Dysfunctional families are families that fail to fulfill the protective and educational function of their children. They are conflicted, affected by addictions, unadapted to life, inefficient in education. The situation of these families is a challenge for the Polish social assistance system. As part of social work with these families, a number of different methods are used, among others empowerment, interdisciplinary work model, work with family assistants, psychological therapies, school for parents, Family Group Conference and day support facilities. The work methods used involve family members based on their resources and aim to ensure that families use their strengths and acquire appropriate care and upbringing skills, achieve balance and gain greater independence in functioning, and regain control over their own lives. Сhanges that take place in social life cause weakening of social ties and the role of the family as a basic environment of human upbringing. Many Polish families are unable to perform the protective, educational, economic, preventative functions of their members, including children. Particularly disadvantaged families - affected by addictions, illnesses, disorders, unadapted to life and ineffective in education - pose a serious threat to the development of children, but also a great challenge for the social assistance system. For many years, social assistance institutions have usually been a source of financial resources to support these families. The current development of the family support system tends to develop effective methods of working with families, these pedagogical tools can be used by social workers and family assistants. Their essence is to influence the restoration of relationships between family members, the improvement of relations and communication, the desire for family reintegration. To this end, actions are taken based on the developed procedures based on the resources inherent in the family to make changes in the functioning of the family system through the forces of its members. The effectiveness of social work with disadvantaged families is enhanced by interdisciplinary activities that involve the use of the knowledge, experience and professional skills of various institutions and non-governmental organizations. Nowadays, the best way to work with such a family is to involve the so-called human factor, which embodies the professionalism and effectiveness of the assistance provided. A crisis family is increasingly perceived as an entity responsible for their own destiny. Working with the family using the above mentioned methods takes into account not only the deficiency of its functioning, but above all its strengths and potentials, which allows it to gradually regain balance, stability and take control of their life.

O presente trabalho tem por objetivos discutir desafios envolvidos na conceituação de acompanhamento familiar e problematizar elementos dos processos para sua efetivação nas unidades da política de assistência social no Rio de Janeiro, tendo por referências as diretrizes da Política Nacional de Assistência Social e as normativas do trabalho social com famílias do Sistema Único de Assistência Social, a análise bibliográfica e a experiência de extensão desenvolvida pela PUC-Rio em parceria com o órgão gestor da assistência social do município do Rio de Janeiro. Identificou-se pontos de convergência e divergência nos processos de acompanhamento familiar entre os diferentes serviços e as principais questões e dificuldades levantadas pelos profissionais.Palavras-Chave: assistência social; Rio de Janeiro; acompanhamento familiar; trabalho social.  Abstract – This study aims to discuss the challenges involved in the conceptualization of family support and to problematize elements of the processes for its effectiveness in the units of the social assistance policy in Rio de Janeiro. The guidelines of the National Social Assistance Policy, the norms of social work with the families of the Unified Social Assistance System (SUAS), and the bibliographic analysis and experience developed by PUC-Rio in partnership with the social assistance agency of the city of Rio de Janeiro were used as references. Points of convergence and divergence were identified in the family support processes between the different services and the main issues and difficulties raised by professionals.Keywords: social assistance; Rio de Janeiro; family accompaniment; social work.

Esse artigo parte de reflexões produzidas na pesquisa Serviço Social e famílias: análise das demandas postas aos assistentes sociais do Brasil e de Portugal, iniciada em 2017. Países da América Latina e da Europa têm enfrentando uma gama de desafios frente às tensões sociais decorrentes da ofen­siva neoliberal. O objetivo desse artigo é levantar algumas preocupações de assistentes sociais em vista da redução de direitos sociais. Existe a necessidade de capacitação e de reflexões dos profissionais com as mudanças nos processos de reorganização dos arranjos familiares e com o aumento da desigualdade. Em paralelo, assistiu-se, sob o signo da austeridade, a uma viragem das políticas sociais para modelos mais assistenciais e focalizados.Palavras-Chave: austeridade; assistência social; famílias.  Abstract – This article is based on reflections produced in the research “Social work and families: an analysis of the demands placed on social workers in Brazil and Portugal” started in 2017. Countries in Latin America and Europe have a range of challenges facing the social tensions arising from the neoliberal advance. The purpose of this article is to raise some concerns of social workers about the diminishing social rights. There is a need for training of and reflection by professionals with the changes in the processes of reorganization of family arrangements and increase of inequality. In parallel, austerity was seen as a shift in social policies towards more assistencialized and focused models.Keywords: austerity; social assistance; families.

This chapter draws from a qualitative study of incarcerated men to investigate the social processes and interactions between both correctional authorities and family members that inform their sense of belonging and legitimacy. It reveals that prison visitation rooms present a complex environment in which incarcerated men have access to discreet periods of visibility and relevance to their family members and the broader community. There are, however, several precarious aspects to these processes. The family members who are central to enhancing men’s visibility and legitimacy are primarily women from economically disadvantaged, racial, and ethnic minority groups, resulting in their own marginalization, which is compounded within prison spaces. By illuminating both the challenges and opportunities of familial connections, this chapter informs a social justice framework for understanding the experiences of both incarcerated men and their family members.

