The farmer card program had been launched since 2016 in the java region, but its implementation had not shown significant progress until now. The objective of this study is to analyze the farmers perception of the farmer card program in supporting the distribution of subsidized fertilizers. The results of the analysis using the weighted average index (wai) showed that there were some strong and weak factors of farmers perceptions of this program. The farmers gave a strong factor in their perception about the certainty of obtaining subsidized fertilizers and the ease of obtaining subsidized fertilizer by using the card. However, the farmers also had a strong factor in their perception that the farmer card program wqs not well socialized and had difficulty using the card. On the other hand, the analysis also found that farmers had a weak perception of using farmer cards. This was because the use of farmer cards was not compulsory for the farmer, and there was a lack of promotion from the local kiosk in using the farmer card to obtain fertilizer from local fertilizer distributors. The main problem in implementing farmer card was the lack of awareness from the farmer to use them, difficulties in using the card, and the use of this card was not being required by the local government. To make farmer card program successful, we recommended to implement it as a national program, enhance cooperation and common views among the parties, provide the availability of a communication infrastructure network, and socialize it more comprehensive and planned

Municipal Reform in Canada: Reconfiguration, Re-Empowerment, and Rebalancing, Joseph Garcea and Edward C. LeSage, Jr., eds., Toronto: Oxford University Press, 2005, pp. ix, 350.This book will be an essential reference for students of local government in Canada. It deals with the most recent period of municipal reform, from 1990 onwards. There are chapters on each of the ten provinces, plus a combined chapter on the northern territories. The editors establish an analytical framework for the book in their introduction, and then try to bring things together in a long concluding chapter. The individual chapters differ somewhat in approach, but the editors were fairly successful in getting the contributors to keep to a common analytical framework. Reading the whole book straight through is a bit of a slog, because there is so much detail; on the other hand, it is handy to have all this material collected together. It will stimulate useful reflection, as much about what is not here as what is.

The  research aims to find out factors of financial performance of local goverment regencies or city in Yogyakarta. Independent variabel are wealth of local goverment, dependence with central goverment, and local goverment expenditures. On the other hand the dependent variable is financial performance of local goverment as measured by the efficiency ratio. Population of this research are local goverment financial report (LKPD) of Yogyakarta period 2010-2014 audited by BPK. The sample are estimate realization report (LRA) all regencies or city and the province of Daerah Istimewa Yogyakarta. Hypothesis of this research were examined by using multiple regression in SPSS 16 software. Result of this reearch indicate that wealth of local goverment have significant positive effect on the financial performance of local goverment. Dependence with central goverment have significant positive effect on the financial performance of local goverment. Then, local goverment expenditures also have significant positive effect on the financial performance of local goverment.   Faktor-faktor yang mempengaruhi kinerja keuangan pemerintah daerah kabupaten/kota yogyakarta

Interoperability standards are a sine-qua-non for smart applications and the underlying smart communication infrastructure. This chapter looks at two issues that are associated with the standardization of such smart systems and the ramifications they may have for standardization management. These issues include, on the one hand, the necessary multi-disciplinarity of standards setting and the resulting diversity of stakeholders to be involved. On the other hand, they also include the need to standardize responsibly (i.e., to appreciate that various societal aspects also need to be taken seriously and to be integrated into the process). The complexity of proper standardization management will increase because of these needs.

This research was aimed to study about an agrarian conflict at Lido land. In order to get the comprehensive its meaning the qualitative approach with the case study strategy were used. The conflict explained as the dialectical relation among peasants in the one hand and the agrotourism company in the other hand. The conflict taken place with the support of local government to the company while peasants made patronize relationship with the NGO. Lampung governor election on 2008 executed under article  233  (2) of act  Number  32/2004 cencerning local government, on the other hand  its implementation process is referred to act number 12 / 2008 concerning second ammendment of act number  32/2004 concerning local government. Governor election invites controversy both theoretically and practically. The research explores merely on the woman participation. Research method applies normative research that using secondary data deriving from primary, secondary and tertiary legal sources. The research shows that in governor election  2008 executed under article 233 (2) act number 32/2004 concerning local government and its implementation process based on act number  12/2008 , the fact show that from  5,36 milion voters, male voters reached of  2.778.763 voters, female was   2.587.978 voters,  sehinso the total number was 5.366.741 voters. In sum, male voters was 51,77 %, and female voters was 48,33 %. This means that woman participation in governor election was  48,33 %. In another word, without woman participation, there is no one candidate can be stipulated as elected candidate. Keywords: governor election, woman participation

