the true evolution of SMEs. The digital economy has a significant positive impact on the productivity of SMEs. Method. This article first analyzes the digital level of SMEs, studies the incentive effect of digital finance on the level of technological revolution of SMEs, and analyzes the mitigation effect of digital finance evolution on the financing constraints of SMEs. At the same time, it also studies how to develop the digital economy and achieve high-quality business evolution. Result. The digital economy can promote the growth of enterprise productivity through four indirect ways: scale economy effect, scope economy effect, technological revolution effect, and management benefit effect. Conclusion. The Financial Technology Optimization program helps financial leaders adopt new digital technologies to optimize financial processes while minimizing disruption.

Abstract This article describes the impact of the global digital economy on the technological development of the mineral sector in the world. Due to the different specifics of the legislative bases of the investigated regions, such as the USA, China, EU, and Africa, the development of digital transformation is presented on the example of the Russian Federation in the context of world trends. The article presents an analysis of the possibilities of using straight-through digital technology in prospecting, design, development, and use of mineral resources. It describes a structure promoting the development of applied digital technology through research–education centers and international competence centers. This structure would allow forming the new competencies for personnel working in the digital economy. The underfunding of the information and computing infrastructure could be a significant challenge to the digital transformation of the economy. Creating the conditions for a reliable and secure process of generating, storing, and using data is the basis for protection from the cybersecurity hazard that could act as a brake on technology advancement. This article discusses the organizational and technological priorities of the development of the mineral resource sector on the example of the Russian Federation. The challenges for the mineral resource complex resulting from global changes can be taken on through technological changes of the industry. The article gives a thorough description of issues related to technological developments in the raw materials sector, oil refining industry, development of integrated and advanced mineral processing systems, and the use of household and industrial wastes. The research presents basic technology contributing to sustainable development, starting from exploration and production forecasting and up to sustainable planning and distribution of material and energy resources based on real-time data. It also pays special attention to the possibilities of creating digital platforms for the mineral sector. Digital integration, combining research areas, personnel, processes, users, and data will create conditions for scientific and technological achievements and breakthroughs, providing scientific and economic developments in related industries and, above all, in the global mineral and raw materials market.

The article is devoted to the analysis of the main modern trends of digitalization of the economies of the leading world powers. Particular attention is paid to the state of Affairs with the practice of information and communication technologies in the Russian Federation. The analysis of trends in the participation of the digital economy in the formation of GDP of a number of countries, including Russia. The impact of digitalization processes on the current state and further development of various spheres of management is assessed. The practice of development of strategic programs for the development of national economies, which determine the targets for the development and implementation of modern information technologies in various industries and activities to improve the efficiency of national socio-economic systems. The author’s position in determining the main features of the current state of the digital economy of Russia is based on the generalization of the results of studies conducted by a number of international companies, and is of practical importance in the study of the problem of the ongoing transformation of social and labor relations in the context of digitalization.

The subject of this research is the digital transformation of marketing strategies and development strategies of the construction small and medium-sized enterprises. The object of this research is the construction small and medium-sized enterprises in the conditions of modern digital economy and the global socioeconomic crisis caused by the COVID-19 pandemic. The goal of this article consists in the analysis of peculiarities of digital transformation of marketing strategies and development strategies of the construction small and medium-sized enterprises. The research data was collected via he method of in-depth interviews with the representatives of Russian construction small and medium-sized enterprises, and analyzed using the method of thematic analysis. The hypotheses were advanced and proved on the the impact of digital transformation of marketing strategies of the construction small and medium-sized enterprises upon their competitiveness in the conditions of modern digital economy. The article indicates the growing role of digital transformation of the construction small and medium-sized enterprises in the conditions of modern digital economy and global socioeconomic crisis caused by the COVID-19 pandemic. As a result of research, the author obtained the key characteristics of digital transformation of the construction small and medium-sized enterprises, including the questions of awareness of the informants about digitalization, digital transformation marketing strategies and development strategies of the informant companies, level of digital literacy of the employees of the construction small and medium-sized enterprises, barriers and changes in the process of digitalization, forecasts for the future digital development of the construction small and medium-sized enterprises, and personal perception of digital transformation by the informants. The acquired data can be used by the construction small and medium-sized enterprises in development of the technology for creating digital strategy, formulation of the corresponding scientific-methodological and practical recommendations in the area of their innovation development.

Subject. The article considers the impact of digital economy on entrepreneurship, which is a key factor in influencing the social and economic life of countries with market economies. New economic processes are emerging, such as e-commerce, as well as new economic agents, such as digital government and digital enterprises, which, in turn, are shaping the digital entrepreneurial ecosystem. Objectives. We focus on exploring the impact of digital economy on business activity. Methods. The study draws on the methods of logical and statistical analysis. Results. The digital economy is forcing many States to take a new course in their policies to improve socio-economic processes. In 2017, the RF President's Decree was issued called On the Strategy for Information Society Development in the Russian Federation for 2017–2030, which is aimed at the development of information and communication technologies, including those ones in the economy. Conclusions. Any State should provide favorable conditions for digitalization of entrepreneurship. Public financial support is crucial for creating and fostering innovative center for development of new digital enterprises.

This chapter discusses the development of information and communication technology across Asian economies. Digital technology is the presentation of information in bits that emphasize digital technology which covers all business, financial, social, and cultural events that are supported by the web and other digital communication technologies. Technology has minimized the cost of storage, and flow of information. In the last 15 years, digital technology has affected human lives and the chapter examines how digital technology changes economic activity. There are three principal segments: e-business, e-business framework, and e-commerce. The digital economy is known as the web economy because of its dependence on the network. Modern technologies, cloud computing, mobile app, and social media influence the business landscape, reshaping the idea of work, boundaries of enterprises, and the obligations of business pioneers. Thus, the digital economy features the opportunity for organizations and people to execute existing tasks on the PC more frequently than before.

In response to Indonesia's accelerating digital use, this study aims to address challenges to implement digital business models and identify the impact of digital economy to external and social and environmental sustainability. This study uses desk study, descriptive statistical analysis, and quantitative regression model and qualitative information from discussion with relevant stakeholders. This study provides several important results. First, increase in mobile cellular subscription will lead to increase in inequality, while percentage of internet user to population has shown otherwise. Second, the study also found that technology has a possibility to affect environment since it could increase CO2 emission. The digital technology gives the pressure to increase balance of payment deficit. The recommendations include increasing digital access and digital literacy, developing pro-environment technology, and increasing the exports of digitally deliverable services.
