The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. The purpose of this study is to describe the market transaction model "candak kulak" in the empowerment of women in restricted village in Panggungduwet especially those who live in rural areas. The research method uses interview, participant observation and documentation studies. Next is determination of location, building access to informants, and its implementation by collecting data, recording information, breaking content, and storing data again at the initial step. The subject of this research is the market transaction model in the form of "candak kulak" in the Panggungduwet village of Blitar Regency. Analysis that arises in restricted and underdeveloped areas, the development strategy of restricted villages in Blitar District is development in the agribusiness-based agricultural sector, because most of the population are farmers. The output of this study can provide an overview related to the market transaction model "candak kulak" in the restricted village in Panggungduwet Blitar Regency. In this effort to spur development in terms of economic and social aspects in restricted areas, the development program must prioritize three main aspects, namely alleviating poverty, improving the quality of human resources, and building infrastructure.

The trend of modern development in some countries is the decline in the contribution of the agricultural sector to GDP (gross domestic product), as a consequence of the increased contribution of the non-agricultural sector. So the development strategy that is often applied is to increase the role of the modern sector (industry and services) that have a high level of productivity. The agricultural sector, which has low productivity, often escapes the development strategy, even though the agricultural sector is a place to make a living for some poor people who are in rural areas. This study aims to analyze the effect of economic structural transformation on poverty in Indonesia. The type of data used in this study is quantitative data, in the form of time series data between 1980-2017 obtained from World Bank publications, the World Income Inequality Database, and the Central Statistics Agency. Analysis of the data used is to use VECM estimation to see the short-term relationship and the long-term relationship of each variable. The estimation results of the Vector Error Correction Model (VECM) concluded that in the long run, the agricultural sector has a negative and significant relationship to poverty, while the industrial and service sectors do not have a significant effect on poverty in Indonesia. Per capita income has a positive relationship with poverty in Indonesia. Based on the explanation, it concludes that the policy that must be implemented to overcome the problem of poverty is to develop the agricultural sector.

The author analyzes the current state of small and medium-sized businesses, their contribution to GDP, considers measures of state support for small and medium-sized enterprises and their compliance with the principles of the development strategy. Perspective directions and approaches for improving the system of state support for small and medium-sized businesses that affect the growth of entrepreneurial activity in the Russian Federation are reflected.

The scientific article Sadruk Oksana Mykolayivna on the topic "Legal features of insurance in the agricultural sector" is devoted to the analysis of the features of insurance of agricultural products. The paper examines such concepts as "agricultural insurance", "risk in agricultural production", "index insurance of agricultural products" and others. The current state of development of agricultural insurance in Ukraine is analyzed, and such characteristic features of modern agricultural insurance as insufficient legal regulation of insurance relations in the agricultural sector are identified; low popularity of insurance among agricultural producers, which is caused by distrust of agricultural producers to insurance companies; insufficient state support for agricultural insurance in the country; insufficient supply from insurance companies and others. In addition, the authors studied the law "On the features of insurance of agricultural products with state support", namely the task of uniting insurers of the Agrarian Insurance Pool and noted the problems of its operation. Finally, the authors noted the need to develop index insurance of agricultural products, referring to the successful experience in such sectors of Ukraine's economy as energy, construction, restaurant business and others. The authors highlight the significant advantages of index insurance, such as low cost, transparency, simplicity of index insurance and the need to involve appraisers at the scene of the insured event. In the conclusions, the authors drew attention to the problems that arise today during the insurance of agricultural products and ways to overcome them. In addition, the article notes a significant step by the state to address the problems that arise during the insurance of agricultural products. Such a solution could be the Law of Ukraine, which provides for the introduction from 2021 of state support for insurance of agricultural products.
