The objective of the study is to determine the nature of heterogeneous structural deformations in the economy of Russia. The structural deformations result from the development strategy formed during the transitional period in the 1990s. Implementation of the strategy caused an increase in investment in the commodity sector along with its shortage in the high-tech sector; it resulted in a low knowledge-intensity level of the Russian production which became uncompetitive both on the domestic and global markets. The article covers all the aspects of the structural deformations in the Russian economy including the preconditions for these deformations to arise.

Transformation of the Russian economy is connected with technological renewal of all components of the national economics. Accelerating processes of technological renewal is now connected with implementation of the Program “National technological initiative”. Best innovations of the national origin that have strategic superiority on the global markets are concentrated in this Program. The essence of the road maps in each of the global directions is a translation of requests from the leaders of the new technological markets into the system of public administration. Matrixes of the National technological initiative have been developed in order to capitalize scientific advances and creation of conditions for their practical implementation with preservation of the priority positions of the Russian companies of the created global markets. They link design and development with available resources, as well as with the legal and regulatory framework and stimuli of introduction. Basic technological package analyzed in its development is supposed not only to accelerate activities of companies of the Russian origin, but also create conditions for responses to the global challenges of science. In this regard, the article presents the main steps to ensure the practical implementation of the main directions of the National technological initiative. The analysis of matrixes demonstrated necessity of supplementing them with the project pool on the elimination of infrastructure wear and tear that would provide complex solution of the task of the full-scale implementation of the development potential of Russia.

The scientific article is devoted to the research analysis of innovation activity and activities of large companies in the retail market of the Russian Federation. The relevance of the study is due to the fact that innovation is the main tool that contributes to increasing the competitiveness of the trading business. At the same time, taking into account the modern conditions of digital transformation, innovative activity is a mandatory attribute in the development strategy of enterprises. Within the framework of the article, the main directions of digitalization of the activities of retail enterprises are considered The main trends of innovations and digital technologies in the retail sector of the Russian economy are described. The most pressing problems of ensuring innovative activities of the leading retailers in the Russian market are listed.

This article discusses the comparative characteristics of strategies implemented by high-tech industrial enterprises, and presents a decomposition of the development strategy to the level of the project portfolio through integrated indicators for evaluating projects. The article proposes an approach to determining the relationship between the types of strategies of high-tech enterprises and the types of project portfolios, a distinctive feature of which is the addition of existing approaches to managing a strategic project portfolio developed by the conceptual and categorical apparatus and the extension of the classification of project portfolios depending on the project focus.

The article develops methodological approach to the analysis of groups of interests’ influence on the choice of Russia’s development strategy. It is possible to pass on to the analysis of specific issues of economic policy by forming several sub-groups in every "analytical" group. The article also considers the structure of Russian economy which was formed as a result of transformational crisis’ influence on Soviet economy, and relevant international comparisons. Main alternative ways of transition to innovational development are the renewal of Soviet "triangle economy" (the scenario "Mobilization") and complex institutional changes (the scenario "Modernization").

The article presents the key results of scenario projections that underpinned the Strategy for long-term low carbon economic development of the Russian Federation to 2050, including analysis of potential Russia’s GHG emission mitigation commitments to 2050 and assessment of relevant costs, benefits, and implications for Russia’s GDP. Low carbon transformation of the Russian economy is presented as a potential driver for economic growth that offers trillions-of-dollars-worth market niches for low carbon products by mid-21st century. Transition to low carbon economic growth is irreversible. Lagging behind in this technological race entails a security risk and technological backwardness hazards.
