On the Mechanism of Implementation of Strategy of Scientific and Technological Development

The analysis of scientific and technical potential is carried out, the assessment of its ability to provide transition of economy of the country from energy and raw materials to an innovative way of development is given. It is proved that in order to achieve the goals of strategic scientific and technological development of the country it is necessary to develop an effective organizational and economic mechanism for its implementation. Proposals are made to improve budget financing and human resources for the development of science through the implementation of national projects and programs.

This article aims to analyze the execution Human Resources Program in Strategic Areas (RHAE) in Espírito Santo State seeking to understand the reasons why such Program did not contemplate the number of projects planned. The RHAE Program uses a set of technological development grants and its purpose is to financially support qualified professionals in research and development (R&D) activities to work directly in companies, in addition to developing and training human resources that contribute to applied research projects or technological development. In addition to the literature review, the documentary research was based on documents made available by the Scientific and Technological Development Council (CNPQ) and the Foundation for Research Support - (Fapes), the latter agency being the executor of the program in Espirito Santo State. The results showed that the main challenge in the execution of the program in the state of Espírito Santo is related to the difficulty of hiring qualified personnel compatible with the amount made available by the Program grants in the period.

This article presents an analysis of the patent activity of domestic and foreign applicants in Russia, based on the data from patent statistics for 2009–2018. The source of the study was the data of the annual reports of Rospatent. The purpose of this research is to identify the indicators of patent activity and their dynamics. It allows us to assess the current state of scientific and technical potential and emerging trends in the scientific and technological development of Russia. The research concerns intellectual property related to the objects of patent rights according to the Russian civil law: inventions, utility models and industrial designs. This article presents an analysis of the patent activity in Russia concerning inventions. The author revealed that in recent years there had been a decreasing interest in this type of patent rights objects from both domestic and foreign applicants, which has harmed the dynamics of patent activity indicators regarding inventions.

Throughout history the development of the countries has been generated mainly by the impulse in two complementary axes: Science and Technology, and Trade. At present we are experiencing an exponential scientific and technological development and the Economy in all its fronts is driven by the intensive application of technology. According to these considerations, this research tries to expose the development of Innovation Management as a transversal mechanism to promote the different socioeconomic areas and especially those supported by engineering. To this end, use will be made of Technology Watch in order to identify the advances of the main research centres related to innovation in the world. Next, there will be an evaluation of the main models of Innovation Management and related methodologies that expose some of the existing Innovation Observatories in the world to finally make a proposal for Innovation Management applicable to the reality of Peru, so that it can be taken into consideration by stakeholders (Government, Academy, Business and Civil Society) committed to Innovation Management in the country

The author presents a vision of the mainstream vectors of global development against the backdrop of the “Grand Challenges” of the 21st century. He formulates optimal ways for Russia and Africa to interact in order to achieve the goals set by the UN Third International Conference on Financing for Development. The author proposes a RUSAFRICA project, which combines a dual goal of boosting economic, social and technological development of both Russia and Africa. The project envisages an integrated cooperative approach to mutually significant economic, technological and infrastructural requirements and capacities while prioritizing the human development aspect. Innovative approaches to mutual cooperation shale open ways to promoting Russian technologies and innovative products to new markets, generating growth of income from exports of high technology products and services with the aim to enhance Russia’s influence and competitive strengths, in accordance with the Scientific and Technological Development Strategy of the Russian Federation.
