This article aims to analyze the execution Human Resources Program in Strategic Areas (RHAE) in Espírito Santo State seeking to understand the reasons why such Program did not contemplate the number of projects planned. The RHAE Program uses a set of technological development grants and its purpose is to financially support qualified professionals in research and development (R&D) activities to work directly in companies, in addition to developing and training human resources that contribute to applied research projects or technological development. In addition to the literature review, the documentary research was based on documents made available by the Scientific and Technological Development Council (CNPQ) and the Foundation for Research Support - (Fapes), the latter agency being the executor of the program in Espirito Santo State. The results showed that the main challenge in the execution of the program in the state of Espírito Santo is related to the difficulty of hiring qualified personnel compatible with the amount made available by the Program grants in the period.

El presente artículo tiene como objetivo analizar los métodos de evaluación de las inversiones a largo plazo en activos fijos, tecnología y capacitación del recurso humano, utilizados por el sector farmacéutico del estado de Zulia (Venezuela). Metodológicamente, es de tipología descriptiva, con un diseño no experimental de campo y transversal. La población fue constituida por las siete (7) farmacias inscritas y activas en el Registro Municipal de la Alcaldía Bolivariana del municipio Jesús Enrique Lossada del Estado de Zulia al mes de mayo de 2015. Se utilizó el cuestionario estructurado como instrumento de recolección de datos aplicado a los gerentes y/o administradores, quienes fueron las unidades informantes; el mismo fue validado por cinco (5) expertos y mediante el nivel de confiabilidad, siendo el Alpha-Cronbach de 0,89. Los resultados demuestran que si bien pocas empresas acuden a los métodos tradicionales para evaluar las inversiones en propiedades, planta, equipos y tecnología, la mayoría aplica los destinados a evaluar inversiones en capacitación del talento humano. En conclusión, los métodos menos usados son aquellos que requieren la aplicación de fórmulas aritméticas (VPN, TIR, IR), evidenciando así que estas empresas carecen de personal calificado para usar e interpretar estos últimos. Se recomienda maximizar su uso para garantizar la salud financiera de estas organizaciones, así como aplicar los correctivos cuando la capacitación brindada al trabajador no produzca el efecto esperado. ABSTRACTThis article aims to analyze the methods of assessing long-term investments in fixed assets, technology and training of human resources used by the pharmaceutical sector of Zulia (Venezuela). Methodologically, the typology is descriptive, with a non-experimental field not a cross design. The chosen sample consisted of seven (7) registered and duly active pharmacies in the Municipal Register of the Bolivarian Mayor City of Losada - State of Zulia in May 2015. A well structured questionnaire was used as an instrument for data collection applied to managers and / or administrators who were reporting units. It was validated by five (5) experts and the level of reliability using the Cronbach Alpha was 0.89. Results show that while only a few companies flock to traditional methods to evaluate investments in property, plant, equipment and technology, the majority applies them to assess the investment used for the training of human talent. In conclusion, the least used methods are those that require the application of arithmetic formulas (NPV, IRR, IR) thus showing that these companies lack qualified personnel for the use and interpretation of these methods. It is strongly recommended, in order to maximize its use, to ensure that these organizations are financially healthy, and at the same time proceed to apply the necessary correctives when the training provided to the worker does not produce the desired effect.

With the Law nº 11.892 of 2008, Brazilian´s professional education acquired new status, based on the conception of the Federal Institutes of Education, Science and Technology (FIs). In essence, FIs have the responsibility to stimulate applied research in the development of technical and technological solutions; entrepreneurship; and scientific and technological development with a view to innovative processes. Despite their intrinsic proximity to the productive sector, giving them an environment conducive to the development of intellectual assets, some FIs still have difficulties in managing innovation. Conversely, some of these institutions have developed mechanisms to promote innovation management and the improvement of knowledge protection indicators developed in their locus. In this perspective, the FIs of the Northeast region of Brazil stand out, through their Technological Innovation Centers, presenting the best Intellectual Property (IP) safeguard indexes between the years 2008 to 2016. In this sense, the present work aims to present the innovation actions of the FIs of the referred region that culminated in a greater protection of IP, and may serve as a reference for other institutions in the network.

The role of scientific communications in scientific and technological development of the country is studied in the article. It is shown that the improvement of interaction in the scientific community directly depends on increasing the efficiency of modern science. At the international level, efficiency is associated with the search for a balance of local and international participation in scientific activities, an optimal balance of fundamental and applied research, commercialization of research and development. Russian state policy in the field of science is aimed at implementing priorities, one of which is the formation of a system of scientific communications, as well as the formation of a model for international cooperation and international integration in the field of research.