The governmental intervention through law and regulation have brought the elementary change in labour relationship, namely the nature of private and public, so that regulation thet released by government have in such a way broadness, not only in law aspect which relate with the job, but also before and after labour relationship. This concept have accommodated in Law Number 13 Year 2003 about labourness. Law No. 13 Year 2003 have given the arrangement about the protection of law for woman labour, such as the protection of law for underage woman labour, the protection of law for pregnant woman labour and the protection of law in the case of in working and take a rest. But in the other hand, in Law No. 13 Year 2003, there are weakness in giving protection for woman labour. Based on Article 10 sentence (1) and (3) Law No. 32 year 2004 about Local Governance, that besides political business abroad, defender, security, yustisi, fiscal and national monetary, and also religion become the business of local government. For the reason, Local government can release the furthermore regulation such as local regulation and also regent decree, utilize to arrange furthermore about labourness. Kata kunci : tenaga kerja, perusahaan, perlindungan hukum

Coalition can be the effective way to collect the power for struggle in the competitive politics. In Indonesia, after the reform era, the coalition system being the most popular system that granted by the constitution. Phrase ”coalition of political parties” in the article number 6A point (2) UUD 1945 shows us that the coalition system is the constitutional and the fix way. From all the historical story about the coalition of political parties in Indonesia, we can make a conclusion that the coalition system wich is exist in Indonesia is just coalition made by interest, not ideology. Coalition only to reach the “threshold”. Political parties only thinking about how to complete the mission to propose the candidate. Surely, That’s all the problem. We can see that the coalition system in Indonesia just make some paradox. For example, in presidential election 2014, in one hand we can see the batle between “KMP” and “KIH”, but in the other hand, we cand find a different situation in local politic competition. On 9 December 2015, The simultaneous regional election was completed held, and I saw that the battle between KMP and KIH wasn’t happened in that moment. Based on the fact from KPU, we can find in some region, the inconsistence coalition was built by the political parties which is member of KMP join with member of KIH. That condition shows us that the coalition system in Indonesia is just based on interest. There is no linear/consistence coalition between central and local, so automatically we can find a question, “where is the platform, vision and mission of political party in Indonesia? And How about the impact to the bureaucratic system between central and local government?. Finally, The Author is trying to answer the questions in this paper.

The land and building title transfer duty is one of the regional tax that has large contribution as the receiver of the original local government revenue.One measure of the ability of regions to exploit the income is how much the local tax sector contributes to local revenues, especially local revenues that can later be used as a source of funds / expenses to meet the needs of local spending concerned. The purpose of this research is to know the affectiveness and the contribution of the land and building title transfer duty in manado city. The method that is used in this research is descriptive with using qualitative approach. Based on the result of this research, it shows that the effectiveness of the land and building title transfer duty in 2014-2017 is rated  quite effective, while in 2016 it was decreasing in the percentage, on the other hand, the contribuction of the land and building title transfer duty in original local government revenue was unstable from year to year. Gender segregation within the organization is still common, including for Muhammadiyah as a group of men and Aisyiyah as a group of women. This study aims to examine Social Capital Capability of Aisyiyah Baubau, according to the trust of the society to the movement of this organization generally increase with a number of Amal Usaha Muhammadiyah (AUM) in Baubau City. This study categorizes that internal social capital is stronger than the external social capital of the organization’s, it provides a description that Aisyiyah Baubau City is capable of managing members and AUM as a form of organizational development effort, it's just not optimal in building network against stakeholders and local government. In the other hand, aisyiyah baubau in also influenced by social cultural condition of buton society which has a lot of distance ideologically with muhammadiyah.

The inspection of local government in 1800, the largest ever conducted in Russia, is very modestly presented in historiography. On the one hand, this is due to the predominance of a negative tradition in the study of the epoch of Paul I despite the “new direction” laid down by M. V. Klochkov, on the other hand — due to the source base for studying the issue formed in the work of A. E. Nolde. It was A. E. Nolde, followed by V. N. Bochkarev, who had a decisive influence on the development of the historiography of the issue. In addition to the term “audit”, the established historiographical parameters include: limited funding, small number of participants in the inspection; uncertainty regarding the rights of senators; formal pattern of reports; the predominance of positive feedback in them in order to avoid the consequences of “hot-tempered nature of the monarch”; perfunctory, and therefore “inconclusive”, pattern of the inspection not providing the materials “for any general reform or reorganization of any parts of management”. We object to such interpretations of predecessors and to the definition of inspection as “audit”, to the issue with the initiator of the inspection, the reasons for its conducting, the time, the content of instruction. All of the above mentioned problems require further studying, and first and foremost — the text of the instructions, which is a key to their understanding. Reconsideration the biased assessments of the first and last all-Russian inspection of 1800 by extracting new information from traditional sources and introducing previously unknown archival materials into scientific circulation is an objective historiographical necessity.
