O presente trabalho tem por objetivos discutir desafios envolvidos na conceituação de acompanhamento familiar e problematizar elementos dos processos para sua efetivação nas unidades da política de assistência social no Rio de Janeiro, tendo por referências as diretrizes da Política Nacional de Assistência Social e as normativas do trabalho social com famílias do Sistema Único de Assistência Social, a análise bibliográfica e a experiência de extensão desenvolvida pela PUC-Rio em parceria com o órgão gestor da assistência social do município do Rio de Janeiro. Identificou-se pontos de convergência e divergência nos processos de acompanhamento familiar entre os diferentes serviços e as principais questões e dificuldades levantadas pelos profissionais.Palavras-Chave: assistência social; Rio de Janeiro; acompanhamento familiar; trabalho social.  Abstract – This study aims to discuss the challenges involved in the conceptualization of family support and to problematize elements of the processes for its effectiveness in the units of the social assistance policy in Rio de Janeiro. The guidelines of the National Social Assistance Policy, the norms of social work with the families of the Unified Social Assistance System (SUAS), and the bibliographic analysis and experience developed by PUC-Rio in partnership with the social assistance agency of the city of Rio de Janeiro were used as references. Dysfunctional families are families that fail to fulfill the protective and educational function of their children. They are conflicted, affected by addictions, unadapted to life, inefficient in education. The situation of these families is a challenge for the Polish social assistance system. As part of social work with these families, a number of different methods are used, among others empowerment, interdisciplinary work model, work with family assistants, psychological therapies, school for parents, Family Group Conference and day support facilities. The work methods used involve family members based on their resources and aim to ensure that families use their strengths and acquire appropriate care and upbringing skills, achieve balance and gain greater independence in functioning, and regain control over their own lives. Сhanges that take place in social life cause weakening of social ties and the role of the family as a basic environment of human upbringing. Many Polish families are unable to perform the protective, educational, economic, preventative functions of their members, including children. Particularly disadvantaged families - affected by addictions, illnesses, disorders, unadapted to life and ineffective in education - pose a serious threat to the development of children, but also a great challenge for the social assistance system. For many years, social assistance institutions have usually been a source of financial resources to support these families. The current development of the family support system tends to develop effective methods of working with families, these pedagogical tools can be used by social workers and family assistants. Their essence is to influence the restoration of relationships between family members, the improvement of relations and communication, the desire for family reintegration. To this end, actions are taken based on the developed procedures based on the resources inherent in the family to make changes in the functioning of the family system through the forces of its members. The effectiveness of social work with disadvantaged families is enhanced by interdisciplinary activities that involve the use of the knowledge, experience and professional skills of various institutions and non-governmental organizations. Nowadays, the best way to work with such a family is to involve the so-called human factor, which embodies the professionalism and effectiveness of the assistance provided. A crisis family is increasingly perceived as an entity responsible for their own destiny. Working with the family using the above mentioned methods takes into account not only the deficiency of its functioning, but above all its strengths and potentials, which allows it to gradually regain balance, stability and take control of their life.

O presente trabalho analisa o Trabalho Social com Famílias no acompanhamento familiar implementado por meio de grupos, no Cras da cidade de Piripiri (PI), como instrumento de promoção da participação, da autonomia e do protagonismo. A pesquisa de campo foi feita por meio de entrevistas com profissionais e usuários, analisadas aqui à luz da discussão teórica dos principais estudiosos da temática. A pesquisa foi submetida a Comitê de Ética e todos os participantes assinaram termo de Consentimento Livre e Esclarecido. Conclui-se que é possível identificar resquícios de conservadorismo na Política de Assistência Social, e que, apesar dos entraves provocados pela falta de capacitação profissional, pela não mobilização de bagagem teórica e pela falta de estrutura física e de incentivos profissionais, é possível identificar traços de mobilização para a participação social e algum grau de protagonismo social nas ações implementadas.Palavras-Chave: trabalho social com famílias; participação; autonomia; protagonismo.  Abstract – This article analyzes the social work in family support implemented through groups, in the Reference Center for Social Assistance (CRAS) in the city of Piripiri, Piaui as an instrument to promote participation, autonomy and protagonism. The field research was done through interviews with professionals and users, analyzed here in light of the theoretical discussion of the main scholars of the subject. The research was submitted to the Ethics Committee and all the participants signed a Free and Informed Consent term. It concludes that it is possible to identify traces of conservatism in the Social Assistance Policy and that despite the obstacles caused by the lack of professional training, the lack of mobilization of a theoretical backgraound, and the lack of infrastructure and professional incentives, it is possible to identify traits of mobilization for social participation and some degree of social protagonism in the implemented actions.Keywords: social work with families; participation; autonomy; protagonism.

