The article explores the development of methodological principles in the field of strategic planning and management and the development of planning documents in the field of national security, taking into account the peculiarities of the current stage of global development, the variability of the security environment. The purpose of this article is to identify problematic issues in the field of national security planning in Ukraine and ways to improve the process of development and implementation of the National Security Strategy, taking into account the best world practices. The research is based on the analysis of publications by domestic and foreign researchers in the field of strategic planning, appropriate legal acts of Ukraine, as well as the author's experience gained from her involving in development of draft strategic documents of the state. This article is focusing on solving the following scientific and practical problems: identification of the main trends in the development of methodological framework of strategic planning in the field of national security; identification of problems in the field of strategic planning in the field of national security of Ukraine; identification of scientifically substantiated ways to improve the process of strategic planning in the field of national security in Ukraine, taking into account the best international practices. The main research methods are empirical (in particular, observations, descriptions, comparisons) and general scientific (primarily, analysis, synthesis, generalization, explanation, historical and logical methods, etc.). The main results of the study are, in particular, the following: It is determined that in accordance to the best world practices the development of national security strategies take into account the principles of national resilience and the wide expert involvement in the process of preparation of such a document is recommended. The growing role of strategic management and the need to ensure national resilience characterize current trends in the development of methodological framework of strategic planning in the field of national security. It is emphasized that the very fact that the state has a national security strategy based on the scientific ground is not a guarantee of achieving certain goals and results in practice. Therefore, the process of implementation of such a document should be under constant control by the public authorities. The new cycle of planning has been starting after the adoption in 2020 of the new National Security Strategy of Ukraine. The analysis conducted by the author revealed a number of problematic issues, the solution of which requires, in particular, the amendment to the Law of Ukraine "On National Security of Ukraine" in terms of strategic planning. The fundamental differences and innovations of the current National Security Strategy of Ukraine in comparison with its previous editions are determined. It is emphasized that lessons from the experience of implementing strategic planning documents in the field of national security should be learned in Ukraine. It is determined that the low level of implementation of previous national security strategies of Ukraine was caused by the declarative nature of some of their norms, lack and formality of control over the implementation of such documents, lack of reporting procedures, indicators and criteria for evaluating the results, including for their compliance with certain objectives. The lack of attention to the analysis of the security situation in appropriate field, risk assessment, forecasting, threat identification and vulnerability detection are identified as some of the most significant problems during the preparation of strategic planning documents in the field of national security. Based on the results of the study, recommendations for the state authorities of Ukraine were prepared.

The United States has long enjoyed an essentially unopposed ability to project power and sustain its security forces dispersed throughout the world. However, the uncertainty facing the global security environment, including tenuous alliances, fiscal constraints, and a decline in overseas basing, has increased tensions in emerging areas of potential conflict. These factors are driving change regarding the United States’ defense posture and access agreements abroad. While the preponderance of overseas capability outweighs the preponderance of U.S. forces, deterrence continues to underpin the overarching national security strategy. However, deterrence options impacted by the lack of resilience and investment in distributed logistics and sustainment are generating an additional range of variables and conditions for operators on the ground to consider in shared and contested domains.

Creating appropriate conditions for a stable development of the individual, society and state, and simultaneously providing a high level of protection of national interests, has been identified as a priority of the Ukrainian national security policy. The Ukrainian state ought to review all challenges and threats and adopt a new national security strategy. Current circumstances require the National Security Strategy of Ukraine of 2015 to become an integral functional element of the security and defence sector. The National Security Strategy has to become an open and mandatory document developed solely for the practical purpose of comprehensive protection of national security and territorial integrity of Ukraine. The implementation of these priorities is to be ensured through the restoration of peace and state sovereignty in the temporarily occupied territories of Donetsk and Luhansk regions, by implementing a complex set of international, legal, political, diplomatic, security, humanitarian, and economic measures. The key implementation goal should focus on the establishment of the principles of safe and legal country, free in its choice of domestic and foreign political options and development tendencies. External threats are rather more dangerous than internal, but the content of geopolitical security is primarily based on the organic combination of external and internal security. The imperfection of national security legislation and the low efficiency of its implementation are the reason for malfunctioning of the defence sector, which makes ensuring the full realization of national interests impossible.

