Motivation: This text presents the results of the process of juridization of the sustainable development principle in international, EU and national law, as well as the development of that principle with regard to the application of law practice. Aim: At the same time, the text attempts to define the role of an administrative court as a body reinterpreting the sustainable development principle in environmental protection and spatial planning cases, bearing in mind both the ecological as well as social justice outlook Results: As a result, the study presented focuses on determining the impact of the administrative courts’ established case-law on the application of the sustainable development principle by national public administration authorities.

OThe main directions for finding ways to improve the rating of the Russian Federation in international statistical comparisons in the field of telecommunications/ICT are presented, taking into account the need to harmonize various activities related to assessing the impact of telecommunications/ICTs on achieving the sustainable development goals, as well as the advent of the new International Telecommunication Union Index instead of the ICT Development Index (IDI).

Financial market imperfections constrain firms’ ability to obtain funds. This is especially true for the former communist bloc countries. However, the restrictions on access to financing and the attitudes of management in these geographies remain overlooked by academic research and represent an important obstacle on the roadmap to sustainable development. The objective of this paper is to fill this gap by analyzing the impact of ownership structure, institutional environment development, and debt market profile on the perception of financial constraints by the representatives of corporate top management from 28 countries of the former communist bloc. Our analysis spans over the period 2002–2013. We apply the probit and Heckman models to investigate nonlinear and multicast effects of the considered factors. We evidence that during the crisis and post-crisis periods, foreign ownership alleviates the restrictions on access to financial resources. We also discuss the role of state ownership. We find that the volume of local currency bond market has a nonlinear U-shape relationship. Our results are useful for policy makers focused on sustainable development of the former communist economies by means of improving access of businesses to financing.

Climate change and the global warming have become an important issue at the present. Some of previous research showed the importance of studies on the sources of global warming and carbon emissions. Our attention needs to be paid to carbon monitoring worldwide. Therefore, the information about the distribution and the characteristic of carbon stocks has become very strategic matter particularly for sustainable development. This paper aims to analyze the utilization of Geospatial Information of Carbon Stocks (GICS) for forestry management, environmental protection, and spatial planning with the case study in Southeast Sulawesi, Indonesia. The method was descriptive analytic to compose several regulations related to geospatial data and information and their connetion to forestry management in Indonesia, environmental protection, and spatial planning. The results of the analysis showed that the principle of sustainable development must be supported by accurate data and information in accordance with the objectives of sustainable development. For the sustainable development, the GICS is functioning in the Strategic Environmental Assessment (SEA) and Low-Emission Development Strategy (LEDS).

Abstract Ukraine faces a number of challenges including rapid deterioration of the environment. Shift to the sustainable development requires a radical change in governance and legislation. It is obvious the lack of strategic documents, which would define the approaches to integration of certain objectives into sectoral policies. It is strongly related to the system of spatial planning, which should be improved according to European standards, including those concerning environmental protection. This publication reveals approaches to “greening” of the planning process on the basis of German methodology of landscape planning. This methodology was adapted in Ukraine in the framework of joint projects. Particular attention has been given to rural development under decentralisation process. Efficient ways towards the improvement of spatial planning and development have been considered on the case of Ukrainian local community.

Precedensal Character Resolution of the Supreme Administrative CourtThe article presents the issue of the precedent character of some resolutions of the Supreme Administrative Court. At the same time he deals with the law-making and the precedent role of administrative courts. It deals with the issues of contemporary law change, including the transition from the syllogistic to the paradigmatic application of law. In addition, it describes Competence of the Supreme Administrative Court to adopt resolutions aimed at clarifying legal provisions, the application of which has caused divergences in the case law of administrative courts. At the end of the article is presented a review of the resolutions of the Supreme Administrative Court in the author’s assessment of the precedent character.

The article analyzes the main foreign approaches to the interpretation of the “sustainable development” definition, the directions for the formation of various concepts, programs, political attitudes based on the definition and ideas of sustainable development, identifies shortcomings of the most common approaches and concepts. An overview of the main approaches and theories of sustainable development is compiled, their classification is proposed, a spatial model of the conceptual areas of the concept of “sustainable development” and spheres of its application is presented. The study concluded that the alternative approaches to understanding the role of the environment in the existence of mankind, to the assessment of both the impact of industrial and agricultural production and the results of people’s livelihoods (especially in the context of a sharp increase of urbanization rate) on the global environmental situation, have led to the formation of various concepts of sustainable development that form the basis of national strategies and programs of sustainable development. As a result, the ideas, and the very concept of sustainable development, are increasingly becoming a field of disagreements and contradictions between states and individual regions of the world, rather than a common platform for combining efforts to solve global problems of mankind.

Environmental protection is actively becoming one of the main issues of the Sustainable Development Agenda, and is therefore in the focus of various scientific papers and publications. In the context of vehicle platooning, the environment represents an important area, considering that some of the main goals of this transport technology are to reduce fuel consumption and the reduction of harmful gas emissions. Both goals are achievable when optimizing the speed of vehicles in the convoy, but they also depend on the number of vehicles in the convoy, the type of road they travel on, the weight/mass they carry, as well as the weather conditions. This paper will provide insights into platooning simulations and researches conducted in real conditions, which will focus on the impact of this transportation technology on the environment.