This article is an ethnographic exploration of a women’s sharia court in Mumbai, a part of a network of such courts run by women qazi (Islamic judges) established across India by members of an Islamic feminist movement called the Bharatiya Muslim Mahila Andolan (Indian Muslim Women’s Movement). Building upon observations of adjudication, counselling, and mediation offered in cases of divorce and maintenance by the woman qazi (judge), and the claims made by women litigants on the court, this article explores the imaginaries of the heterosexual family and gendered kinship roles that constitute the everyday social life of Islamic feminism. I show how the heterosexual family is conceptualised as a fragile and violent institution, and divorce is considered an escape route from the same. I also trace how gendered kinship roles in the heterosexual conjugal family are overturned as men fail in their conventional roles as providers and women become breadwinners in the family. In tracing the range of negotiations around the gendered family, I argue that the social life of Islamic feminism eludes the discourses and categories of statist legal reform. I contribute to existing scholarship on Islamic feminism by exploring the tension between the institutionalist and everyday aspects of Islamic feminist movements, and by exploring the range of kinship negotiations around the gendered family that take place in the shadow of the rhetoric of ‘law reform’ for Muslim communities in India.

The speaker was Vilija Blinkevčiūtė - the minister of Social security and work ministry of Lithuania Republic. The minister welcomed the participants of conference and presented the goals of the Eleventh Government of the Republic of Lithuania to develop and enhance the social assistance system.

ABSTRACT Objective: To analyze the role of the social network configured by the family/companion and their implications for their stay during the hospitalization of the child in the pediatric hospitalization unit. Method: Qualitative study with ten family members/companions of hospitalized children. Data collection was done through the technique of individual interview, which occurred in the period from February to December 2015. The analysis was thematic, in light of the theoretical reference of "Social Networks" described by Lia Sanicola. Results and discussion: The main role of the social network was emotional and material support, and the main components of this network were: companion, mother, aunt and daughter, as well as nursing team, physician and other family members/companions. Final considerations and implications for the practice: It was verified that the totality of the interviewees was female, however, the husband was the most important member of the social network for the family members involved, since they perform the material/financial and emotional function. In addition, the participants consider that they are responsible for all care to the family and, in the condition in that they are, they understand it as a favor provided by the other members of the network. Identifying the composition of the social networks of family members/companions provides a better targeting of care in order to strengthen the social support received.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

The article is the result of a complex research activity. The starting point was to make a diagnosis of the Iasi community on the needs of social assistance. The interest of local authorities is to ensure optimal conditions for the provision of quality social services, leading to an improvement in the quality of life of people at social risk. This article makes a complex assessment of the social problems faced by the local community in Iasi, using the analysis of documents, questionnaires and focus groups. The special contribution is given by the development strategy of the resulting local social assistance system, with emphasis on the category of elderly beneficiaries.

"...the motivation to restrict fertility is essentially a question of the balance between the benefits and costs of parenthood. With industrialization, the cost of rearing children increases—especially after the introduction of child labor laws and compulsory education statutes—because the skills which a child must acquire in order to earn a living and be of benefit to its parents take longer to learn. At the same time, the whole context and manner in which people earn their livings becomes transformed. The family ceases to be the locus of any significant form of production activity (other than that of cooking meals and begetting children). Work is no longer something done by family members in or near the family or business. Rather, it is something done at an office, store, or factory in the company of other people's family members. Hence the return flow of benefits from rearing children hinges more and more on their economic success as wage earners and their willingness to help out in the medical and financial crises that parents can expect in their waning years. The availability of painless contraception and the altered structure of economic tasks—the contraception revolution and the job revolution—provide the key to many puzzling aspects of contemporary social life. Longer life spans and spiraling medical costs make it increasingly unrealistic to expect children to give comfort and security to their aging parents. Thus we are in the process of substituting old-age and medical insurance programs for the preindustrial system in which children took care of their aged parents.

The purpose of the article is to describe selected ethical dilemmas in the work of a family assistant, based on the typology of ethical dilemmas of Frederic Reamer. In accordance with the typology adopted in the article, in the area of cooperation with families, ethical dilemmas regarding direct work with families, implementation of social assistance programs and relationship between representatives of the profession arise. The information presented in the text is based on publications, studies and reports on family assistantship. The first group of ethical dilemmas is revealed when constructing supportive and helping relationship between assistants and families. It refers to such areas as: voluntary cooperation, limits of cooperation, the right to self-determination or limits of responsibility. The second group of ethical dilemmas is related to the planning and implementation of various solutions in the field of social policy and also support and assistance programs offered to the family. The last group of ethical dilemmas results from a different understanding of family assistantship in the structures of the social assistance system. They are also revealed in the construction of relationships with social workers. The text also includes solutions how to cope with these dilemmas.