Esta investigación analiza los tipos de intervención del profesional de trabajo social con jóvenes y adultos que presentan alguna discapacidad. Se desarrolló en una asociación civil en Chiapas, México, mediante un abordaje cualitativo. Los hallazgos señalan que el modelo de la diversidad, centrado en el respeto, valoración de los derechos humanos, puede encaminarlos a procesos de resiliencia de largo plazo. La intervención debe tener presente el contexto histórico, social, familiar, económico, cultural y los aspectos biológicos del ser humano; además, concebir a estas personas como individuos con derechos, sentimientos, motivaciones y capacidades. Todo en su conjunto coadyuvará en la mejora de sus condiciones de vida y su integración en la sociedad. This research was oriented to analyze and publicize the different types of intervention that can implement by the social work professional with young people and adults who have a disability. It was developed study in a civil association in the city of San Cristobal de Las Casas (SCLC), Chiapas, through a qualitative case. The findings indicate that the systemic approach focused on respecting and valuing human rights towards people with disabilities can lead them to long-term social resilience processes; Family support is an important element, therefore, in social work, specific actions that involve them should be promoted and thus increase the chances of integrating into society in a dignified manner.

Esse artigo parte de reflexões produzidas na pesquisa Serviço Social e famílias: análise das demandas postas aos assistentes sociais do Brasil e de Portugal, iniciada em 2017. Países da América Latina e da Europa têm enfrentando uma gama de desafios frente às tensões sociais decorrentes da ofen­siva neoliberal. O objetivo desse artigo é levantar algumas preocupações de assistentes sociais em vista da redução de direitos sociais. Existe a necessidade de capacitação e de reflexões dos profissionais com as mudanças nos processos de reorganização dos arranjos familiares e com o aumento da desigualdade. Em paralelo, assistiu-se, sob o signo da austeridade, a uma viragem das políticas sociais para modelos mais assistenciais e focalizados.Palavras-Chave: austeridade; assistência social; famílias.  Abstract – This article is based on reflections produced in the research “Social work and families: an analysis of the demands placed on social workers in Brazil and Portugal” started in 2017. Countries in Latin America and Europe have a range of challenges facing the social tensions arising from the neoliberal advance. The purpose of this article is to raise some concerns of social workers about the diminishing social rights. There is a need for training of and reflection by professionals with the changes in the processes of reorganization of family arrangements and increase of inequality. In parallel, austerity was seen as a shift in social policies towards more assistencialized and focused models.Keywords: austerity; social assistance; families.

