The article presents the results of empirical research of the main theoretical approaches to the concept of efficiency of management services in the field of higher education. It is determined that the concept of efficiency management is a complex multifaceted indicator that includes certain performance indicators related to efficiency, profitability, effectiveness, etc., in economics and management there is no single general approach to determining the effectiveness of management. It is proved that the effectiveness of management is a complex indicator that determines the use of resource opportunities to achieve a certain goal, and these concepts are complementary and interrelated, this approach from the point of view of economics is integrated with all management functions.Ключові слова: higher education; management efficiency; management effectiveness; management efficiency in higher education; educational services.

The aim of the article is to study the theoretical foundations and develop methodological, methodological and organizational approaches to management accounting in state institutions of higher education in Ukraine in the conditions of sustainable development goals implementation. Authors in the article suggest the distribution of activities, as well as the types of productive products of mentioned entities within them. A new concept of the planned cluster of management accounting in state institutions of higher education has been suggested for the development of budget planning. In the context of accounting cluster formation the model of coding of analytical accounts on the expenses accounts is offered, and also correlation of the last and codes of economic classification of expenses, a managerial reporting package is recommended for application. Within the control and analytical management accounting clusters of state institutions of higher education the adaptation of the general procedure of responsibility centers assessment is motivated, the composition of performance indicators is specified and the updated nomenclature of performance indicators is formed. In order to monitor the level of introduction of management accounting in the practice of state institutions of higher education, a model is formed, which is based on the calculation of an integrated indicator of the level of implementation of the latter; approbation of the developed model on the example of state institutions of higher education in Zhytomyr allowed to determine the leader who showed high results, leading the list of the latter.

In 2002 a new Ontario college charter signaled a new era for higher education in Ontario. The charter was presumed to usher in a new way of doing higher education, one that provided greater freedom for Ontario colleges and presumably greater access for communities to higher education. Coupled with the Post-Secondary Choice and Excellence Act of 2000, which provided colleges the opportunity to offer degrees, the colleges appeared well set for the freedom they sought. With the decentralization of approval for curriculum comes an appearance of greater autonomy and authority at the local level; however, with steering mechanisms of funding, performance indicators, and discourses of the marketplace, globalization and performativity permeating curriculum processes, “freedom” remains strongly tempered. This paper uses Foucauldian and critical discourse analysis as a means of considering power and higher education in Ontario, and the limitations and opportunities for “freedom” within our existing discourses.

Higher education plays a crucial role in the economic and social development. In order to fulfill its role, mission, and vision, as well as enhance competitive advantages in the global integration context, universities have to put quality as the top priority. Recently, many universities nationwide have been developing quality assurance system, conducting self assessment, and pursuing accreditation in both program and institutional levels. This process aims at developing suitable action plan for quality improvement based on determined strengths and weaknesses. However, this process requires a huge effort to collect and analyze data. In order to enhance the effectiveness and efficiency, the key performance indicators (KPIs) are proposed to evaluate the quality of higher education programs in many aspects. Those KPIs can be considered as a set of statistical measures of how higher education programs are performing. This paper, therefore, provides some general definitions and proposes some KPIs in order to measure the quality of higher education programs in engineering and technology. However, findings of this study can be used as references for other programs.

The article discusses the potential opportunities for leaders of higher education to monitor and implement development management functions using a system of key performance indicators, which is often used by various business entities. The authors adapted it to the needs of higher education institutions, integrating them with their characteristics.The formation of a system of key performance indicators in the article is disclosed from the point of view of improving the management system and motivation of the management and teaching staff of higher education. Approbation of the proposed methodology was implemented in the Institution of Higher Education, where it showed its effectiveness. The new system allowed the university professors to influence directly on the bonus part of income through their own work and efficiency.

The article presents the results of a study based on statistical methods for analyzing trends in the Russian higher education system over the five-year period preceding the global crisis provoked by the coronavirus pandemic COVID-19. This study is one of the first attempts at a large-scale analysis of the growth rates of the performance indicators of universities in recent years. Its results, according to the author, make it possible to form both a general picture of changes in Russian higher education and a detailed picture for individual groups of universities.The author has analyzed the dynamics of six indicators of the activity of organizations of higher professional education (535 universities from 80 constituent entities of the Russian Federation): the passing score of the Unified State Examination (USE), the qualifications of academic staff, their publication activity, the internationalization of the student body, the profitability of activities and the provision of educational and laboratory premises. Trends in the change in the values of these indicators are revealed depending on the form of ownership, specialization and status of the university.It was found that, in general, the average values of the indicators for five years increased: the passing score of the USE - by 5%; the share of the teaching staff with an academic degree in the total number of teaching staff - by 5%; the number of publications per one scientific and pedagogical worker (SPW) - 2.2 times; the share of foreign students in the total number of students - 1.5 times; profitability of activities - 1.3 times; the total area of educational and laboratory premises - by 8%.At the same time, in non-state universities, the USE passing score has decreased, and they lag behind state universities in terms of growth in the publication activity of the teaching staff and the internationalization of the student body. However, their results are higher in terms of the growth of profitability of activities and provision of educational and laboratory premises.Specialized universities have achieved an increase in the indicators of the publication activity of academic staff and the internationalization of the student body. Among the negative trends, a decrease in the passing score of the USE in medical universities, as well as in the equipment of teaching and laboratory facilities of medical and sports universities, was revealed.The highest growth in the publication activity of SPW was observed in national research universities (24.5%), and in the internationalization of the student body - in federal universities (33.3%).Changes in the operating conditions of universities during a pandemic are likely to have an ambiguous effect on the analyzed indicators in subsequent periods. For their adequate assessment, it may be necessary to adjust the methodology for calculating indicators of the activity of higher education institutions, taking into account their intensive use of distance learning technologies.

An exploratory quasi-experiment of college-level students was used to examine the difference in a variety of course indicators among instructors when they did not use Twitter as a supplement to their courses, when they moderately used Twitter, and when they used Twitter a great deal in their courses. When instructors used Twitter in their classes, perceived learning via technological mediums, perceived classroom community with regard to technological media, perceived pedagogical affect, perceived course effectiveness, perceived learning performance, and perceived perception of learning from Twitter were all greater than when they did not use Twitter in their courses. Overall results of this study recommend further research and a continued focus on the usage of Twitter in the higher education classroom.

The clash of whether higher education should serve the public good or economic stimulation seems more alive than ever to some, and to others, it has come to an end. Not agreeing on the purpose of American higher education certainly makes it difficult to know whether educators are being responsible for delivering what is expected of them. Rather than reviewing the important debate that has already taken place, this chapter seeks to merge the two seemingly juxtaposed disagreements and discuss how bringing the two purposes together may influence how we examine accountability. As such, an inquiry model, including ways to gather and interpret institutional performance indicators for accountability is posited. Practical suggestions for implementation of this methodology are provided.
