Esse artigo parte de reflexões produzidas na pesquisa Serviço Social e famílias: análise das demandas postas aos assistentes sociais do Brasil e de Portugal, iniciada em 2017. Países da América Latina e da Europa têm enfrentando uma gama de desafios frente às tensões sociais decorrentes da ofen­siva neoliberal. O objetivo desse artigo é levantar algumas preocupações de assistentes sociais em vista da redução de direitos sociais. Existe a necessidade de capacitação e de reflexões dos profissionais com as mudanças nos processos de reorganização dos arranjos familiares e com o aumento da desigualdade. Em paralelo, assistiu-se, sob o signo da austeridade, a uma viragem das políticas sociais para modelos mais assistenciais e focalizados.Palavras-Chave: austeridade; assistência social; famílias.  Abstract – This article is based on reflections produced in the research “Social work and families: an analysis of the demands placed on social workers in Brazil and Portugal” started in 2017. Countries in Latin America and Europe have a range of challenges facing the social tensions arising from the neoliberal advance. The purpose of this article is to raise some concerns of social workers about the diminishing social rights. There is a need for training of and reflection by professionals with the changes in the processes of reorganization of family arrangements and increase of inequality. In parallel, austerity was seen as a shift in social policies towards more assistencialized and focused models.Keywords: austerity; social assistance; families.

The chapter considers changes and developments in the content of social work education under the three headings of social science disciplines, understanding human development and relationships, and theories, approaches and methods for practice. At the start of the period under review, social science knowledge (primarily from sociology and social policy) and human development theories predominated, but as their research base and published literature have expanded, theories and methods for practice have become more prominent. The contribution to knowledge from research conducted by social workers themselves is acknowledged, as is the contribution made by experts by experience, both directly and through research interviews. The prominence of sequences on law for social workers is noted. The chapter concludes by asserting that the broad partnership of interests which should determine the content of the social work knowledge base is threatened by Government's much-expanded role, but that most social work programmes continue to ensure a balanced curriculum.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

The purpose of the article is to describe selected ethical dilemmas in the work of a family assistant, based on the typology of ethical dilemmas of Frederic Reamer. In accordance with the typology adopted in the article, in the area of cooperation with families, ethical dilemmas regarding direct work with families, implementation of social assistance programs and relationship between representatives of the profession arise. The information presented in the text is based on publications, studies and reports on family assistantship. The first group of ethical dilemmas is revealed when constructing supportive and helping relationship between assistants and families. It refers to such areas as: voluntary cooperation, limits of cooperation, the right to self-determination or limits of responsibility. The second group of ethical dilemmas is related to the planning and implementation of various solutions in the field of social policy and also support and assistance programs offered to the family. The last group of ethical dilemmas results from a different understanding of family assistantship in the structures of the social assistance system. They are also revealed in the construction of relationships with social workers. The text also includes solutions how to cope with these dilemmas.

The common legal and economic framework of the European Union (EU) has turned the vast socio-economic differences within Europe into virulent problems of social inequality – issues that it attempts to tackle within its limited resources. The article takes the EU’s self-expressed social commitment as a starting point and analyses its approaches to social policy from a social-rights perspective. It first discusses why Marshall’s social-citizenship concept provides a useful analytical tool to assess the social policies enacted so far at the European level and then presents an institutional analysis of the EU’s four major social-policy activities: harmonising, funding, coordination and cooperation. This analysis focuses on the horizontal and vertical relationships and the addressees of these policies to determine how these policies measure up against social-rights standards. The findings point to the poor development of transnational social citizenship given the special nature of EU social policies. The only social rights that exist at the European level are in the field of social-security coordination. And even those are marked by a double selectivity that excludes citizens who are not transnationally active and those who are but lack the necessary means to provide for themselves.

ResumoNos últimos, transformações têm sido observadas no espectro político latino-americano, o que se reflete também na condução das políticas sociais na região. Exemplo disso, no caso brasileiro, são as recentes mudanças no programa Bolsa Família, uma das políticas mais reconhecidas internacionalmente neste âmbito. From this perspective it is possible to analyze the paradigm of social policy on the continent and its influences on the Brazilian model. The chosen conditions of social assistance policy in Podkarpacie ProvinceIn each country, a very important part of social policy is a social assistance. The social assistance helps people who are poor and socially excluded, because of economic and social reasons. The efficiency of social assistance is determined by many external and internal conditions. This article presents results of empirical research conducted on 378 social workers and chosen conditions of social assistance policy in Podkarpacie Province. The results of research and analysis suggest that policy of social assistance in the Podkarpacie Province is ineffective.