Resumo: A partir de uma experiência de estágio em uma instituição de acolhimento, localizada no município de Campos dos Goytacazes, Rio de Janeiro, tem-se como objetivo principal neste artigo problematizar o tema adoção tardia nessas instituições. O artigo é apresentado em três etapas: na primeira, analisa-se brevemente o percurso experimentado na instituição de acolhimento de crianças e de adolescentes no contexto da Proteção Social Especial, no Sistema Único de Assistência Social (SUAS). Na segunda, reflete-se sobre a contribuição da Psicologia Social nas instituições de acolhimento em tais situações. Por fim, realiza-se entrevistas semiestruturadas com três casais acerca da prática da adoção tardia na referida instituição. Pretende-se, ainda, examinar a construção de laços afetivos nos atores sociais que vivenciam a adoção tardia e potencializar as relações que acontecem fora do núcleo familiar. Conclui-se que, esforços ainda terão que ser demandados para transformar a visão de caridade para a noção de direito e de cidadania que o SUAS propõe, que se realize na assistência social, e, em especial, na adoção tardia. Aprende-se, nessa experiência, que a construção dos laços afetivos é algo presente na adoção tardia e destaca-se a relevância desse tema numa sociedade individualista e marcada por preconceitos.Palavras-chave: Instituições de acolhimento. Laços afetivos.Abstract: Based on an internship experience in a host institution, located in the city of Campos dos Goytacazes, Rio de Janeiro, we have as main objective in this article to problematize the topic late adoption in these institutions. This article is presented in three stages: in the first one, there is a briefly review of the experience of children and adolescents in the context of Special Social Protection, in the Unified Social Assistance System. The second, reflects on the contribution of Social Psychology in the host institutions in such situations. Finally, semi-structured interviews with three couples about the practice of late adoption at the institution were conducted. The study intends to analyze the construction of affective ties in social actors who experience late adoption. It is concluded that efforts will still have to be demanded to transform the vision of charity to the notion of right and citizenship that SUAS proposes, that is realized in the social assistance, and especially in the late adoption. This experience demonstrates that the building of affective ties is something present in late adoption and emphasizes the relevance of this theme in an individualistic society marked by prejudices.Keywords: Host institutions. Background and Objectives: To perform a retrospective report on the lethality of COVID-19 in different realities in the city of Rio de Janeiro (RJ). Materials and Methods: We accomplished an observational study by collecting the data about total confirmed cases and deaths due to COVID-19 in the top 10 high social developed neighborhoods and top 10 most populous favelas in RJ to determine the case-fatality rate (CFR) and compare these two different realities. Results: CFR was significatively higher in poverty areas of RJ, reaching a mean of 9.08% in the most populous favelas and a mean of 4.87% in the socially developed neighborhoods. Conclusions: The social mitigation measures adopted in RJ have benefited only smaller portions of the population, excluding needy communities.

The speaker was Vilija Blinkevčiūtė - the minister of Social security and work ministry of Lithuania Republic. The minister welcomed the participants of conference and presented the goals of the Eleventh Government of the Republic of Lithuania to develop and enhance the social assistance system.

The city of Rio de Janeiro underwent profound changes between 1870 and the early 20th century. Its population grew dramatically, attracting migrants not only from abroad but also from other regions of Brazil. It also expanded significantly in size, as the construction of trolley and railway lines and the introduction of real estate capital powered the occupation of new areas. Meanwhile, urban reforms aimed at modernization transformed the social ways in which urban space was used. During this period, Rio de Janeiro went from being the capital of the Brazilian Empire to being the capital of the Brazilian Republic. It nevertheless maintained its position as the cultural, political-administrative, commercial, and financial center of the country. Against this backdrop of change, the city was an important arena for the political struggles that marked the period, including demonstrations in favor of abolition and the republic. Rio de Janeiro’s citizens were not inert during this period of transformation, and they found various ways to take action and fight for what they understood to be their rights. Protests, demands, petitions, and a vibrant life organized around social and political associations are examples of the broad repertoire used by the city’s inhabitants to gain a voice in municipal affairs. Citizens’ use of public demands and petitions as a channel to communicate with the authorities, and especially with city officials, shows that while they did not necessarily shun formal politics, they understood politics to be a sphere for dialogue and dispute. The sociocultural history of Rio de Janeiro during this period was therefore built precisely through confrontations and negotiations in which the common people played an active role.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

The article is the result of a complex research activity. The starting point was to make a diagnosis of the Iasi community on the needs of social assistance. The interest of local authorities is to ensure optimal conditions for the provision of quality social services, leading to an improvement in the quality of life of people at social risk. This article makes a complex assessment of the social problems faced by the local community in Iasi, using the analysis of documents, questionnaires and focus groups. The special contribution is given by the development strategy of the resulting local social assistance system, with emphasis on the category of elderly beneficiaries.