Abstract The purpose of this article is to present the Hungarian security policy over the last two years, focused on the migrant crisis. This policy is explained on the basis of the National Security Strategy. According to the Strategy, the migration is treated as a natural and at the same time complex phenomenon, bringing economic and demographic advantages and, at the same time, carrying public and national security risks. It is concluded that resolving the crisis is one of the most important priorities of the Hungarian security policy. The paper highlights the differences between the Hungarian security policy and the official policy of the EU. Like the other members of the Visegrád Group, Budapest is against the quota system for the allocation of migrants. The position of Hungary is that the discussion of the migrant problem both in the Group and at EU level should be based on the concept of effective solidarity. The country supports European integration of the Western Balkans. The study is based on documents, mainly of the Visegrád Group, and materials from the media.

AbstractThe development of the new National Security Strategy (NSS) of the Republic of Croatia, begun in November 2016, takes place in a radically different security environment compared to the first (and current) Croatian NSS published in 2002. This paper aims to provide incentives for potential adaptations to the approach and methodology used in Croatia’s NSS development, particularly in relation to hybrid warfare. Assuming that the hybrid adversary tends heavily to exploit the vulnerabilities of the targeted state and society, the paper addresses some of Croatia’s widely recognized weaknesses that should be taken into consideration in a threat assessment. As a conclusion, the paper proposes some recommendations, including the concept of societal resilience, related to ways to counter hybrid threats.

The National Security Strategy is one of the state’s critical documents, which sublimates the knowledge of the security environment, possible forms of endangerment, and the proposed guidelines for ensuring the security of a nation. Dynamic processes in the geopolitical global, and regional environment, globalization of forms and content of possible security breaches, continuous arms race, and the dominant changed hybrid physiognomy of war are dominant vectors of influence on a national security strategy of every nation. In 2019, the Republic of Serbia adopted its recent National Security Strategy. The paper analyzes the declared foreign policy determinants of Serbia’s national security strategies, intending to critically oppose them with current threats to Serbia’s s national security. Based on the comparative method and analysis of current documents, with respecting the political and economic reality, the paper provokes the proposed priorities with possible development trends while respecting internal and external entities’ influence on developing the national security system and state of the Republic of Serbia. The paper critically exploring the declared determinants of foreign policy in Serbia’s national security strategies by means of analysis of current documents and comparative methods. ABSTRAKT Strategia Bezpieczeństwa Narodowego jest jednym z krytycznych dokumentów państwa, sublimującym wiedzę o bezpieczeństwie, możliwych formach zagrożenia oraz proponowanych wytycznych dla zapewnienia bezpieczeństwa państwa. Dynamiczne procesy w geopolitycznym środowisku globalnym i regionalnym, globalizacja form i treści możliwych naruszeń bezpieczeństwa, ciągły wyścig zbrojeń oraz zmieniona fizjonomia wojny są dominującymi wektorami wpływu na strategię bezpieczeństwa narodowego każdego państwa. W 2019 r. Republika Serbii przyjęła swoją najnowszą Strategię Bezpieczeństwa Narodowego. Artykuł analizuje deklarowane determinanty polityki zagranicznej w strategiach bezpieczeństwa narodowego Serbii, z zamiarem ich krytycznego przeciwstawienia aktualnym zagrożeniom dla bezpieczeństwa narodowego kraju. Bazując na metodzie porównawczej i analizie aktualnych dokumentów, z uwzględnieniem realiów politycznych i gospodarczych, w artykule porównuje się zaproponowane priorytety wraz z możliwymi tendencjami rozwojowymi, z poszanowaniem wpływu podmiotów wewnętrznych i zewnętrznych na rozwój systemu bezpieczeństwa narodowego i stanu Republiki Serbii. Artykuł krytycznie bada deklarowane determinanty polityki zagranicznej w narodowych strategiach bezpieczeństwa Serbii poprzez analizę aktualnych dokumentów i metod porównawczych.

Abstract The contemporary security environment is characterized by Volatility, Uncertainty, Complexity and Ambiguity (VUCA), the use of hybrid warfare and grey zone conflicts, generating the need to adapt the national security strategies to the changes demands of the environment. In this context, the instruments of national power (diplomatic, information, economic, military) should be used in an integrated manner, in order to provide a more comprehensive approach to national security. The technology has become an integral part of the life of the society, and as such it should be taken into consideration as an instrument of power and highlighted as a major component of a national security strategy. The paper proposes a DIME-T approach to national instruments of power, by analysing the complex implications of technology on all the areas of security.