Crisis del Estado Social en Europa: efectos en la generación del constitucionalismo social en América Latina Resumen: En Europa el Estado social se está erosionando frente a una sociedad que por un lado está perdiendo la motivación, mientras que por otro intenta resistir. Fruto de la debilidad de las disposiciones del constitucionalismo social, el modelo europeo de Estado social experimenta un proceso de transformación del que puede salir absolutamente erosionado, o puede superarse a sí mismo a través de más democracia, una Constitución más normativa y la plena exigibilidad de los derechos sociales. En América Latina, la falta histórica de experimentación plena del Estado social ha sido determinante en la aparición desde finales del siglo XX de nuevas Constituciones democráticas. Estas tienen ante sí el reto, nada fácil, de construir un modelo propio de Estado social adecuado a las necesidades de las sociedades latinoamericanas. En este contexto, el objeto del presente trabajo es analizar las diferencias en la construcción constitucional y evolución del Estado social en Europa y en América Latina, y explicar por qué en Europa podemos referirnos a una crisis del Estado social, mientras que en América Latina asistimos a diversos intentos de generación de un modelo propio de Estado social basado, en algunos países, en nuevos textos constitucionales que tienden hacia la superación de los modelos comparados de constitucionalismo social. En el primer apartado se analizan las razones de la crisis del Estado social en Europa y los retos hacia su superación. En el segundo apartado desarrollamos la problemática latinoamericana en la construcción de su propio modelo de constitucionalismo social, para concluir con el análisis conjunto de las dos experiencias. Crisis of welfare state in Europe: effects on the generation of the social constitutionalism in Latin America Abstract: The European Welfare State is falling; a part of the society is losing motivation, while the other part tries to resist. As a result of the weakness of the provisions of social constitutionalism, the European model of welfare state undergoes a transformation process with two alternatives: be finished, or be strengthened with more democracy, a more normative Constitution, and full guarantees for social rights. In Latin America, the historical lack of full experience of the Welfare state has been decisive in the appearance of new democratic Constitutions since the end of the 20th century. These Constitutions have the challenge, not easy, to construct a model of social state adequate to the needs of Latin American societies. In this context, the object of the present work is to analyze the differences in the constitutional construction and evolution of the social State in Europe and Latin America, and to explain why in Europe we can refer to a crisis of the social State, while in Latin America we attend to various attempts to generate a model of social state based, in some countries, on new constitutional texts that tend towards overcoming the comparative models of social constitutionalism. In the first section we analyze the reasons for the crisis of the social State in Europe and the challenges to overcome it. In the second section we develop the Latin American problematic in the construction of its own model of social constitutionalism, to conclude with the joint analysis of the two experiences. The purpose of the article is to consider a unit and family experience in confrontation with an oncology disease, showing a high degree of complexity and psych-social functioning marked with a disease. The knowledge on physical, social, emotional, existential-spiritual consequences of the disease is the basis for the ability to assess, to which degree the disturbances affect the well-being of the family and his family. However it is one of the prerequisites which encourages for deepening theoretical bases for the actions for undertaking practical consid-erations with reference to the shape of the aid offer which should be available within the support system for the patients and their families in oncological disease within social work. Among the activities concerning executing care of the patients, being recommended in the oncological tasks of the social workers is the need to accompany the units and the family faced with the disease in obtaining the possibility to function in social roles as most as possible: marital/partner, family, in professional roles. These oncological social workers undertake effective interventions allowing for overcoming the consequences of the crisis caused by the disease and strengthening the resources in the interpersonal relations and the environment of the patient. The professional work oriented to strengthening the families of the oncologically sick persons consti-tutes a special area which may extend the professional identity of the social worker with the activity in the field which is somehow a statutory obligation of the social work, but its use in practice is not a common phenomenon.