This article aims to verify the importance of the graduate program stricto sensu in Brazil, through a literature search. Through the research it is possible to highlight historical notes on the higher education courses stricto sensu in Brazil, identifying the contribution of CAPES to the higher education courses stricto sensu and the importance of these courses for specialization and training of professionals for the labor market. It can also be observed that the graduate programs stricto sensu contribute to the training of professionals for the scientific and technological development of the country. Therefore, it is suggested longitudinal studies at the international level in order to verify what is the academic development stricto sensu.

The analysis of scientific and technical potential is carried out, the assessment of its ability to provide transition of economy of the country from energy and raw materials to an innovative way of development is given. It is proved that in order to achieve the goals of strategic scientific and technological development of the country it is necessary to develop an effective organizational and economic mechanism for its implementation. Proposals are made to improve budget financing and human resources for the development of science through the implementation of national projects and programs.

The paper will give an overview of the current status of education in Geoinformatics in China. First, the paper will provide a general review of the scientific and technological development of Geoinformatics in China. It then presents how the development affects the education and training in China. In the paper, universities and institutes in China that can award academic degrees related to Geoinformatics will be summarized. Next, the paper will report the work having been done by the expert group on Surveying and Mapping, including the revision of discipline catalogue and guide for graduate education and requirements. A list of typical curriculain Geoinformatics education is suggested. Finally, activities on promoting the graduate student exchange platform will be presented.

A gestão estratégica tem sido resposta aos desafios, mudanças velozes e de grande magnitude que estão surgindo em função da globalização, levando as empresas à necessidade de alavancar a sua competitividade no mercado, visando se destacar frente a concorrência. Frente a este cenário, a área de Recursos Humanos tem sido desafiada a atuar estrategicamente nas organizações, influenciando assim o desempenho organizacional e, para isso, vem sendo necessária a redefinição do seu papel nos últimos anos. Este trabalho tem como objetivo avaliar, por meio de resultados obtidos pela aplicação de um questionário, como profissionais da área de Recursos Humanos definem quais são as atividades consideradas mais estratégicas, qual o cenário atual na atuação estratégica dos RH e quais as tendências para que os profissionais de RH migrem para o modelo estratégico. O questionário foi aplicado em 13 profissionais da área, da região de Mato Grosso do Sul, São Paulo e Espírito Santo, com empresas do ramo industrial e de serviços. O principal interesse do trabalho é verificar se ainda há grande distância entre o que é esperado como papel estratégico do RH e a prática das empresas atualmente. Os resultados da pesquisa permitem demonstrar que os profissionais de recursos humanos das organizações pesquisadas sabem o que deve ser feito para que sua atuação seja estratégica para a organização. Porém, também revelaram que esse papel estratégico ainda é pouco apoiado pela alta direção das empresas, impactando assim na mudança de papel da área. HR PROFESSIONAL EYE IN RELATION TO THE ROLE OF STRATEGY IN ORGANIZATIONS ABSTRACT Strategic management has been responding to the challenges, sudden changes of great extent which are happening due to globalization, leading companies to increase competition in the market, aiming to stand out compared to the rivalry. On this perspective, Human Resources have been challenged to act, strategically, in the organizations, thus influencing the organizational performance and therefore, being necessary to redefine their roles in the last years. This paper aims at evaluating, through results obtained by the application of a questionnaire, how Human Resources professionals define which activities are considered more strategic, which current scenery is in the strategic HR action and which tendencies make HR professionals to migrate to the strategic model. The questionnaire was applied with 13 professionals, from the region of Mato Grosso do Sul, São Paulo and Espírito Santo, with companies in the industrial and service sectors. The main interest of this study is to verify if there is still a great distance between what is wanted as strategic role of HR and the practice of the companies nowadays. The results of the research show that the human resources professionals from the companies surveyed know what must be done to make their action strategic to the organization. However, it is also revealed that this strategic role is little supported by the directors of the companies, thus impacting on the changing in the role of the area.

In a view of implementation of the concept of scientific and technological development in the Russian Federation, the problem of systemogenesis of pedagogue’s work and training is topical for modernisation of pedagogic education as an institution. Issues about origin and specifics of such values are still not quite clear in science, although they make the basis of goal-setting and updating of curriculums in pedagogic education. The digital transformation of the Russian society has generated new, "digital values" of pedagogic activities and has led to modification of traditional values in this area. Values as separate characteristics of pedagogic activities significant for a person are objective and do not depend on the person; instead, they influence people’s attitudes and actions. The values appearing and transforming due to digitalisation of the society and education require a revision of the theory and practice of organising educational activities. So it is of great importance, to identify traditional and post-traditional, the so-called "digital values" of pedagogic activities as well as mechanisms of formation and influence on the pedagogues’ training. These tasks are supposed to be solved by the scientific theory about transformation of the value content of pedagogic activities under digital modernisation of the society.
